Questions regarding forum coding/formatting

Hello all,
So I've came across some descriptions and other forum threads such as the LSPD's faction thread found here: https://forum.gta.world/en/topic/878-los-santos-police-department/.

Now, I was truly fascinated by the editing capabilities the forum engine has to offer, however, I ain't got a single clue how it could be done.

For example, I really want to use divboxes like these:

 

So when you hover your cursor over an image a text pops up. My question is: how? My focus mainly revolves around the usage of /divboxes, their coding, etc. Any help or useful tips would be appreciated!

 

NOTE: I'm using the default, GTA:World V3 forum theme.

There is a divbox selection option in the top control panel. However, the exact example you're showing on the LSPD thread seems like it requires some programming, which you can also select and code in the top panel.
 

The best way to test things is by sending a forum PM to your friend. This allows you to preview everything before submitting it and play around with it that way.
