Factions in county

Are there any crime or legal factions operating in the county, or just some local groups of players?

Plenty of factions out in the county, especially illegal ones.

I've found a few factions in the county: a brewing company, a car dealer, and Senora Logistics. That's all. It seems all the crime factions are playing in the city. I've looked through all of their screenshots, and even the bikers are playing in the ghetto. Of course, I tried to find at least someone playing in the county in the game but didn't find anybody except for the car dealer.

There are factions playing in the county I assure you, look out in Sandy Shores / Grapeseed and Paleto Bay, I know for a fact there's at least 2 biker factions out there.
