A photo of multiple Original West Side Crips in the 1970s, before they split off and became Neighborhood Crips and Gangster Crips. Original Westside Crips The Original West Side Crips were a predominately African-American street gang that was formed in the 1970s, around Strawberry Avenue and Forum Drive. The two main hangout spots for the West Side Crips were outside the Davis High School and around the Strawberry Plaza. Many of the first-generation members of the Westside Crips were already socializing together as a group in 1968 at the B.J. Smith Recreation Center. Stanley Williams, Donald Archie, and Ricardo Simms founded the Original West Side Crips alongside a few other members to protect themselves from other crews and gangs. Meanwhile, Raymond Washington was in charge of the East Side Crips, these two groups created a strong alliance. In 1972 members of the Westside Crips were charged with the murder of Robert Ballou in 1972, which occurred in Vinewood. Later on, it was revealed that the four adults sentenced to prison were not directly involved in the assault with Ballou. Westside Crips Ricardo Simms, James Cunningham, and a few other affiliates were sentenced to prison. Members from the West Side Crips started branching off to different neighborhoods in South Los Santos, this is what formed the Rollin 60 Crips in 1975. The Original Westside Crips parted ways after the beef between the Rollin 60's Crip and 83 Gangster Crips, which started over an after-school fight. The beef between the two groups didn't get serious until an 83 Gangsters recruit opened fire on a Rollin 60's member during a fistfight in 1979, this left one of the Rollin 60's affiliate deceased and another wounded. Later the 60s went to the 83 Gangsters hood and just wanted the shooter, due to him hanging around the 83 Gangsters for two days nobody knew he was. The 60s took this as if the 83 Gangster didn't want to give him up, they later called a meeting between the two gangs. The meeting didn't do anything but cause a large gang fight, they've been bitter enemies since then. A set of photos showcasing Rollin 60's Neighborhood Crips affiliates after a split between the Rollin 60's and 83 Gangsters. After the splitting of the West Side Crips, other hoods had to eventually be picked aside. This led to some hoods taking the 60's side and falling under the Neighborhood Crip car or the Deuces, others sided with the Gangster Crips falling under the Trays or the Hoover Criminals. All this started a huge war around South Los Santos, having crip sets hating other crip sets. Many affiliates ended up dying and getting life sentences in prison. As time went on the Rollins 60's didn't do anything more but expand and started causing more issues with other members, many people around the community were shocked to see the war happen like this. When everything was just fist fights not even a full year ago. With the gangs that sided with the Rollin 60's, they followed the same steps as the 60's even having the same enemies as each other. Members of the '60s were known to start beef with anybody they didn't like, they were known to travel to a skating ring in the Midtown district just to bother with the School Yard Crips. This added a bigger target on the back, it was rumored that they used to travel over there at least twice a week. Oftentimes, the School Yard Crips couldn't do anything about their presence. The Rollin 60s made it on the news in 1984 when member Tiequon Cox also known as "Lil Fee". Wanted to get revenge against a person in a non-gang-related matter, but he ended up going to the wrong house. Where he and a few other affiliates, executed four family members of a former NFL Rams player. Cox was convicted in 1986 for committing quadruple murder and was sentenced to death and sits on death row. One of the other affiliates was sentenced to death also, but then had his sentence commuted to 4 consecutive life terms while the third affiliate was sentenced to life without parole. While on death row Cox stabbed Original West Side Crip founder Stanley Williams. One of their main Blood rivals is the Van Ness Gangsters, Since Rollin 60 members attended Davis High School north of Forum Drive, they often fought with the Van Ness Gangsters. Due to the Van Ness Gangsters being a smaller gang with less membership, the Rollin 60s have been able to dominate the school population even though the high school is outside of their turf. In 2003, the Los Santos City Attorney filed a gang injunction against the Rollin 60's specifying 31 men who were members and associates of the gang. But some have suggested that the '60s were being unfairly targeted including individuals that weren't even in police contact in many years. In 2018 Chief U.S. District Judge Virginia A. Phillips ruled that most gang members subject to gang injunctions in Los Angeles suffered a due process violation since the city did not allow them to challenge the civil restraining orders in court. Los Angeles has been barred from enforcing these restraining orders since 2017. A screenshot from a local Rollin 60's Neighborhood Crips affiliate social media account, it shows off multiple members from the gang. In the Rollin 60's Neighborhood Crips was one of the largest gangs in Southern Los Santos. As their territory grew over time, it still extends from Strawberry Avenue, down through Forum Drive, and other cliques hanging around down to Carson Avenue. They are one of the larger hoods under the umbrella of Rollin O's and Neighborhood Crips. They're known to be one of the most notorious groups in the Davis district of Los Santos. Members of the Rollin 60's are known to wear Seattle Mariners apparel, showing their affiliation with the gang. Rollin 60's Neighborhood Crips have a few sections naming just a few the Avenues, Front Hood, and Overhills. Most younger affiliates from the area still attend Davis High School just as the older members. The Los Santos Police Department considered the Rollin 60s the biggest African-American street gang in Los Santos County. In addition to their forever-lasting rivalry with the Gangster Crips, the Rollin 60s Neighborhood Crips are naturally hostile towards all Bloods sets. Their closest Blood rivals are the Van Ness Gangster Brims, whose neighborhood is located directly just north of 60's turf. The 60s are also considered enemies of the Inglewood Family Gang who are directly located to their south. Their other Blood rivals include the Inglewood Neighborhood Pirus, Harvard Park Brims, Fruit Town Brims, Rollin 20s Neighborhood Bloods, Crenshaw Mafia Gang, and the Black P Stones. The Rollin 60's are allied with most gangs under the Neighborhood and the Rollin 0's Umbrella such as the 46, 48 & 67 Neighborhood Crips, and the East Coast Crips. And many other street gangs in the area. The Rollin 60's has also had issues with all Hoover Criminals Gangs including the 52 Hoover Gangster Crips, Innocence Family Gangster Bloods, 51 Trouble Gangster Crips, and a handful of other hoods. One of the most dangerous areas located in the 60's is the Front Hood side, specifically the Gutter Avenue side. Gutter Avenue are the guys from the front hood putting in work on the local gangs on their side of the turf. They take care of the innocent side of the beef for the most part, they also carry all front hoods and main beef. They are the Strawberry Avenue hustlers, stretching down to Carson Avenue. They're big hustlers and were known to trap out their apartments.

OOC INFORMATION: Our main goal while roleplaying within the group W/S Rollin 60’s Neighborhood Crips is to portray a realistic Crip set based in Brouge Ave. Your character should start off as a young teenager who is growing up in one of the most dangerous parts of Los Santos. All members should abide by GTA World's server rules, and we will not hold back from removing you from the faction if it is deemed you are un-fit for the faction. If you have any questions, concerns or regards to joining or about the faction, feel free to direct message @Dope Boy

(Sn00py Harvard with the almighty chain thang) • 10400 BLOCC Sitting right on the intersection of Covenant Avenue and Brouge Avenue lies 10400 Blocc. This whole intersection is considered a no-go/danger zone by many residents and locals in the South Central Los Santos area as it sits right in the middle of multiple neighborhoods that don't get along. Many civilians over the years have been unfortunately caught in the crossfire on this intersection and many innocent lives have been taken because of it. Due to 10400 Blocc being home to the 104 Hard Time Hustlers, gang members from both 104 and other hoods have been murdered on the aforementioned intersection in recent years. So civilians typically avoid these intersections altogether and use Carson Avenue, Davis Avenue and Macdonald Street to get around. "I would literally rather drive an extra ten minutes, burn extra gas, and take the long way just to avoid potentially risking my life driving through all them sections on Brouge! You know? Down that way a nigga might catch a stray or something... shit you never know what the fuck could happen down that way bro." Said Davontae, a 23-year-old South Central native. Even nowadays Roy Lowenstein Boulevard, and the Covenant Avenue intersection doesn't get much traffic either and that's within good reason. • XO CRIP The 104 Hard Time Hustlers are a predominately African American street gang that originated in Davis, San Andreas. This is also what makes them a part of the Rollin 100s umbrella. The 100s (XO) contain multiple individual predominately African American subsets, most gangs within the Rollin 100s are a part of the Neighborhood Crip card but not all of them. The Hard Time Hustlers stand out the most because they are considered to be the largest Hustler Crip set in Los Santos despite the fact that they also align themselves with the Neighborhood Crip card. The XO Crips are made up of the 102 BudLong Gangster Crips, 102 Raymond Avenue Crips, 103 Hard Time Hustler Crips, 105 Underground Crips, 111 Neighborhood Crips, 113 Original Blocc Crips, 115 Neighborhood Crips, 116 Acacia Blocc Hustler Crips, 117 WaterGate Crips, 111 Neighborhood Crips, 120 Acacia Blocc Hustler Crips, and the 120 Raymond Avenue Crips. Originally in the earlier 2010s, the Original Bloccs, 1e11 Neighborhood Crips, 104 Hard Time Hustlers, and the Underground Blocc Crips were all united. Rappers like Yellow Tape, Coot Corleone, Toonchie, and etc collaborated heavily on various songs. Big hood days and multiple functions were thrown for the Rollin 100s where many of the gangs under the umbrella would come together and celebrate. Yellow Tape from 1e11 Neighborhood Crip claimed 108th Street heavily due to all of the gangs being so close relationship-wise, in recent years though, all of the good times came to a stop and a few gangs out of the 100s got torn apart from the alliance due to deaths on both sides and old beef from the 1980's and 90's that resurfaced. This caused the 1e11s, 115's, and the Acacia Bloccs along with the rest of the R100s to fall out. • GREEN RAGS N MONEY BAGS Because the 104 Neighborhood Hard Time Hustler Crips are a part of the Hustler Crip car they also wear green flags. They're also a part of the 480 alliance, you'll hear members from 104 claiming "480 gang" from time to time. This alliance includes the Westside 104 Hard Time Hustlers and the Eastside 88 Hard Time Hustler Crips, a smaller Hustler Crip gang on the East. This alliance has brought the two gangs together closer than ever over the years despite them being on two completely different sides of South Central Los Santos. However, this relationship/alliance between the two gangs does not exclude any other nearby Hustler Crips as 104 are either cool with the other Hustlers or are overall neutral with them.

One-Nine-Owe Before the 190 East Coast Neighborhood Blocc Crips turned Neighborhood/East Coast Crips, they went by the Del Amo Crips. The 190 East Coast Crips originally went by Del Amo Crips because they stayed on the southern part of Del Amo Blvd. Around this time, there were a few other Crip gangs residing in the area, such as: the Leadership Crips; the Westside Blocc Crips; and the Eastside Block Players, who later merged with the del Amo Crips to form the Del Amo Blocc Crips. The Del Amo Blocc Crips became the 190 East Coast Crips by the early 1980s. Big Kelsey—one of the founders of the Del Amo Crips—is currently serving hard time in prison. What was originally known as one of the nicest neighborhoods turned into the most dangerous areas in Vinewood Hills. The 190 East Coast Blocc Crips gang was formed in a middle-class neighborhood on the east side of Vinewood Hills, San Andreas. The 190 East Coast Blocc Crips are known as one of the most hated gangs in Hawick District. The 190 East Coast Blocc Crips territory stretches all the way from Del Amo Blvd to Wilmington Ave, between Wilmington Ave and University Ave, Over the years the 190, East Coast Blocc Crips have expanded and grown more prominent, gaining a lot of popularity in Vinewood for their infamous crimes, although the 190 East Coast Blocc Crips stay in the Hawick District, they have picked up a lot of beef all over the East and West side of LS. The 190 East Coast Neighborhood Blocc Crips consist of two different ruthless cliques known as the Young Bastards and Del Amo Blocc. “Bastard Crip Pass the Clip” Bruce Millsap, who is also known as "Loco" formed a four-man group with a group of friends who were called the "Superpredators". This group was known as one of the most notorious small crews within the 190 East Coast Crips. The group consisted of Millsap's closest friends, Loot, Colston, and Brown. Together, they terrorized the city, catching back-to-back murders. They were known as one of the most ruthless groups just because of how many people they killed in a short period of time. The "Superpredators" crew, which formed within the 190 East Coast Crips, was portrayed as a robbery and killer crew. On November 3rd, 1995, around 12 pm, Lamont, who was a money transporter in Los Santos, was picking up money from the Walmart near Davis. When he was shot multiple times by the small crew, the "Superpredators", as they tried to get to the armored truck, Lamont’s associate shot back at the crew of the young, ruthless 190 East Coast Crips when they decided to run off after being shot at by Lamont’s associate, and Lamont Smith ended up dying shortly after the situation. Two weeks later, a group of Denver Lane Bloods were outside near a driveway, talking with each other shortly after Bruce and a group of East Coast Crip members rolled up on the side of the Denver Lane Bloods and opened fire on the group, shooting and killing "Peanut," who was from the Damu Ridas; it was stated that he was shot over 17 times in his back. In 1996, Bruce murdered an eyewitness by the name of Manuel, who was acting as a witness against him. Manuel was supposed to open up in court and talk about how Bruce and the group of East Coast Crips robbed an electronics store for a pile of electronics, but he ended up being shot shortly after Bruce found out about Manuel and tried to testify against him and his crew. Manuel was brutally shot and killed, and he was left for dead after being shot several times by Bruce and his crew. Bruce allegedly stole over "50,000 dollars," so Bruce had to think quickly. After he knew that Manuel was trying to take a stand against him, he had to go kill the eyewitness. The infamous "Superpredators" crew kept doing armored, truck-type, and electronic store robberies. The LSSD named the "Superpredators," run by Bruce, one of the most notorious street crews coming up from Hawick District, as they were believed to have committed well over 20 murders throughout Southern California. Bruce was sentenced to eight death sentences, along with Loot getting one. Richard Colston ended up ratting on the group for the last one, Amayo Brown, who hung and killed himself in his jail cell as he was awaiting trial. The group was overall known as ruthless and one of the grimiest crews in the Hills of Los Santos. New Generation Run Down The 190 East Coast Crips are an outstanding and infamous predominantly African American gang coming from a middle-class area in the Hawick District, Vinewood Hills. The younger generation of the 190 East Coast Crips is now known for the recent beef they have picked up with the South Side Rancho Crips. Although the 190 East Coast Crips are in several different wars as of right now, they have a more positive side to their gang, which includes them making music labels such as 9ilionaire productions, Blue Stripe Association, and a few other labels and crews coming from out of the Del Amo area. Most of the rappers under these labels are associated with the 190 East Coast Crips, considering that they are run or managed by 190 East Coast Crips members. Some of the famous or hood famous rappers coming from out of these rapper labels are Nb#3, MousEC, RONDOE, Numba5, Q-Baller, Almighty Zimmy, and many other upcoming rappers from the 190 East Coast Blocc crips. The newer generation seems to claim "YTB," which is another abbreviation for the Young Bastards and stands for Yellow Tape Bastards. Del Amo Blocc Crips - The Del Amo Blocc Crips, coming from outside of the 190 East Coast Crips, are most likely the oldest clique within the 190 East Coast Blocc Crips. There are older members within the Del Amo Blocc Crips who only claim Del Amo Blocc Crips, as the older generation separates themselves from the East Coast Crips Cars, yet there are only some who only claim Del Amo Crips by themselves. For the younger generation, they are well and active and are alongside one of the most known and notorious cliques coming out of the 190-East Coast Crips with the Young Bastards. This clique is mostly known for the way they maneuver and make money. Young Bastard Crips - The Young Bastard Crips are a well-established and active clique coming from out of the 190 East Coast Crips, which is one of the oldest cliques alongside the Del Amo Blocc Crips. The Young Bastards basically operate the same as the Del Amo Crips, except this group is known to be grimier and is one of the main reasons the 190 East Coast Crips have beef with a lot of street gangs surrounding the area. The newer generation of the Young Bastard Crips is well and active; they and the Del Amo Blocc Crips have caused conflict between them and the South Side Compton Crips, as both of them diss each other on Instagram. This clique is known for its savagery and ruthlessness. The Young Bastard Crips have had a lot of infamous members coming from the clique, and they are known to be moneymakers as well. “Beef With The Bloecc Leave Em Chalk.” The 190 East Coast Blocc Crips have beef with a lot of different gangs all around Vinewood, San Andreas to Rancho, and even farther down to LS. The 190 East Coast Blocc Crips beef with the Chamberlain West Side Piru, Centerview Piru, Cabbage Patch Piru, South Side Rancho Crip, Hoover’s, Stevenson Village Crips, Carson 13, Swans, Inglewood Family Bloods, Black P Stones, Avenue Piru Gang, Denver Lane Bloods, and all Rancho Pirus. They also pick up beef all over the East and West sides of South Los Santos, San Andreas, since they fall under the Neighborhood Crips and they also pick up a lot of beef on the East Side due to them being East Coast Crips. Although they have many enemies, they still have allies such as all Neighborhood Crips, all East Coast Crips, 4 Pacc Crips, the Rollin’ 30 Crips, and last but not least, most of the Crips falling under the 2x umbrella.

6-Pacc East Coasts, Circa 1990s • History of the East Side Crips The East Coast Crips are the direct offspring of Raymond Washington's East Side Crips. Davis was initially littered with various Hustler crews such as the San Pedro Boys, The 69 and 76 Shack Boys, and Q102 Boys. The San Pedro Boys (now the 62 East Coast Crips) were convinced by Raymond Washington himself to turn Crip in 1977. The 62 East Coast Crips are considered to be the first Neighborhood (NHC) set in the Davis area of Los Santos. The formation of the 62 East Coast Crips would later spark a domino effect, creating various other East Coast Crip sets such as the 68, 69, 76, and 89 East Coast Crips nearly instantaneously. The 66 East Coast Crips is one of the younger branches of East Coast Crips in the city. They were formed in the early 1990s but were faced with strong resistance due to not having roots in the Hustler crews in the 70s. Several members from the 62 and 69 East Coast Crips pressured the youth on Brogue Avenue to fall in line with their sets. With the incarcerations of many of the founding members of the East Coast Crips, these pressures were to no avail. Eventually, the 66 East Coast Crips were able to operate as their own set under the East Coast Crip banner after proving themselves worthy. • High Level Drug Trafficking Demetrius and Terry Flenory, founders of the Detroit based Black Mafia Family drug organization, had a significant impact on the 66 East Coast Crips in the early 2000s. They used Los Santos as an outlet to have a direct link to the Mexican drug cartels. As a result of setting up shop in Los Santos, they reached out to gangs like the 66 and 190 East Coast Crips for protection and to further their criminal enterprise. Many reputable members of various East Coast Crip sets considered themselves as members of the Black Mafia Family at this time. The early 2000s allowed the East Coast Crips to put themselves ahead of their enemies substantially when it came to funding wars by using drugs provided by the Black Mafia Family. Even with the incarceration of most BMF leaders in 2005, the 66 East Coast Crips continue to uphold their money oriented reputation. The newer generation of 66 East Coast Crips are a direct reflection of their predecessors. The 66 East Coast Crips are still heavily involved in interstate trafficking of guns and drugs. They do not shy away from the spotlight and often put their activities on full display for social media. As a result, the 66 East Coast Crips have been through various indictments, raids, and arrests which have failed to put a complete stop to the gang's illegal activity. • Rivalries and Alliances Florencia 13 and the East Coast Crips were known to have one of the most brutal wars in Los Santos. The Florencia 13s and East Coast Crips began to war after the East Coast Crips stole several kilos of cocaine from the F13s. Dozens of lives over the years have been lost from both sides as a result of the dispute. As of today, the Florencia 13s and East Coast Crips have a truce as long as they stay out of each others paths. Despite the truce, the two gangs continue to diss each other through social media and graffiti but the violence has primarily ceased. The alliance between the 62, 66, 68, and 69 East Coast Crips is referred to as the 6-Pacc Alliance. The East Coast Crips are enemies to all Gangster Crips outside of the 4-Pacc (42, 43, 48 Gangster Crips) and the 87 and 97 Gangster Crips, who are considered close allies. The 66 East Coast Crips are also enemies of all Bloods and Hoovers.

Basic information & History The West Side (W/S) Rollin 40s Neighborhood Crips are an active and long standing African American street gang founded in West Los Santos, San Andreas during the 1970s. Their territory covers a large area from Grove St. in the west to Covenant Ave. in the east, between Carson Ave. in the north towards 52nd Street in the south; an area which falls under the jurisdiction of the LSPD's Southwest Division. The 40's fall under the Neighborhood card and are friendly towards most Deuce (2x) gangs. The 40's are an active street gang with a reputation for brutality, bolstering about 1000 members as of 2005. Members of the 40s are known to wear baby blue and Florida Marlins or Milwaukee Brewers apparel to represent their gang. They are organized into four loosely affiliated cliques that control their particular neighborhood area. These cliques are Darcside Crip, Parcside Crip, Western Side, and Avenue Crips. The gang as a whole is known to be extremely ruthless and will check any unknowns, even civilians, when in their set if caught wearing the wrong team hats, or laces. Even having the wrong demeanor will get you pressed. Rivalries & Allies Throughout their existence, Rollin 40s are known to beef with a multitude of different sets from the land, including the Rollin 20s Neighborhood Bloods, Inglewood Family Gang, Centinela Park Family Bloods, Fruit Town Brims, Van Ness Gangster Brims, Harvard Park Brims, 43 Hoover Criminals Gang, 59 Hoover Criminals Gang, 52 Broadway Gangster Crips, the Playboy Gangster Crips, School Yard Crips, the 51 Trouble Gangster Crips, , the Rollin 40s Avalon Gangster Crips and the Gardena Shotgun Crips. They're known to beef heavily with Black P. Stones, and 52 (Five Deuce) Hoover Gangster Crips. The Rollin 40s are allies of all the Neighborhood Crips and the Raymond Avenue Crips, as well as the Rollin 30s Harlem Crips. More recently, a beef between the 40s and 60s has reignited where there has been blood spilled and there's no sign of it slowing down any time soon. Rollin 40s vs Rollin 60s Timeline - In Aug 4. 2013, plenty of NHC members (40s, 60s, 90s, 100s etc) were in a party in Westmont in the Rollin 100s hood. "Ev" a very REPUTABLE member of the Darcside clique from the Rollin 40s had a fight with a Rollin 60 member over a FEMALE, Ev beat the guy from 60s in a fist fight (there was a big fight / brawl between the whole 40s & 60s but the major one was that one) The guy from 60s came back to the party with a gun and shot Ev several times killing him and he also shot another guy from 40s but he didn't die. - The whole August was retaliation and killing in the Hyde Park area (Rollin 60s hood). The next day 5. August 2013, They shot & killed a 18 year old in the Hyde Park area, I don't know if he was gang banging but most people that commented said that he literally had nothing to do with gang banging and there was whole articles about him etc... The next day (6. August 2013) they shot & killed a 54 year old the same way they killed the 18 year old, they just walked up to him & shot at him & killed him. - Rollin 60s retaliated back I guess by killing another Rollin 40 named T.C I think (I don't know the date) The whole August was shootings in Vermont Square Park & Hyde Park areas, and many people shot at. There was also MANY innocents dead (can't mention them all) - On August 27. Rollin 40s members got the drop on two Rollin 60s members aged of 18 & 16 years old, the two Rollin 60s spotted them & shot at them first but the Rollin 40s laid off 20 shots at them killing both of them. The killings between them stopped. - On May 21st 2022, Lady 40S from Rollin 40s was allegedly killed by a member of the Rollin 60s, which has since reignited the beef between the two groups. Seventy-Four Members of Rollin’ 40’s Crips Violent Street Gang Charged with Federal and State Narcotics Violations in Operation “40 Ounces to Freedom” FBI Los Santos October 21, 2009 Public Affairs Specialist Laura Eimiller More than 1,000 police officers and federal agents executed dozens of arrest and search warrants this morning in a coordinated operation in which members of a violent street gang were taken into custody for their alleged roles in the widespread distribution of narcotics. The results of today’s operation were announced by George S. Cardona, Acting United States Attorney in Los Santos; William Bratton, Chief of the Los Santos Police Department; Keith Bolcar, Acting Assistant Director in Charge of the FBI in Los Santos; and Carmen Trutanich, City Attorney in Los Santos. The announcement of the law enforcement operation called “40 Ounces to Freedom” was made on behalf of multiple agencies that participated in the investigation to assist the FBI/LSPD task force. Seventy-four members of the gang known as the “Rollin’ 40s Neighborhood Crips” were charged in 23 federal indictments and 45 state warrants for their alleged roles in a narcotics trafficking conspiracy that operated within a three-square-mile area of Los Santos. The federal indictments that were unsealed this morning charge 29 gang members with crimes that include conspiracy, possession with the intent to distribute cocaine base (“crack”) and methamphetamine, and firearms violations. Forty-five additional members of the gang are named in state charges filed in Los Santos Superior Court for their roles in the illegal drug distribution operation. Many of the defendants at the federal and state level were arrested this morning; however several defendants were already in custody on both related and unrelated charges. Several subjects of this operation are still being sought by law enforcement, including six federal defendants and 20 state defendants. The FBI/LSPD task force initiated an investigation in 2008 to address gang-related crime and persistent violence fueled by narcotics trafficking being reported in the city of Los Santos. Using statistics, including offenses reported to the police, and further analysis, the task force identified the Rollin’ 40s Neighborhood Crips territory as among the most violent in the city, and focused on the “shotcallers” who control the criminal activity in the area. The Rollin' 40's Neighborhood Crips is a violent Crips gang that operates primarily in a three-square-mile area of South Los Santos, an area which falls under the jurisdiction of the LSPD's Southwest Division. The Rollin' 40s have established strong ties to other gangs under the "Neighborhood Crips" umbrella, as well as other Crips gangs in the local neighborhood. The Los Santos Police Department has identified this gang as one of the 10 most violent gangs in the city of Los Santos. The Rollin' 40s are organized into four loosely affiliated cliques that control their particular neighborhood area. Its members are known to be involved in a variety of crimes, including murder, assault, robberies, narcotics and firearms violations. Each clique is controlled by a shotcaller who determines the overall strategy relative to the criminal activity within the clique. Prior to the charges announced today, this investigation resulted in 51 felony arrests and 35 misdemeanor arrests, separate from those individuals sought today, including members of the Rollin’ 40s gang and members of other gangs. Among those arrested were active parolees and felony probationers. In addition to substantial quantities of narcotics, task force members seized several handguns, rifles and a large amount of cash during this investigation. During today’s operation, narcotics were seized, as well as approximately 10 weapons. The Los Santos County City Attorney’s Office has brought parallel civil actions as part of this investigation, including five nuisance abatement lawsuits against six separate properties being used by gang members to conduct criminal activity, including drug transactions and illegal weapon storage. For each abatement, the City Attorney’s office will seek an injunction against the owner ordering various improvements, orders to stay away from gang members named as defendants in the lawsuits, civil penalties and additional fees. In addition to the five lawsuits, the City Attorney’s Office is notifying property owners that, by law, tenants conducting illegal drug activity must be evicted. A permanent injunction was filed against the gang in 2008. Based on federal sentencing laws, the mandatory minimum sentence each federal defendant faces is five years in prison. Eleven of the federal defendants face mandatory minimum sentences of 10 years in prison. If convicted of the charges, several federal defendants face between 20 years to life in prison. Federal defendants arrested today will make an initial appearance in U.S. District Court in Los Santos this afternoon. This case was investigated by agents with the Federal Bureau of Investigation and detectives with the Los Santos Police Department, in coordination with the Los Santos City Attorney’s Office. Multiple agencies participated in today’s operation, including the San Andreas Department of Corrections and Rehabilitation, the Department of Transportation, the San Andreas Highway Patrol, the Los Santos County Sheriff’s Department, U.S. Immigration and Customs Enforcement (ICE), the Los Santos City Fire Department - EMS Services, the Los Santos County Probation Department, and the Los Santos County Department of Child and Family Services. The federal defendants will be prosecuted by the United States Attorney’s Office in Los Santos. The District Attorney in Los Santos will prosecute defendants charged by the state.
