  1. W/S 83 Hoover Criminals Gang The W/S 83 Hoover Criminals Gang (ETHCG) or 8-Tray Hoover Criminals Gang, also known as "The Raskals" and formally addressed as the 83 Hoover Crips, are a predominately African-American street gang. Their base of operations is located on the West Side of Los Santos, San Andreas. They're a sub-set under the larger Hoover Criminals Gang umbrella. They were birthed during the late 1960s, originally known as the Hoover Groovers in its earliest notion. This gang pre dates the formation of the Crips during the late 1960's era. Their name derives from a thoroughfare called "Hoover Street" which is situated between Covenant and Grove Street in the heart of their territory. Younger affiliates of the Hoover Criminals have adopted the color orange but still wear the traditional blue color associated with the Crips. Their universal hand sign is the thumb tucked in between the index and middle finger to represent the letter "H" for "Hoover". At one point in time The Hoovers were one of the most feared gangs in Los Santos in the post "Rancho Riots" era. They were one of the very first gangs to challenge Gerald Johnson Jacobs' West Side Davis Crips. After an incident nearly brought the two factions to an all out war, the leaders of both the Hoovers and the West Side Davis Crips came to an agreement and joined forces to target a gang they both shared a hatred for, which at the time was known as "Forum Drive Hustlers". This lead to them adding on the Crips moniker to their name, Hoover Crips. For the most part this was short-lived. On November of 1979 Gerald Johnson Jacobs of the West Side Davis Crip Gang was murdered in a gang-related shooting. Rumors of the shooters spread all throughout Los Santos. All fingers were pointed at the Hoover Crips, by the East Side Rancho Crips, sparking a deadly war between the Hoovers and Crip gangs who're friendly towards Gerald Johnson Jacobs. By the late 1980s, The Hoovers were engaged in bitter rivalries with several different Crip sets. It was also during the crack cocaine epidemic of the 1980s when The Hoovers became one of the most notorious street gangs to participate in the drug trade thanks in part to the efforts of Mick “Toothpick” Graves, who was affiliated with this gang. By the mid 1980s The Hoovers had become one of the most feared street gangs in South Central, Los Santos. Their brutal reputation for gun violence made them one of the first suspect’s to be blamed for gang-related shootings and gained them many enemies; many of whom were also Crips. Davis became a gang hotbed during this time. As these rivalries continued, by the mid 1990s The Hoovers dropped their Crip affiliation and formed the Criminals card, which led to them adopting the "Hoover Criminals" alias. Their disenfranchisement of the Crip card is rooted from these rivalries, they did not see a need to remain under the Crip umbrella when they're constantly feuding with them. 52 Hoover Gangster Crips were the only set to not adopt the Criminal card. On the contrary of them renouncing their affiliation, their infrastructure remained in tact for the most part. Nothing changed drastically, they still abide by the same hierarchy, vernacular, and traditions. Their feuds with the Neighborhood Crips or Rollin 0's is unmatched to any rivalry with any blood gang across Davis or Los Santos for that matter. Despite their notorious engagements with Neighborhood Crip factions, they often had disputes with every other card under the Crip umbrella. This hatred prompted them to adopt the "Anybody Killer(ABK)" or "Everybody Killer(EBK)" mantra. Shady 80s The West Side (W/S) 83 Hoover Criminals Gang sometimes referred to as "The Raskals", this gang is considered to be the largest and most active sub-set under the Hoover Criminals Gang umbrella. Their territory stretches from Covenant, between Grove Street in the west and Carson Avenue to the east, and Brogue covering the north entrance of Covenant. There are six separate Hoover neighborhoods from 52nd Street to 112th Street, but the 83 Hoover Criminals are thought to be the most active and the largest by the Davis Division of the L.S.S.D. They're cliqued up with their closest geographical allies, the 74 Hoover Criminals Gang, and are friendly towards all Hoover Criminals. The Eight-Tray Hoovers have no known allies outside of the Hoover Criminals. Their relationship with the 83 Gangster Crips was a thing of the past but that's no longer the case. 83 Gangster Crips have problems with the 74s to the 94s, reasoning unclear. It has been rumored to be over their truce with the Rollin 60s. The 83 Hoover Criminals earned their nickname The Raskals & Shady 80s through their fair share of brutality and deceitfulness throughout Los Santos. They're known for committing crimes but not limited to; home Invasion, boosting(car parts, clothes, jewelry, etc), armed robberies, check fraud, pimping and pandering, and so on. A prominent booster from the 83 Hoover Criminals, Tameika Fame, has been rumored to have boosted over $10,000 worth of items. She was caught after having what's known as a good run. She was able to pull off a string of shoplifting sprees, using a public disguise, posing as she was pregnant. Prior to her bid, she was caught at Saks Fifth Avenue with a "protruding stomach". With security called, it was eventually revealed her baby bump was a lump of high-end clothes and accessories. She covered the ruggedness of the clothes using a thin piece of foam over the items. The 83 Hoover Criminals have had a rough history of their own though and they have had their fair share of losses. With a list of deceased loved ones, the most recent incident was one of significance. They were in a heated rivalry with the Main Street Mafia Crips. Gun fired had been exchanged, the story goes as follows: "Eight Tray Hoover Dies 2 Weeks After Being Shot From Retaliatory Shooting" April 20th, 2019 A 22-year-old Los Santos man from Eight Tray Hoovers who was shot two weeks ago on 82nd Street near Hoover Street has died. The victim, Tylen Henry Blatche, was standing with friends on April 6th at 1 p.m. in the 800 block of Covenant Avenue when attackers drove up in a silver sedan and opened fire. The victim dashed away, but the assailants continued shooting, striking Blatche, aka "Tiny Tray Soja". He was transported to Los Santos Hospital in critical condition, but finally succumbed to his injuries yesterday, Sunday, April 19. "Tylen loved life and he loved helping his people", said Thomas "Big Thom" Hayes, a highly-respected gang intervention worker who hired Blatche for a summer job at B.J. Smith Recreation Center. "He was someone who made sure other people had food and other things before he did. That's probably what happened to him. He told everyone to run that day and he was the last one to take off and he got the bullet." The shooting is believed to be part of the conflict between the Main Street Crips and the Hoover Street Criminals. Only hours before Blatche was shot on Hoover Street, James Douglas Hill, 27, was killed at 97th and Main Street. Hill was not a member of the Main Street Crips, but family members are. An intense LSSD patrol presence, combined with near-around-the-clock detective work aided by gang interventionists has so far quelled further payback shootings. The community and police are hoping the death of Blatche will not spark renewed violence. This eventually sent the Hoover Criminals and the Main Street Mafia Crips into a cold war. Eventually the peace was broken and they continued to hash out their differences through pushing up on drug territory and gunfire. This became a stepping stone that led the 83 Hoover Criminals towards an indictment. A series of unfortunate events began to unravel as law enforcement start solving cases tied to drug dealers throughout South Central. Ultimately this led to the 83 Hoover Criminals being indicted in 2020 alongside three other gangs. "Federal Indictments Charge 21 Eight Tray Hoover Criminals Gang Members and Associates with Narcotics Distribution and Firearms Offenses" November 5th, 2020 LOS SANTOS – Ten members and associates of the South Los Santos-based 83 Hoover Criminals street gang were arrested today pursuant to six federal grand jury indictments that charge a total of 21 defendants with conspiring to traffic narcotics, such as crack cocaine that allegedly was sold at a minimart and in front of a public library. The defendants arrested today are expected to be arraigned this afternoon in United States District Court in downtown Los Santos. The main indictment stemming from the investigation into the 83 Hoover Criminals 14 gang members and associates with conspiracy to manufacture and distribute crack cocaine in the territories they claim to control. Specifically, this indictment alleges that the lead defendant – gang leader Antwan Dunn, 39, a.k.a., “Ant Lok” and “Yayo,” of Davis – “cooked” crack cocaine in his kitchen and then sold it through a variety of methods. Dunn allegedly distributed the drug outside a Los Santos Public Library branch on Innocence and in a nearby park, the indictment alleges. Between May 2017 and April 2018, Dunn allegedly oversaw a crew that sold drugs on the street, delivered drugs to other distributors and customers, and collected illicit narcotics proceeds on Dunn’s behalf. During the course of the conspiracy, Dunn allegedly was involved in supplying, cooking and distributing more than 280 grams of crack cocaine. One of the other indictments alleges that Hoover Criminals last year sold cocaine at an Davis' Dollar Pills that appeared closed, but was widely known as gang hangout where illegal narcotics were sold. After law enforcement performed two undercover buying operations at the Dollar Pills, a search warrant resulted in the seizure of a .40-caliber semi-automatic pistol, dozens of rounds of live ammunition, drug paraphernalia, and baggies of cocaine, according to the indictment. In addition to the 10 defendants arrested today, one defendant currently is incarcerated in a San Andreas state prison, while another is in Los Santos County jail on unrelated charges. Authorities continue to search for nine defendants named in the indictments. If convicted on all counts, the defendants would face decades in federal prison, with some of them facing a mandatory minimum sentence of 10 years in federal prison for conspiracy to distribute more than 280 grams of crack cocaine. This matter was investigated by the Drug Enforcement Administration, the Los Santos County Sheriff’s Department, and the Los Santos Police Department as part of the High Intensity Drug Trafficking Area (HIDTA) program. This case is being prosecuted by Assistant United States Attorney Gloria Muñoz of the Violent and Organized Crime Section. Aftermath / Present Day After the indictment hit, the Hoovers took an even bigger loss. After being deprived of their core membership due to incarceration, it required the young put-on members to take the reigns. There was no true guidance from the older generation besides the few left that were lucky enough to be overlooked by the Gang & Narcotics Division, the majority of them having long exited their prime gangbanging years in grace. Refusing to allow the Raskals a chance to recover from this major blow, two members from 98 Main Street Mafia Crip performed a "walk-up" style hit during the midnight hours of December 31st, 2020, masking the gunshots with the thunderous roar of fireworks going off all over South Central. Reno Williams, a beloved top rank member who was also known as 'Mkaniac', along with his pregnant girlfriend Tynisha Howard were left defenseless as they sat parked in a 2015 Nissan Altima on the 8200 block of South Hoover St. The couple stood no chance whatsoever; The masked assailants crept up to the driver's side of the vehicle and riddled them with brass-coated hollow tip bullets, dying before the suspects even fled the scene. By the time paramedics arrived on scene, it was two minutes too late to save the baby. Following this gruesome event, many of the younger members within the 83 Hoovers started the 'Mkaniac Everything' movement to honor their fallen friend. A select few amongst the group decided to adopt the Mkaniac moniker themselves, stamping it on the front of their hood names.
