  1. I am currently working with City Officers JoeWarner and Mecovy who head up the Treasury and Engineering offices, respectively. We're implementing a city contracting system that would hire X company to provide X services for X amount of time. It's a little more complicated than that, but just know there will be several ways for players to start companies and be paid for doing work that's historically been done by the government on other servers. So yes, towing, impounding, security, and so on can be done by private companies. This way players aren't solely relying on grinding script jobs - they can actually RP something and get paid.   3. Pretty simple: faction members, specific ones if possible, should be able to lock specific rooms or at least city/police/so on properties in general.
  4. I agree partially, Torque. Yes, if people try and abuse this by having an entire faction of 13 year olds committing crimes, but one could argue that the absence of clear proof that at the time of committing the act they knew its wrongfulness would apply more often than not to a teenager. We can talk about changing it, but I think the focus is on that second part. It's a prosecution by the court for crimes committed. Right now, most of the prosecutions will be done by the City Attorney and company for law enforcement related cases. The work put into casefiles and sentencing time empowering the courts are a deterrent to crime and a reason to be cautious and discreet when committing said crime. I'm open to more discussion about all of this. Thanks for the reply.
  5. Initial Thoughts? FAQ: 1) I see there's a few state agencies listed here? Will they be around during launch and can I get in them? ALL state agencies mentioned in the penal code will be NPCed during the first few weeks, if not longer (months). This does not include the courts - more to come on that for a later date. We are considering dissolving the 'city court' system and just having it all at the state level, which will provide streamlined service to the community. 2) bruh i aint doin a week for "X" wtf? Sorry. (times are up for debate, please post below) 3) I gotta be imprisoned for life if I go over 25 hours in certain cases? Yeah, the goal is to prevent insane crime sprees and for it to have a meaningful event for your character. Serious crimes should be taken, well, seriously. For your character, there should be significant reasons to commit crimes that would add up to that magnitude, and would warrant the risk of life in prison. Btw, you can still get parole. Anyway, this isn't a finished document, but please feel free to ask questions and post below.

    It's a lot of fun, totally different playstyles for each of the big 3 AI empires. If you guys are interested, I'm a part of a large Stellaris community that does 30-70 player games every week. If you're interested just hit me up and we can play sometime.

I think a lot of things on the investigative side will need script support, and exactly what can be done about that remains to be seen, but it would be great to have actual evidence collected and presented in court. Right now only the City Officers under the Mayor are chosen by him or her. This means that the City Attorney, for example, is selected by the Mayor and approved by the City Council, but once selected, the City Attorney can hire additional assistants under their own office which do not need approval. We're working on a state bar exam atm.

In terms of economics on the government side of the house, any fines, tickets, fees, and taxes within the City of LS will go to the LS government, and be accounted and readily accessible through the City Treasurer (LSGOV faction bank). Then let's say the LSGOV passes it's 3 month budget. This money will be then divvied out to the LSPD, LSFD, and internally within the LSGOV for contracted work (new city buildings will be done IC), paying employees, and so on. The idea is that the money spent should not exceed the money received, helping to balance the economy.
  14. Double reply to your other post. Thanks for both. I'm not sure what the LSPD is doing detective-wise, but I know there are individuals interested in helping. I'd think that all the paperwork/documents for running a detective program should be ready by the time the LSPD/LSFD are ready to expand to two stations. By that time we may be at the point where we can put all case files on a judge's desk and expect it to be handled in a reasonable + timely manner. Right now the only thing that loosely resembles the DOJ is the City Attorney's Office. The idea is that this team could present on behalf of the city (and the LSPD) to the courts. Right now it could be something as simple as Investigation > Casefile (w/ Involvement towards the end by the City Attorney or Asst.) > Presentation. I totally agree with Police-Everyone relations. Our goal here is to create a government that warrants (mutual) trust and respect in the ability to do it's job, unlike what we've seen on other servers.
  15. Like we spoke about, it's all about the judge and lawyer manning. Unless we pump our numbers up, probably not feasible. My idea is to have crimes witnessed by a LEO get handled right away, while casefiles (whether it be a single 'who did this murder?' case to RICO) are presented to the court and a judge decides guilt or innocence. I don't have much in depth at this time, but I probably will once the other two branches are settled in. Everyone I've talked to wants court cases to be IG. I'm totally for it. I think if all involved can be IG at a certain time, they should be able to do the trial there. If not, it would probably have to go through the forum for time's sake. If IG trials become more commonplace than forums, I have no doubt we could even get a dedicated courthouse where these can take place too.

I loosely spoke this morning about having a system where casefiles are presented to the courts, and decided on over a short period of time (ideally less than a week with no more than two sessions for more complex subjects). This would be a different procedure than an officer witnessing a murder, for example, as it's information to determine who committed the crime (and so on), by the LSPD. They (LSPD), would then work with the City Attorney (or assistants) to present this case in court. We may have to have a small portion of this take place over the forums and decided there, with the rest taking place IG. I understand that it's very tough to have all the required players IG at the same time, which is why the forums will (for the foreseeable future) be a necessary evil. Also, I have not thought out a defense system at this time, though I absolutely would like to see private attorneys/a public defense system. Again, it's all a concept and is by no means the intent or direction of the server to do this at this time, just my spitballing.
  17. What are your initial thoughts? We still have more to post about the courts. Specifically, we don't know if we have the ability to maintain such a complex system (judges on every case in a timely manner, police and fire lawsuits, and so on). Additionally, we need officials for the following positions: Executive Branch: City Attorney [X], Public Defender [X], Asst. City Attorneys [Hiring], Asst. Public Defenders [Hiring] City Clerk [X] City Treasurer [X] City Engineer [Hiring] Legislative Branch: City Council Members [Hiring - 3] Judicial Branch: Judges [Hiring - 3] If you are interested in any of these positions, please send me your character's background and experience in these areas, as well as intentions for this role. I'll gladly speak to you about any of these roles as well. If you have any suggestions, please post below.
