BLOODY OUTLAWZ The mass immigration of Cambodians into downtown Los Santos, mostly around the areas of Mission Row and what is colloquially known as Chinatown was an immediate cause for tension. Cambodian youth who were at the mercy of the already established Hispanic gangs in the area saw an immediate need to band together and coalesce into gangs of their own, meant to protect their population from extortion and violence. This gang became known as the Oriental Lazy Boyz and recruited exclusively ethnically Cambodian youth into their ranks. With the booming Cambodian population at the time, this gang quickly gained numbers and then this way the upper hand, establishing dominance in their prospective slice of the town, bolstered by migration from Cambodian families in South Central trying to flee gang violence as well as refugees seeking respite in the United States away from the political instability in Indochina in the aftermath of both the Khmer Rouge's brief reign of terror in Cambodia as well as the Vietnam War, which had created a refugee crisis of disastrous proportions. West Side Oriental Lazy Boyz (OLBZ or OLB) is a predominantly Cambodian street gang located between the Chinatown community in downtown Los Santos and the corner of Capital Boulevard cross Strawberry Avenue. They are one of the first gangs among the Oriental Family and the very few Asian gangs with a physical territory in the city of Los Santos. They also were among the only Asian gangs to have ties with a Blood set, this being an alliance with the Pueblo Bishop Bloods, which was the resolution of a beef between the two gangs. The first main conflict they had was with a Hispanic gang called the Osiri Boys located to their north across the 4 Olympic Freeway. Their conflict had been characterized as a war as they were initially targeted because of race. Hispanic gang members would often assault and rob younger innocent Asian youth because they were easy and vulnerable targets being new in Los Santos. Cambodian families were traumatized from witnessing violence and genocide in Cambodia’s “Killing Fields,” and Cambodian youth who eventually formed into a street gang were not unfamiliar with violence and brutality. In due time they would respond to the Hispanic groups who had been harassing them, and retaliate against the Osiri Boys (OBS). This wave of gang violence in the mid-90s to early 2000s brought greater scrutiny to the Cambodian criminal element in the area, and as a result, the gang entered into a gradual and then steep decline. Many verified Oriental Lazy Boyz gang members found themselves caught between opposing gangs and the long arm of the law, resulting in many of the upper echelons of the gang ending up incarcerated after various law enforcement operations. With the structure of the gang practically destroyed, its youths fell into disarray and the gang eventually dissolved, leaving behind its wayward youths. Oriental Lazy Boys (OLB) hit up in OLB's neighborhood of Capital Boulevard. OLB's allegiance is to the Oriental Family. Despite the fact the gang element receded, the Cambodian community did not go along with it and continued to persist in the area. Much of the area's Khmer youth, now adrift and without the guidance of older members of the Oriental Lazy Boyz gang formed smaller crews of taggers and pickpockets, creating the grounds for a new generation of Cambodian criminals. In the current year, local youths have taken to calling themselves the Bloody Outlawz as a homage to the old defunct Oriental Lazy Boyz gang, of which many of their family members were affiliated with it (fathers, brothers, cousins). This group mainly engages in petty crimes such as theft, shoplifting, and vandalism but has shown a willingness to commit more violent crimes when given the opportunity. The area around Strawberry Avenue cross Capital Boulevard, already a deprived and impoverished area has found itself with something of a worse reputation with a recent string of car thefts and even muggings, one of which resulted in the violent beating and subsequent hospitalization of a Hispanic teenager attempting to make his way home from school. Unbeknownst to the general public, this attack was a result of a fight between a Cambodian-American and Mexican-American teenager at the local Davis High School. As a result of this willingness to commit violence, the youths who make up this self-proclaimed Bloody Outlawz often find themselves on the receiving end, being an Asian diaspora in a predominantly black and Hispanic area. This serves only to justify their decision to band together once more, ensuring that the cycle of violence continues to keep on turning. OUT-OF-CHARACTER INFORMATION We are portraying a group of young tagbangers trying to eventually develop into W/S Oriental Lazy Boyz. Although this concept is heavily focused on criminal activity and illicit acts, it is important to keep in mind that it is the community that makes it possible. As such you will be expected to make a character that can function within a community setting that isn't just a vehicle to commit mindless crimes. Character development is an important factor for progression within this concept. We require prospecting characters to start between a young age of no older than 16 and exclusively take in Cambodian-American characters from an impoverished, poor, or working-class background, though we may accept other Southeast Asian ethnicities (Filipino, Chinese, etc.) on a case-by-case basis.
