Currently, the only way a character is forcably character killed after the fact without any prior consent base, or approved CK application is a lack of fear CK. Lack of fear rules are defined in the server rules under powergaming, and thus constitute a rule break by the player in question to be considered. Yet, the guidelines around lack of fear rp CKs are as murky as it gets if it isn't handled on the spot, ingame - one can privately submit a CK application, and it is issued after the fact, r.e. the victim wakes up days, or even weeks after and finds out they cannot log into their character anymore as it has been character killed from an unknown prior incident, by an unknown admin, for unknown reasons. They are provided no notice, no information at all, have no means to defend themselves and are expected to go through CK appeals that can easily take up weeks, if not months all whilst being a) unable to roleplay on the character in question and b) still remain unaware of any backgrounds or reasonings of their character being "deleted". Additionally, the "other side" only provides a subjective point of view of past events which opens doors and windows for a lot of abuse and bad faith acting (r,e. fabricated evidence, circumventing CK regulations, etc).
Considering lack of fear RP in itself is a rule break first and foremost, and if it is not handled in game at that very situation by an admin it should be handled just like any other rule break - through a forum report. That way any evidence can be provided, as well as a well-rounded overview to the handling admin of what transpired at the very situation one side is looking to call a lack of fear rp CK. If the victim then still wishes to appeal their character kill, they know the situation at hand, as well as the handling admin.
This also brings one important thing out there - more transparency to otherwise intransparent structures and decisions.
