The 94 Hoover Criminals Gang (94 HCG) also known as the Low-Downs is but not exclusively African-American street gang located in Davis, Los Santos. The 94 Hoover Criminals Gang originated On 94th street and Innocence Boulevard. Formally known as the 94 Hoover Crips, but dropped the Crip identity in the 1990s due to their main rivalries that were Crips, which include the Rollin 60’s Neighborhood Crips, Main Street Mafia Crips, and the East Coast Crips. RIVALRIES - The Hoover Criminals have been at a long standing war with the Neighborhood Crip (Deuce 2x) card since the 1980s. By that time the Hoover Criminals were one of the most feared street gangs in South Central, Los Santos. Their reputation for being quick to let off gunshots made them high on police radar for any gang-related shooting. The Hoover Criminals have waged war on all Rollin’ O’s Crips from the Rollin’ 30’s Harlem Crips to the Rollin 100’s and most recently the Main Street Mafia Crips. MAIN STREET WAR - In the early 2000s, Hoover Criminals and 98 Main Street Mafia Crip were close and would often be seen together and partying together. But in August 2009, at a house party in Main Street Mafia Crips turf, there was an altercation between the two sets which was allegedly over a female. The beef quickly heated up and escalated beyond the point of saving. The two groups quickly started throwing out disses to the opposing set and their dead homies, which turned into a large brawl between the two groups in just minutes. After the brawl, gunfire was exchanged but nobody was reportedly hit. Hours later, the older heads between the two tried to step in and calm the situation down, but at that point it had went too far. Various Hoover Criminal sets would take part in hits on the Main Street Crips, and MSC would retaliate. The cycle has been going on for some time, and there has been too much blood shed on either side for their to be a truce in the coming years. 98 Main street Mafia Crip and 84 Main Street Mafia Crip would grow closer and form an alliance, dropping the Mafia from their name and forming under a new set called 984 Main Street Crip, and would continue to rival with anybody under the Hoover Criminal umbrella as one. IN RECENT TIMES -‏‏‎ ‏‏‏‎94 Hoover Criminal Gang, as well as the entirety of the Hoover Criminal Umbrella, are known to be a very ruthless and active street gang in the modern day. They continue to hold down their territory on 94th and Innocence Boulevard, and will press any new faces seen in the area, regardless of if they have family in the area, friends, or are younger. Having such a strong presence within the neighborhood,not unlike other gangs, the LowDowns often recruit from younger neighborhood kids, with some reported initiations taking place as early as twelve years old. These initiations usually last for 65 seconds, and they do not hold back regardless of age. The same routine is followed when a member of the gang is put off the set, at the discretion of the older members within the ranks. To local police forces, The 94 Hoover Criminals are still active and have maintained a consistent presence, maintaining their status on police radars. Local police have designated a gang officer specifically to the neighborhood to monitor local children from around the hood acting out, wearing Houston Astros gear, taking part in petty crimes and even low level drug dealing, some officers have reported seeing gang tattoos on members at a very young age. Presently, in 2022 the 94 Hoover Criminals consists of a young lower rank, and most higher rank leaders are in their early twenties. The 94 Hoover Criminal gang has a well earned reputation of being ruthless and fiercely territorial.
