  1. Grove Street and Covenant Avenue consist of three of the most dangerous Hoover sets, the 59 Hoover Criminals , 107 Hoover Criminals, and 112 Hoover Criminals. Grove Street is one of the most known Streets in South Central, Davis with a strong Black and Hispanic community in and around it. Most people live there because they can't afford to live in the more luxurious areas of Los Santos and some are stuck there due to the gangs within them but no matter what reason people have for living there, it has a strong and culture-striving community even if your Hispanic or Black. The same goes for the tiny street next to it called Covenant Avenue which also has a strong and very small tight knit community, the communities on Grove & Covenant are intertwined which means everyone knows everyone on both streets. The 59 Hoover Criminals Gang, also known as the "5-Nine Hoover Criminals Gang" and previously referred to as the "59 Hoover Crips", is a long-standing African-American street gang located in the western district of South Los Santos. Originating in the 1970s as a subset of the larger Hoover Criminals Gang, the 59 Hoovers were highly visible in their territory between Roy Lowenstein Blvd and Carson Ave, across from the Jamestown Projects. However, demographic changes in the neighborhood have transformed it from an African-American majority to a Hispanic one, resulting in dwindling gang numbers. The gang often replaces the two Os in Hoover with “59” (H59ver), and it's common to see them in each other's neighborhoods. The 59 & 52 Hoovers often "Hit-Up" and disrespect their rivals. Hoover Criminals Gang members are often spotted in Houston Astro attire and wearing orange flags around the Los Santos area. After several months of investigating and staking out the Projects of the 59 Hoover Criminals, the Los Santos Police carried out "Operation Shutdown" on Thursday, August 13, 2017, FIB agents and Los Santos officers stormed through many apartments, leading to the arrest of many affiliates. The Five-Nine Moneyboyz, also known as the Money Hungry Young$tas, was founded after the passing of Jakobe Sampson, a highly respected member of the Five-Nine Hoovers who was gunned down by the Los Santos Police. This African American street gang is a small clique made up of younger individuals within the Five-Nine Hoovers, operating in the same territory as the larger gang. They share the same enemies and allies, although they operate differently, and are known for being hotheaded and ruthless. With no OG to look up to, they will do anything to make money and prove themselves around the hood. Members of the Money Hungry Young$tas are hard-headed, hot-headed, and often reckless, engaging in activities such as attempted murders, shootings, robberies, possession of narcotics with intent to distribute, possession of prohibited firearms, and more. With many of their OG members facing serious jail time, they are very careful about who they trust and do business with. The neighborhood of the 59 Hoover Criminals is located on the outskirts of Grove Street and right on Covenant Ave, and is considered a low-income area. This community is predominantly composed of African American and Latino residents, and features both residential and commercial spaces. The streets are often congested due to a mix of small houses, apartment complexes, and businesses. The 59 Hoovers' hood has a reputation for high levels of crime and violence, and is regarded as one of the most dangerous neighborhoods in Los Santos.Despite these challenges, many of the residents take pride in their community and work hard to maintain a sense of unity. They are deeply rooted in the area and are a strong presence on the streets. The 59 Hoovers' hood has a rich history and a strong sense of identity, and despite the difficulties it faces, it remains a close-knit community. Generations of residents have lived there and are proud of their neighborhood and affiliation. Selos to the Lay-Lows(112 and 107 Hoover Criminals) 112 Hoover Criminals aka the Lay-Lows is a African American street-gang that claims Grove Street, and 1 out of multiple Hoover Criminal Sets within South Central. Like other Hoover Criminals they especially dislike Neighborhood Crips which they refer to as 'Napps' which is the diss for Neighborhood Crips. They went to war with South Los 13 which lasted years and ended up with South Los 13 moving out of their hood but they wouldn't have done it without the Selos aka 107 Hoover Criminals. 112 Hoover Criminals beef all Neighborhood Crips any gang that falls under the 2x crip card, Denver Lane Bloods, all East Coast Crips, Gardena Paybacc Crips, 112 Neighborhood Crips. They are allied with all Hoover Criminal sets. 107 Hoover Criminals aka 107 Groove Gang or Selos is a Hoover Criminals set located on Covenant Avenue, they have an extremely strong alliance with 112 Hoover Criminals aka the Lay-Lows. They helped the Lay-Lows push out South Los 13 which was winning the war until the Selos stepped in and helped. They also beef Neighborhood Crips aka Napps, their rivals are 104 Hustler Crips, Underground Crips, Denver Lane Bloods and Budlong Gangster Crips. They are allied with all Hoover Criminal sets along with Florencia 13 a Hispanic-American street gang.

They also wear Houston-Astros baseball caps, with a large "H" to represent Hoover. The 52 HGCs are the only Hoovers that still wear blue, in addition to orange. Operation Hoover Street 👁‍🗨 After more than ten months of undercover work, a frame-up by the Federal Bureau of Investigation brought down countless active members of the “74 Hoovers Criminals” in Los Santos. The “Hoover Street” operation made it possible to put an end to several criminal activities of this same subset, in total more than 47 members of which several important and at the head of the drug trafficking of this part of the city were arrested including Randolph Myers, indicted on several counts and accused of being the main supplier of drugs to the Bay Bays, a network that supplied a large part of the city. This operation, dubbed "Operation Hoover Street ", made it possible to withdraw from circulation hard drugs, more than 478,000 dollars in cash and thirty-nine firearms, including several of category's A and C. building this regional network of vendors and resellers, and we need to take a large-scale approach. You can't just cut out one piece, you have to cut out the whole network," Prother said., formerly head of the Federal Bureau of Investigation”. As of today, the 74 HCG subset is almost "dying" due to the operation which wreaked havoc on the entire gang structure, only a few inactive members and other quoted who were lucky not to be involved in the operation were able to get away with it due to lack of evidence or because he had not accumulated enough charges. 5. SEVEN-FO HOOVER CRIMINALS GANG 74 & Hoover Criminals History The 74 Hoover Criminals Gang(74HCG), also known as Seven-Fo, are rooted on the West Side of South Central Los Santos, San Andreas. The Bay-Bayz are one of the active sub-sets of the larger Hoover Criminals Gang. Formerly known as 74 Hoover Crips, they renounced their moniker in the 1990s, favoring Criminals over Crips. This was mainly due to the range of enemies they garnered around their territory, raging war with multiple street gangs, including the Crips. The 74 Hoover Criminals Gang are also known as the "Bay Bayz", and their territory spreads around 74th and Hoover Street, between Roy Lowenstein Blvd and Davis Ave. Despite it being a heavily African-American street gang, they have a multi-racial car, with most others being of Hispanic descent. The Original Hoover presence can be traced back to the late 1960s, a collection of guys from the neighborhood that socialized on 92nd & Hoover Avenue. During this time, the Crips were in their infancy stage. Throughout that time, the Westside Crips started to form in the St. Andrews Park area, engaging with the Hoover Groovers in functions mostly. It was rumored a member of the Westside Crips killed the younger brother of a founding member from the Hoovers. After a meeting being held by both gangs, a understanding of who did it & alliance was formed. It was shortly handled afterwards, as the leader of the opposite gang got violently beaten in a LS nightclub. As the Crip philosophy raided Los Santos, the Hoovers eventually identified with the Crip banner, renouncing their name around 1973. Several Hoover sets started to sprout from 43rd Street in South Los Santos to 112th Street. By the late 1970s, when the feud between the Eight Tray Gangster Crips and Rollins 60s Neighborhood Crips ignited, led to gangs pledging alliance to either Deuces(2x) or Trays(3x).The Hoover Crips alliance with the Gangster Crip brand, dubbing "Hoover Gangster Crips". On August 1979, a founding member of the Baby Avenues(Baby Crib/Crips) was gunned down in a drive-by shooting. Rumors of the onslaught spread throughout the streets of Los Angeles. The East Side Crips held blame on the Hoover Crips over the murder, which sparked a feud & hatred between both sides. By the 1980s, the Hoover Gangster Crips became one of the most notorious streets gangs that were involved in the drug world. The main key players being the 52 & 74 Hoover Gangster Crips, held multiple drug houses across South Central Los Santos they operated. Around this time, Federals & Local authorities believed the sets generated up to $1 million dollars a month in cash. As they began to heighten in the drug game, their brutal reputation for gun violence made them one of the first suspects to be blamed when it came to gang-related shootings. By late 1980s, the Hoover Criminals began engaging in bitter rivalries with several Crip gangs. As the 1990s approached, the Hoovers decided to renounce from Crips, favoring Criminals (Excluding 52 Hoover) due to the mass disagreement and rivalry with most Crip gangs. It's common to see "BK" (Blood Killer), "CK" (Crip Killer), and "OK" (Rollin 0's Killer), tagged on the walls within their territory. As they grew to the most hated gang in Los Santos, they also started claiming "ABK" (Anybody Killer) or "EBK" (Everybody Killer). Their hood is one of the grimiest, having enemies on the Westside and Eastside, ranging from Blood, Crip, and Mexican gangs. The 74 Hoover Criminals Gang is a African-American street gang located on the West Side of South Los Santos, San Andreas. The Bay-Bayz consist of several sub-sets between Roy Lowenstein Boulevard, to Davis Avenue. They're known to sport orange over blue, despite them incorporating blue as well. The main sport apparel they wear is Houston Astros, identifying with the color and H, standing for Hoover Street. Despite that, they've also been known to wear San Francisco apparel(Niners/Giants) and Washington Nationals, as they wear to represent their side & identification. Along with that, members can be seen wearing Boston Red Sox hats towards "Bay Bays", a known nickname for the set. The Seven Four Hoover Criminals are strict allies with all sets under the Hoover Criminal Gang card, being closely knitted with 83HCG subset, forming 34HCG. They're also allies with the Baby Insane Crips(Hoosane), along with the Shotgun Crips, as they rage war on common enemies. It's common to see Hoover affiliates hanging around Insane Crips in Vespucci Beach. Being apart of a larger street gang and gaining multiple enemies since their presence seen a lot of feuds that's still carrying on today. The 74HCG are known to feud with all Neighborhood Crips and Rollin 0's Card. Their main rivals being the Menlo Crips, Rollin 60s Neighborhood Crips, 76 East Coast Crips, 84 Main Street Mafia Crips, and the 79 Mad Swan Bloods. They're also known to beef with W/S 87/97 Gangster Crips. (Credits to @BAYBAYZ for insignia)
  6. History The Hoover Criminals are allies of all Hoover sub sets. Their main ally outside of the Hoover Criminals, were the Main Street Mafia Crips. This alliance came to an abrupt end when an alleged confrontation between the two groups lead to a shoot-out outside the residence. Although in their formative years, they were known as Hoover Crips; by the 90s they renounced their Crip title - instead replacing this with Criminals. Likely as a result of a feud, they began to claim "EBK" (Everybody Killer) which comprised of "BK" (Blood Killer) as well as "CK" (Crip Killer) and "0K" (Rollin 0's). This EBK model can be compared to the tax-free Mexican American street gangs. Most Hispanic gangs in South Los Santos ally with the Mexican Mafia. The decision to wage an all out war against surrounding Bloods and Crips, as well as Hispanic gangs essentially severed alliances with any other gang. 59 Hoover Criminals Gang The 59 Hoover Criminals Gang (59 HCG) also known as the 5-Nine Hoover Criminals Gang and formerly known as the 59 Hoover Crips Gang, are an African-American street gang located on the East side of South Los Santos, San Andreas. The 5-Nine Hoover Criminals originated in the 1970's, as a sub-set of the larger Hoover Criminals Gang. The 59 Hoover Criminals Gang, often replace the two O's in Hoover with an "X" due to a long-standing feud with all Crip sets under the Rolling card. It's common to see H59ver in wall graffiti and various other vandalized property throughout their territory - which spans through Rancho, beginning at Roy Lowenstein Boulevard, continuing through to Innocence Boulevard. They have been known to sport apparel related to the Houston Astros baseball team, with the "H" in Houston Astros used as a sort of insignia for the group. The usage of orange as their identifying color was also inspired by the famous team. Activity On Monday, January 21th 2021, the Los Santos Police Chief reported an alarming surge of violent crime on the East side of South Los Santos, synonymous with a trend of increasing crime across the city. The statistics show that their were 59 shooting victims within the first three weeks of the 2021, compared to seven in the same time last year. The chief tweeted that "Local officers made over two dozen arrests, with 90 firearms being taken off the streets. Gang intervention is doing it's best - but we urgently the support of our elected officials and community." This led to an increase in police presence in the area; with the intent of suffocating gang activity. A dedicated gang unit has been in deployment for some time, working alongside institutions like R.A.C.E (Reclaiming America's Communities Through Empowerment), gang intervention workers, city officials and local businesses to stop gang conflicts and improve relations. Unfortunately, economic stresses, distrust between law enforcement and the community with the rise of controversial police shootings, social media and drugs are all contributing factors that gang intervention workers have highlighted when speaking about the heightened tensions. This problem is indeed complex and intertwined with the city's history, seemingly unlikely to be resolved quickly. 20 ARRESTED DURING MULTI-AGENCY GANG SWEEP IN RANCHO STEMMING FROM FEDERAL INDICTMENTS Monday, June 1st, 2020 A joint operation conducted by the FBI and local law enforcement officials has led to the arrest of 20 people who say they were connected to a street gang in the Rancho area. Those arrested on Tuesday are suspected members of a gang named in federal grand jury indictments, alleging the manufacture and sale of crack cocaine in and around the Pico Park in Rancho. Four were still being sought out. Officials claim the operation took months to coordinate but it deals a serious blow to the gang plaguing that area. As per the U.S Attorney's office, the suspects are charged in nine federal indictments filed in L.A. that allege violations of federal narcotics and firearms laws. The operation, dubbed "Allegiance Matters," involved some 350 federal agents, LSPD officers and L.S. County sheriff's deputies. The arrests were processed at the Roy Lowenstein parking lot in Rancho. During the investigation, authorities allegedly seized 35 firearms -- including five "ghost guns," or firearms lacking serial numbers -- over two pounds of crack and 12 pounds of cocaine, according to prosecutors. The primary indictment centers on Jarquez "Batman" Upchurch, 43, and Yonatan "Click-Clack" Jaimes, 39, both documented Hoover-based gang members, according to prosecutors. The 15-count indictment also charges Upchurch's alleged network of narcotics suppliers, manufacturers and distributors. From April 2019 to last July, Jaimes obtained powder cocaine from suppliers and, along with Upchurch, manufactured or "cooked" crack in Rancho, then prepared and packaged the drug for other distributors and customers in the housing complex, according to the indictment. The conspirators allegedly collected monies from the crack cocaine sales after distributing the drugs to customers via hand-to-hand transactions.
