  1. The Cipher Arsonist Returns, But Who Are They? Written By Gabriel Stone, 25/06/2023 In the early hours of the 13th of June, San Fire, LSFD and LSPD attended a vehicular fire at the Strawberry overpass, an area where many of the homeless community shelter and live. With the recent influx of vehicular arsons, it appeared unremarkable until one looked closer. While San Fire refused to comment on the methods of fire setting used, the Caesar Cipher code sprayed on the wall behind the vehicle indicated that this was more than your average burnt out car. Left: The first incident at Tower Way Utility Station. Right: The second incident, The Tool Stop fire. So what is Caesar Cipher? Well it's a substitution code in which letters are replaced by another letter some fixed number of positions down in the alphabet. This code is thought to be the work of the same arsonist as the structure fire on El Rancho Boulevard in Cypress Flats on the 8th of March as well as a previous fire on the 27th of February at the Tower Way Utility Station in roughly the same area. The El Rancho Boulevard fire was set inside a business called 'The Tool Stop', a hardware store. While the Tower Way fire didn't result in any injuries, this one did. The roof collapsed whilst firefighters were seen using a ladder to access the roof, a firefighter who had been entering the building at the time was injured, and one other was injured and trapped inside the building. Both firefighters survived and were taken for treatment. Above: Caesar Cipher Code from under the Strawberry Overpass reading 'IMSTILLOUTTHERE'. San Fire have not commented on any of these arsons due to them being part of an ongoing investigation, however I was able to photograph Caesar Cipher on both of the original sites in the form of graffiti. The last contact with the arsonist had been in the comments of a Los Santos Insider article in which they named themselves 'The Cipher'. The case appeared to go cold after that, or at least no new fires with Cipher Code emerged, not until now. The message at the Strawberry fire was decoded to read 'I'M STILL OUT THERE', though the fire was in no means the scale or complexity of their usual blazes, leaving some questions. Above: Code found at the El Rancho Boulevard site, reading: 'ITSFANTASTIC' With no further information regarding investigations, it's impossible to report upon the methods used by the arsonist or their motivations. Los Santos Insider will endeavour to bring updates when new information comes to light. 2. Arsonist Strikes Cypress Flats Hardware Store, Injures Two Firefighters Written by Gabriel Stone - 9th March 2023 Above: Firefighters and San Fire on scene for the Cypress Flats blaze. At 8:18PM on the 8th of March, emergency services were called to a structure fire on El Rancho Boulevard, Cypress Flats. The Tool Stop building, a hardware store, was ablaze following an explosion from one of the tanks on the premises. The blaze was intense and present both inside and outside the structure. Top: LSFD climb onto the roof. Bottom: One firefighter seen on the ground shortly after the partial cave-in of the roof. The Los Santos Fire Department was on scene to tackle the blaze. Three firefighters were seen using a ladder to access the roof when, at some point during the fire, it partially collapsed and trapped one firefighter inside. LSFD could be seen rushing to the assistance of their fallen colleagues immediately as the collapse occured. The firefighter who'd been entering the building at the time was also injured. Both were rescued and transported to local trauma centres to treat minor wounds they'd sustained and have since been released. With the fire out, San Fire moved in to investigate with the assistance of an arson dog and were able to determine that foulplay was involved. They were unable to comment further on evidence found at the scene. This fire comes some days after another smaller fire in the same area. 3. Arsonist Arrested After Mirror Park Garage Burns Written by Gabriel Stone - 20th February 2023 At 21:46 on the 15th of February the fire department was called by an employee of the QuikFix garage on Mirror Park Boulevard reporting a fire. This was followed by a departmental request a few minutes later at 21:49. The QuikFix employee allegedly first spotted flames around the front door and saw one man around the front. The individual sprinted to the back of the building before two males fled the scene in a black SUV from where they had been parked behind the building. The immediate risks surrounding the fire involved the spread to nearby structures, especially the overhead power lines by the building. The Fire Department liaised with Public Works in order to shut down power to the area to enable Truck and Engine companies to tackle the fire aggressively and limit the spread. Above: San Fire's Alex Jorgensen's arson dog Rex indicating accelerant found inside the garage. During the post-fire investigation, San Fire's Alex Jorgensen and his arson dog, Rex, investigated the scene. Rex indicated twice, once at the front of the building and once behind after locating an excess of accelerant, in this case, likely gasoline. According to San Fire, foul play was confirmed shortly after the fire and witnesses were asked to come forward regarding the incident. Above: The arsonist in question, not including the other male present on scene on the day. However, one arsonist in connection with the incident has been arrested. Lorenzo Reyes was arrested on the 18th of February by the LSSD and found in possession of an illegal, non-serialized firearm. The motivation for the attack is, perhaps unsurprisingly to some familiar with such incidents, racketeering. The individual had been hoping to exploit QuikFix for money, though it's uncertain if the business had previously turned down advances before the intimidation tactic was used. There has been no comment as to the second male present with the arsonist that day.
  4. Church arson in Great Chaparral Thursday, April 18th 2019 LSFD Public Relations: Chloe MacKenzieEngine 2 seen on the north side of the structure during the fire attack. GREAT CHAPARRAL - At 19:24: on Tuesday, April the 2nd 2019, the Los Santos Fire Department were notified of a fire in the Great Chaparral area and sent a brush assignment to the scene due to the ruralness of the area. On arrival fire crews discovered a timber Church off Route 68 well involved in flame, and upgraded the incident to a Structure Fire. Additional resources were dispatched to the scene to engage in an aggressive fire attack including Rapid Attack Tender 1 with Engine 3 to provide additional water in a remote area. Resources on scene struggled to get water onto the fire due to a lack of water supply from Fire Hydrants and their own water tanks, and had to draft water from the nearby Zancudo River. Engine 2 was tasked with ventilating the structure while a primary search was carried out and Ambulances stood by. Rapid Attack Tender 1 also made use of the Deluge Guns mounted on the roof of the fire apparatus to douse the fierce flames in water.Rapid Attack Tender 1 seen deluging the burning roof in water. After approximately 1 hour and 20 minutes of fierce firefighting, knock down was declared at 20:49 and resources began to clear from the scene, leaving Rapid Attack Tender 1 and Engine 3 to clean up. There was no injuries during the fire and no further damage to surrounding property but the church has been left with severe damage. UPDATE - 11/APR/2019 15:53: The State Fire Marshal's have since been at the scene to investigate and have confirmed the cause as Arson after evidence proved fuel had been poured throughout the Church's Sanctuary room. The Fire Marshal's also discovered the Church's donation box had been broken into and all the valuables inside were stolen after it had been forced open by an unknown tool. The Fire Marshal's are currently following lead of an unknown female in the area during the fire between the time of 19:00 and 19:25 on Tuesday the 2nd April 2019, and are asking any witnesses or anyone with any information to come forward by contacting 889-9488 and referencing incident number #012. State Fire Marshal's at the scene carrying out an investigation of the severely damaged church. Dispatched LSFD Units: Brush 1, Engine 1, Engine 2, Engine 3, Rapid Attack Tender 1, Rescue Ambulance 1, Rescue Ambulance 2
