To link your forum account to your UCP, go to your UCP and once registered, click on your name top right, click settings, then on the left side you will see something like this:

 

Should allow you to connect from there.

do you mean applying for a job in the city? you can find a few websites down at the near bottom of the home page of the forum, they will have jobs listed. here are some websites you can look at to see what you want your character's job to be.

and what do you mean by linking your UCP? if an application is asking for your UCP name, you don't have to give a link, just the name of your UCP account.

Both, first the IC app, and then if I'm accepted the other.  Thank you just go so absolutely lost in forums, and the above answers have helped me greatly.
