The Hinomaru, the Japanese Flag, flying high in the morning following the passing. — Alan Kim, July 3rd 2022 On July the 2nd, the committee of public safety of the San Andreas Senate held a hearing regarding the Designation of Little Tokyo Act of 2022; the act that would make the name “Little Tokyo” official. South Rockford Drive, from Invention Court to Dutch London Street, is home to the highest proportion of Japanese migrants and Japanese-Americans within the city of Los Santos. Los Santos County, according to the findings listed in the act, is home to more than 60,000 Japanese residents. The bill, introduced by Senator Adrian Rossi (R), aims to help a community that he described as having “historically suffered” during the hearing. On the west coast, around 110,000 to 120,000 Japanese Americans, which 70 percent of which were born within the U.S., were sent to camps by Executive Order 9066 in 1941. Those who were sent to camps faced economic struggle on release. Japanese-Americans were sent across the country to different camps, where different camps neighbored both wealthy and deprived areas of the country. Many of those who were relocated to these deprived areas found themselves receiving less education opportunities, had worse housing, and earned less money, reported the Harvard Gazette. Those who found themselves relocated camps located within San Andreas often relocated to Los Santos on their release to South Rockford Drive. While efforts have been made to rectify and to support the Japanese-American population nationwide following the internment camps, Japanese-Americans and other Asian-Americans face harassment day-to-day. NBC reported how, in 2021, hate crimes against Asians and Asian-Americans increased 339 percent with cities such as Los Santos, San Fierro and New York hitting record highs. Daichi Saejima, the founder and head of the Japanese American Association (JAA), a non-profit that serves to assist Japanese-Americans within Los Santos, described how he and his community faced issues with police harassment in the past in an interview with the Daily News. He expressed his gratitude to this bill passing the committee and hopes it’s a sign of thing to come. “It means our pleas have finally been heard by the higher powers.” Saejima shared in a response to asking about his opinions on the bill. “We've wanted change, and finally, after our trials and tribulations, we're making steady progress. Us as the Japanese-Americans, we're being treated as equals. Given the rights and acknowledgement we deserve.” During the hearing, Seb Tsujihara and Ian Ichiro Inoue, the niece and nephew of Saejima and fellow members of the JAA, were present as witnesses during the hearing. Tsujihara testified to the struggles Japanese-Americans face in the present day, noting a “systemic oppression” that their community faces and how Little Tokyo and the JAA serves as a hub for support. “Before the internment in the forties, our Japantown was the most prosperous of its kind anywhere in the country.” Inoue said in regards to Little Tokyo and it’s past. “Despite our struggles that we've faced in the years following executive orders and other such issues, Little Tokyo provides not only a vast spread of amenities in the way of corner stores, apartment housing, and any such need that a new family could possibly hope for.” “Formal recognition of our historic district would pave the way to ending the decades long damage done.”, Tsujihara said in the hearing. Senator Kaoru King-Yagami (D), who originally came from Japan, expressed their support for the bill by stating “I hope my heritage, and that of all Japanese-Americans may be able to be proudly displayed into the future with this act.” The bill passed the committee hearing unanimously with Senators Lu (D), Jones (D), Meier (D) and Benson (R) not being present. Wade's repeal, along with the responses to Senator Adrian Rossi's Preservation of Life Act, Minority Leader Senator Diana Jones and the SADEMs reveal their alternative; a constitutional amendment. Senator Adrian Rossi (R) and Senator Diana Jones (D), the authors of the two combating bills — image edited by Harold Kim, LSDN, June 30th 2022 Roe v. Wade, the 1973 case held in the Supreme Court that guaranteed access to abortions nation wide, was repealed on Friday, June the 24th, following the ruling of Dobbs v. Jackson in a ruling of 6-to-3. Justices Kavanaugh, Barret, Gorsuch, Alito, Thomas and Roberts voted to repeal the ruling whereas Justices Sotomayor, Kagan and Breyer voted against. Now, senators and citizens of San Andreas must decide on how our state should treat abortions. The Republican Party of San Andreas’ Senator Adrian Rossi submitted their bill to the senate, the Preservation of Life Act 2022, on the 23rd of May. A month prior to the repeal of Roe v. Wade. If the bill were to pass and were to come into effect, citizens would be able to sue women who undergo the procedure as well as the medical practitioners who perform abortions for a minimum of $10,000 as well as any legal costs incurred. A person would be liable to pay $10,000 for each abortion performed or induced Abortions, under this law, would only be available without the threat of civil action if a fetal heartbeat isn’t detected or if the physician believes that an abortion is necessary due to a medical emergency. The act also provided exemptions when the patient was impregnated through rape, sexual assault, incest, or through another traumatic sexual crime. A fetal heartbeat is most commonly found via ultrasound within six weeks into pregnancy, however it can be found as early as five weeks, Medical News Today reported. In a study conducted by Amy M. Braum and Katherine A. Ahrens for Matern Child Health, published in 2018, they found that women remain unaware of their pregnancies until between 5 and 6 weeks gestation. A total of six states have introduced and passed laws that limit abortions to six weeks since last menstrual period. However, only three of them are currently enforced. The rest are facing either temporary or permanent freezes from court orders. The three states that have passed such bills are Texas, Ohio and South Carolina. South Carolina’s abortion restriction notably includes exceptions for abortions caused by rape, incest, and lethal fetal anomalies regardless of a fetal heartbeat. During the initial hearing for the Health, Education, Labor, and Pensions committee (HELP) within the San Andreas Senate, held on June the 5th, SADEM’s Minority Leader Diana Jones expressed her concerns surrounding using a “fetal heartbeat” as a cutoff point. The Preservation of Life Act of 2022 is similar to a law passed by the Texas Legislature in 2021; the Texas Heartbeat Act. The Texas Heartbeat Act likewise enables citizens to sue medical practitioners for carrying out abortions once a fetal heartbeat is found. The Texas Heartbeat Act was the first act of its kind where citizens were able to sue others for abortions, essentially deputizing them, which led to more Senators from states like Oklohoma, Idaho, and now San Andreas to model their own acts after it. Much like with the Texas Heartbeat Bill, citizens of other states may levy suits against those in this bill. The first case brought to the courts in Texas suing a medical practitioner for carrying out an abortion was by an Arkansas man. Criticism has been levied against the Republican Party and Senator Rossi for the Preservation of Life Act. One person who made their grievances known was the Los Santos County District Attorney Terentiy Schwetz. DA Schwetz released a press statement condemning the act and dubbed the discussions surrounding the act in the senate chamber as “ludicrous.” “My office steadfastly stands against any legislation that purports to 'preserve life' by taking away freedoms which exist under Roe v. Wade - and frankly, even if Roe v. Wade were overturned, my office would STILL support the right of women to have access to abortions.”, wrote Schwetz on June the 10th. “I took office with an oath to preserve the constitutional rights of San Andreas citizens, and I hold that if this bill passes it will be a terrible day for our beautiful state and a grave violation of our State's constitution.” While the bill makes no note of any criminal action being taken against the women nor practitioners who either perform or induce abortion, Schwetz acknowledged that, if that were to change, his office wouldn’t prosecute. He wrote that “We certainly would never prevent women from exercising their rights as it concerns decisions regarding their own bodies” The Chairman of the Republican Party, Jonathan Spencer, later condemned the District Attorney through a party press release. The party contested Schwetz’s claim that victims of violent sexual crimes were vulnerable under the Preservation of Life Act, citing section V (e) of the act. Section V (e) aims to nullify the law in cases where violent sexual crimes were committed. "I find it very amusing that the District Attorney's office is clearly commenting on a bill that they haven't bothered reading, which begs the question, did the District Attorney read the bill?”, wrote Chairman Spencer. DA Schwets listed victims of violent crimes as one of two noted reasons why abortions shouldn’t be restricted. He wrote in his press release that “we have women who cannot afford the burden of being a mother, we have victims of violent sex crimes, we have people who could not support children who seek this process in order to ensure that if they make the decision to have a baby, they can eventually properly support them.” Criticism also came from Senator Rudy Benson (R). Senator Benson initially supported the bill as a co-sponsor, however, as criticism grew against the bill, his office released a statement deeming the bill unconstitutional and expressed his intent to vote against the bill. “While I am a proud Republican, I have always made clear that I am a moderate and will not give into political extremes.”, Senator Benson wrote. “I have a duty to my constituents and cannot in good consciousness endorse such a draconian and unconstitutional proposal. Let me be clear. I, Senator Benson, will not be the vote that gets this terrible proposal passed.” Chairman Spencer and the SAGOP later released a press statement condemning Benson following his statement, where Spencer claimed that Benson expressed support to them in private. Spencer dismissed the claims that the law itself is unconstitutional due to the difficulties of it being challenged in a court of law. Spencer wrote that "Senator Benson, of all people, should know the most, having called the bill unconstitutional when I know very well that the law will be extremely difficult to challenge in court due to its unique enforcement mechanism, which prohibits state officials from enforcing the law and instead authorizes private individuals to sue anyone who performs or assists in an abortion.” The Texas Heartbeat Act has faced numerous challenges in court from pro-choice groups, however the courts in Texas has allowed the act to stand. One of the difficulties that this challenged against this act faces, as well as the difficulties that challenges against the Preservation of Life Act would face if passed, is that, due to state officials not enforcing the bill and enforcement is placed upon private citizens, court justices and attorneys cannot be sued on the grounds that the act isn’t constitutional. The SAGOP's bill is currently awaiting a hearing from the senate’s HELP committee. The hearing remains unscheduled, and the senate is seeking healthcare professionals to weigh in with expert advice during the hearing. During the first hearing on the Preservation of Life Act, which was held on June the 9th, Senator Jackie Lu expressed her support for the bill where she said “as long a fetus has a heartbeat, it's alive.” In a previous statement written for the Daily News however, given on May the 15th, Lu cited socioeconomic reasons as to why a woman may wish to seek abortion and expressed her desire to keep abortions accessible for these reasons. She wrote that “We will not be denied the authority to make choices about our own bodies. I will not stop working until everyone, and I mean everyone, regardless of poverty, zip code, or race, has access to safe, legal, and accessible abortions. If [women] are not prepared. How can you maintain a child if you are still in education with over more than $50,000's in student debt? The correct response is no; you cannot.” The San Andreas Democratic Party as a whole expressed their stance against the bill on June the 24th, where they shared and supported Democrat Senator Kaoru King-Yagami’s (D) post on Facebrowser. The SADEM’s social media page wrote “Every woman has the right to choose” as well as a brief sentence reaffirming the party's pro-choice stance alongside King-Yagami’s post. Senator King-Yagami wrote from his Facebrowser account that he will “fight to the bitter end” to ensure a woman has access to abortions. He wrote “I would like to make it abundantly clear; I believe in a woman's right to choose. I will fight to the bitter end for a woman's right to make the choices about anything to do with her bodily autonomy.” SADEM’s Minority Leader in the Senate, Diana Jones, called upon other republican senators to vote against the Preservation of Life Act in a press release on the repeal of the Roe v. Wade ruling. “The San Andreas State Senate currently faces a Republican majority, and while Republican Chairman Jonathan Spencer and President Pro Tempore Adrian Rossi have made their stances clear, I have faith the other Republican senators of the senate to block their attempts at taking women's rights away. “ In the same press release, Minority Leader Jones announced her and the party’s intent to submit a bill to amend the San Andreas Constitution to include provisions to secure abortions; intending to give the same securities provided from the ruling from Roe v. Wade. “I will move to enshrine women's rights to have an abortion in our own state's constitution. Abortion has been a constitutional right for half a decade, and I will fight to keep it that way. My office stands with women. We believe abortion care is health care and we will not stop working to defend these most basic, and truly personal freedoms.” For a law to pass in the San Andreas senate, it would need a majority of senators to rule in favor. There are currently six republican and four democrat senators. If senators vote according to party lines, where Republicans vote in favor and Democrats vote against, the Republican's Preservation of Life act will most likely pass through the senate and the Democrat's bill to amend the San Andreas Constitution would be expected to fail. However, with Senator Benson (R) expressing their intent to vote against, and Senator Lu (D) stating their support for the republican's bill on the 5th, the bills' future remain uncertain. Officer Stephenie Hayes of the Los Santos Police Department. — Yunisa Delgado-Flores, June 25th 2022 On June the 25th, at approximately 9:00PM, an altercation between two men led to a shooting outside the Empire State 1957 50s-themed bar in Pillbox. The shooting left a total of 3 dead. The Los Santos Police Department were present on scene, but were unable to give a comment. Senator Andrew Brandenburg, the owner of Empire State 1957 along with many other businesses in Los Santos County, reported that there was a "misunderstanding" between the individuals. "We only heard some gunshots then we went outside to check. And there was it. Two nice bodies lying in front of my bar." Quinn Rivera, a local of Pillbox, witnessed the shooting first-hand. "It was blacks versus whites, real skinheads. They exchanged some insults, one thing lead to another and, yeah. It's crazy." The victims include three men in their mid twenties, one African-American and two Caucasian. The identities of the victims has not been disclosed by the LSPD nor the DMEC. Onlookers watching. — Yunisa Delgado-Flores, June 24th 2022 On June the 24th, at approximately 10PM, the Los Santos County Sheriff's Department acted on a search warrant on a property within the Sunshine apartment complex. Lieutenant Ray Valdez of the Davis Station Detective Bureau reported that the search was in relation to a homicide in Vespucci earlier in the week. The homicide in question was a shooting on June the 19th in Bay City Avenue, Vespucci. The victim has yet to be identified by the coroner's office, nor has the shooter been apprehended. "We're executing a search warrant that we hope is gonna give us more evidence to close that case out.", Valdez said on-scene to the Daily News. Onlookers reported seeing the deputies prepare outside of the complex for 40 minutes. After which, deputies proceeded to enter and exit the complex numerous times throughout the evening and further into the night. Stooges, the bar that Harlee owned, is a punk-themed bar located within Little Seoul. Locals have complained to the Daily prior about the attraction of drunken violence and skinheads the business brought to the district. Throughout the month of May, it faced multiple accounts of vandalism and graffiti. On May the 20th, the business faced a fire that led to the temporary closure of the business. The source of the fire has not been disclosed. The Los Santos Fire Department wrote in a press release that the fire was classed as commercial due to the size and nature of the fire. The press release noted that "flames protruded from the interior" and, due to the fire starting as the business was closed, there were no casualties. The State Fire Marshal proceeded to investigate the cause of the fire however has not publicly disclosed the source of the fire as of yet. The Daily News reached out to the Fire Marshals on June the 21st and has yet to receive a response. The business recovered from the fire and proceeded to open throughout the first half of June. Since the arrest, charge, and sentence of Soho however, the business has remained closed. There has been criticism against judge Keating and the District Attorney's office following this trial by a few members of the public. The criticism comes from the sentence of eight years following first degree murder. Online, a series of comments by local resident "Theo Pow" expressed their frustration at the sentence. One of which read that "Harlee Soho will be out of jail before she even reaches the end of young adulthood. How is this justice?" "Sentence rendered this morning. They seem to agree with the DA's Office that a sentence of eight years is somehow justice enough against someone that has taken a young woman, permanently, from their family - with a premeditated plot. The Los Santos County District Attorney Office's Diana Morales, the prosecutor who filed the charges against Soho, refused to provide a comment when the Daily reached out for details surrounding this case. Captain Matt Graham from the SAPR shares what you should do if you find yourself in this situation. Just rented this from Pala Springs Cafe!” wrote Carl Medina, local DJ and owner of the Split Sides Comedy Club in West Vinewood, on their Facebrowser page on June the 15th, before he went on a trip through San Andreas' state parks with a rented buggy. “Although If I never post again, I probably flew off a cliff...” Followers of Medina’s Facebrowser were shocked by their next post; a collection of pictures showing their rescue from the top of one of the various peaks in Mount Chiliad’s wilderness with the simple message “Alexa, Show me irony.” Many followers commented their concern and shared the hilarity of the situation. Carmen, the owner of the DESBURRITO taco truck, mentioned she was laughing due to Medina’s comments before checking his wellbeing. Another user shared the comedic irony when they mentioned they thought the buggy looked like fun on Medina’s prior post. “I rented a buggy from Pala Spring Cafe, which is at the bottom of Mount Chilad, I had a bit of spare time, and it was something I had wanted to try for some time.” shared Medina in an interview with Daily News’ Yunisa Delgado-Flores. “I found a map and followed the path up the mountain, the speed of the buggy took me by surprise, it took the incline with no issue at all. “I got near the peak, at which point a rabbit startled me, it appeared from nowhere. Next thing I know, I am heading the wrong way over the edge, only to get momentarily stopped by a well-placed rock. I managed to climb out, and in true dramatic style, the buggy slipped off the rock and careered down the mountain. “Leaving me literally stranded between a rock and, well, a hard place.” On the San Andreas Park Rangers’ website, the following advice is given when operating off-road vehicles on state park trails. “Drive with courtesy in mind. Be prepared to yield at any moment if you have any doubts about the trail ahead. Approach bends, curves and hill crests with caution and always assume there are other vehicles ahead.” Carl Medina was later rescued from the top of the mountain due to efforts by the Fire Department and the San Andreas Park Rangers, rescued via an airlift by a Fire Department helicopter. He was uninjured from the accident. The buggy was rented from a business local to the Paleto region, Pala Springs. When asked about the safety measures and training given by the company prior to Medina hiring the buggy, Medina shared that the saleswoman “gave them a helmet” and had them sign a waiver. “They did ring me, when my Hire was near an end, I was clearly not going to be returning the buggy. When I got dropped off by the Fire Department she drove me back up, which I wasn't that keen on, but I could show her where the buggy was. “Although, I thought that the massive plume of smoke, might have been a giveaway.” The Daily News reached out to Pala Springs Café’s owner “Jenny” for a comment on June the 16th. Medina, when they were stuck atop of the mountain, found a signal on their phone. They proceeded to call 911, where they soon were rescued by efforts by the Fire Department and the Park Rangers. However, thousands upon thousands of people need rescue from the United States’ national parks every year. And many times, their phones may not be available. Their phones may not be able to find a signal, their phones could be damaged, their phones could be out of battery; there are numerous reasons why a hiker may not be able to rely on their phone. The United States National Park Services reported that, in the year of 2017, a grand total of 4,194 Search and Rescue incidents took place. Approximately 2000 of these operations resulted in those lost being found uninjured and not suffering from any illness. Approximately 1,500 of these operations found those that have been reported missing with them being ill or injured of varying degrees of severity, ranging from minor injuries to being in critical condition. 423 of these operations were unable to find the missing persons, and 187 found the missing persons deceased. The National Parks Services categorize deaths within their parks in one of three categories: Unintentional, intentional, and medical. Unintentional being the largest category at 55%. These deaths are from falls, slips, incidents of drowning, attacks by wild animals, dehydration, or any other incident that wasn’t caused intentionally that caused someone’s death. Medical reasons, as in heart attacks or other medical conditions that lead to someone’s death whilst hiking in a national park, is its own category. Medical reasons make up 22% of fatalities within national parks. Captain Matt Graham of the Park Rangers devised the following system to advise hikers what they should do if they were lost in San Andreas’ state parks: STOP. Stop, Think, Observe, Plan. He also noted the three things you should try to do. The first is to try to signal those around and try to attract as much attention as possible in hopes other hikers or Park Rangers will hear. “If you cannot move? Try and stay put and do not stray from your location too far, keep your communication devices on and otherwise. Secondly, shout. Scream, use a whistle, anything to make noise. “You need assistance and appropriately show that you do.” If signalling fails and there’s no one around to assist you, then Graham stresses the importance of how proper preparation will lead to your survival. “Now... in such instances, signalling is the most important thing you can do, but if you're in for the long run and there ain't nobody around you? That's where the gear you're supposed to prepare comes in. "Drink sufficient amounts of water first of all. Now this is very important. Never, and I mean never ration your water.” Dehydration is a common occurrence for unprepared hikers with deaths from it happening every year, according to survival expert Cat Bigney who previously consulted Bear Grylls and National Geographic in an interview with Insider. Some common ways you can spot dehydration is the colour of your urine. From the UK’s National Health Services’ website, they define symptoms of dehydration as: feeling thirsty; dark yellow and strong smelling pee; dizziness or lightheadedness; tiredness; a dry mouth, lips and eyes; and peeing little. The NHS also notes those who have diabetes, those who have been vomiting or suffer from diarrhea, and those who suffer from heatstroke are more prone to dehydration. “There are tons of instances of hikers being found deceased with plenty of water on them because they decided to ration it. Drink as much as you got to.” “Secondly, if night is coming, put on more layers, stay warm. Build a fire if you have a ferrocerium rod, matches or anything that can create a spark. Or if you know methods such as bow-drill and otherwise, try using those as well. Make sure you got yourself a proper shelter prepped, seek somewhere dry where you won't get hypothermia.” “Now lastly, if you're injured, try and administer aid to yourself the best you can. Eat enough food, do not eat any wild plants that you are not familiar with.” “You can survive three minutes without air, three hours without shelter, three days without water and three weeks without food. Take all of those into account respectively, and be ready.” What should we bring? Graham stressed the importance of proper preparation to ensure your safety and survival when visiting San Andreas’ state parks. Preparation not only includes what to bring, but also what to know and what to do prior to your trip. “First up, know where you are going and what will you do, and prepare accordingly. I cannot stress it enough, but most of the time we see folk running around in attire absolutely unfit for the wilderness.” The American Hiking Society notes the ten essential things to bring: Appropriate footwear that has good traction, support, and protection; a map and a physical compass or GPS device; water, along with methods to purify water in case you run out; calorie-dense food such as energy bars and nuts; gear for rain such as raincoats, hats, and gloves, to prepare for sudden changes in weather; safety items such as methods to start a fire and a flashlight to navigate the dark; a first-aid-kit to treat any injury or illness you come to while hiking, along with the appropriate knowledge to use it; a knife or multi-tool; sun protection, regardless of the season; and emergency shelter such as a tent or, as recommended by the American Hiking Society, a space-blanket. The American Hiking Society also recommends that hikers bring a trash bag and disposable gloves to dispose of any trash they create, writing “Pack this 11th essential to making sure that the trails you love stay beautiful for generations to come.” “And the wilderness can be very unkind to those who are unprepared. But if you have proper attire, such as boots, clothes, sufficient amounts of water and food, ways of navigation and prior preparation you should do just grand. “On top of that, there's always many threats lurking about” added Graham. "Going on about without any proper training or scouting ahead so to speak will most likely lead to you getting lost hurt or otherwise. Not to mention our very varied ecosystem with many predatory animals that reside in our parks who can make your trip just that much more unpleasant.” According to Outforia, an outdoor and nature resource website that collected data gathered from 1999 to 2019 from the CDC to see which states held the most amount of animal attacks, San Andreas ranked 2nd. Over the 20-year period, a total of 299 deaths were reported to be caused by animal attacks; this equals to over 14 deaths every year. Southern San Andreas is home to a number of dangerous animals for hikers. Black bears, cougars, coyotes are a common sight in San Andreas’ wildernesses, and venomous creatures such as bark scorpions and rattlesnakes can be found in San Andreas’ deserts. If a black bear approaches you, the Department of Natural Resources advise that you use bear spray. If you do not have bear spray with you, then they advise you to try to dissuade the bear from getting closer by backing away, talking in a firm voice, and — if the bear continues to follow — yell, raise your arms, and throw items towards it. If a bear attacks, fight back. “If a bear attacks or tries to make contact, fight for your life. Do not play dead. Kick, punch or hit the bear with whatever weapon is available. Just rented this from Pala Springs Cafe!” wrote Carl Medina, local DJ and owner of the Split Sides Comedy Club in West Vinewood, on their Facebrowser page on June the 15th, before he went on a trip through San Andreas' state parks with a rented buggy. “Although If I never post again, I probably flew off a cliff...” Followers of Medina’s Facebrowser were shocked by their next post; a collection of pictures showing their rescue from the top of one of the various peaks in Mount Chiliad’s wilderness with the simple message “Alexa, Show me irony.” Many followers commented their concern and shared the hilarity of the situation. Carmen, the owner of the DESBURRITO taco truck, mentioned she was laughing due to Medina’s comments before checking his wellbeing. Another user shared the comedic irony when they mentioned they thought the buggy looked like fun on Medina’s prior post. “I rented a buggy from Pala Spring Cafe, which is at the bottom of Mount Chilad, I had a bit of spare time, and it was something I had wanted to try for some time.” shared Medina in an interview with Daily News’ Yunisa Delgado-Flores. “I found a map and followed the path up the mountain, the speed of the buggy took me by surprise, it took the incline with no issue at all. “I got near the peak, at which point a rabbit startled me, it appeared from nowhere. Next thing I know, I am heading the wrong way over the edge, only to get momentarily stopped by a well-placed rock. I managed to climb out, and in true dramatic style, the buggy slipped off the rock and careered down the mountain. “Leaving me literally stranded between a rock and, well, a hard place.” On the San Andreas Park Rangers’ website, the following advice is given when operating off-road vehicles on state park trails. “Drive with courtesy in mind. Be prepared to yield at any moment if you have any doubts about the trail ahead. Approach bends, curves and hill crests with caution and always assume there are other vehicles ahead.” Carl Medina was later rescued from the top of the mountain due to efforts by the Fire Department and the San Andreas Park Rangers, rescued via an airlift by a Fire Department helicopter. He was uninjured from the accident. The buggy was rented from a business local to the Paleto region, Pala Springs. When asked about the safety measures and training given by the company prior to Medina hiring the buggy, Medina shared that the saleswoman “gave them a helmet” and had them sign a waiver. “They did ring me, when my Hire was near an end, I was clearly not going to be returning the buggy. When I got dropped off by the Fire Department she drove me back up, which I wasn't that keen on, but I could show her where the buggy was. “Although, I thought that the massive plume of smoke, might have been a giveaway.” The Daily News reached out to Pala Springs Café’s owner “Jenny” for a comment on June the 16th. NEWS • Crime Written by Yunisa DELGADO-FLORES • June 15th, 2022 — 3:58AM Los Santos man wanted for four serial-killings in LS County. $50k bounty, DA offers During an LSPD press conference late in June the 14th, detectives from the LSPD and Deputy DA's from Los Santos County's District Attorney's Office announced an arrest warrant against Elijah Mandela, a 25 year old San Andreas resident, for the murder of four women. Elijah Mandela, wanted for 4 counts of murder and 2 counts of attempted murder - Courtesy of the Los Santos Police Department. Elijah Mandela, a 25-year-old male living within San Andreas, has been suspected of murdering a total of four women over the past year. There’s an active warrant out for his arrest, and the District Attorney’s Office is offering a $50,000 bounty for information leading to his arrest. “To convict an individual in the United States a prosecutor must prove beyond a reasonable doubt that an individual is guilty, which is not an easy task, especially for cases such as murders.” said Deputy District Attorney Jennifer Li at a press conference held in Vespucci’s Police Station on June the 14th; started at 10:00pm. “Our system was made that way so no innocent ends up in prison for a crime he did not commit. “Recently, an arrest warrant was approved for the suspect that maybe behind all the alleged murders. The District Attorney's Office will remain transparent with the people, and will be revealing the suspect's name. Elijah Mandela is Hispanic twenty-five-year-old man living within the state of San Andreas, and we have enough evidence that we believe we can prove, beyond any reasonable doubt, that he is in fact [the owner of the blog].” Jennifer Li mentioned the name of the blog, dubbing it as a moniker for Elijah. The Daily News has removed the name of the blog from the article due to the graphic nature of the blog’s content as well as the desire to not nickname the killer. Soon after saying their name, Jennifer Li lifted up a photograph of Elijah Mandela to those in the room; his face revealed to the press and the public. Mandela, according to detectives from the Los Santos Police Department and prosecutors within the District Attorney’s Office of Los Santos County, is responsible for the death of four women across Los Santos County. Elijah, through his online blog where he shares photographic evidence of his crimes, claims to be a photographer and an artist. “I filmed my first video with the help of a young girl named Claire. It was gorgeous, but far from a master piece in my opinion. The photos came out good, and she will be remembered for it.”, wrote the owner of the blog in the blog's journal page. Claire was one of the two woman who were the subject of videos on the blog Mandela allegedly created. The videos showcased a brutal beating of the women is question after a stocky male figure, which law enforcement claim to be Elijah, forces them to pose in various positions against their will. Detective Haas of the Los Santos Police Department detailed how they found the body of the four victims. “On the 20th of April, Los Santos Police Department detectives investigated a series of coordinates that were received via an external website … These coordinates led detectives to a partially exhumed female victim in the Tongva Valley area.” The coordinates were accompanied with two photographs; a bridge within the Tonga Valley area along with a close-up of a nearby sign that read “Head Downstream”. “Following a systematic and thorough excavation of the area, investigators were able to identify a singular female victim at this site. Investigators were able to identify the victim as Mercia Sauer, who had been registered as a missing persons by the Los Santos County Sheriff's Department in September of 2021. “On the 2nd of May, following a series of additional images posted on the website, City Police investigators located a second homicide victim in the Capital Boulevard area. The South-Central homicide desk investigated this incident, and identified a singular female victim, identified as Samantha Johnson, a young resident of Mirror Park. “On the 22nd of May, investigators received an anonymous tip pertaining to a third victim, linked to an additional series of images that appeared on the allison7521 website. Investigators identified a singular female victim in the North Chumash area, who was later identified as Ella Winchester. “On the 10th of June, detectives discovered a fourth victim following a series of images posted on the allison7521 website. The Department has not yet been able to identify this victim, who is a young female of Asian-American ethnicity. However, thanks to the strenuous efforts of forensic experts and analysts, significant forensic evidence has been retrieved from the scene. “We are currently awaiting DNA testing to confirm the victim’s identity and inform the family” One of the ways law enforcement gathered evidence against Elijah to file the warrant was through analyzing the candid-photos taken and uploaded onto their blog. The photos were always from a high birds-eye view, taken atop of various buildings across the Vinewood-Hawick area. “Investigators were able to locate a series of areas described as 'lookout spots' that had been utilized as vantage points to create the countless images posted across the website, and the FaceBrowser account previously. “Through the strenuous efforts of forensic technicians and tire track analysts, investigators were able to secure substantial forensic evidence to progress the investigation and identify key information, such as the suspect vehicle.” The vehicle in question is a rusted dark-blue Yagou Classic. The vehicle was seen near the site of Elijah’s first arrest by the Los Santos County Sheriff’s Department. Elijah Mandela, detained by the Los Santos County Sheriff's Department; he was later released from custody — Courtesy of Ashton Love, Paradise. May 13th. Elijah Mandela was previously detained by the Los Santos County Sheriff's Department according to reports from the LSPD and the DA's Office. However, due to a lack of evidence, the DA was unable to press charges and Mandela was released from custody. “On the 13th of May, following a joint investigation between the Los Santos Police Department and Los Santos County Sheriff's Department, a singular male suspect was apprehended and detained by the Sheriff's Department, following a positive identification of the suspect vehicle. At this time, investigators were not able to pursue charges. “As the Deputy District Attorney rightly mentioned, convicting an individual within the united states can be a monumental task, especially in investigations such as this.”, Haas explained in a response to a question by LSN’s Troy Francis. “At the time, the suspicions could not be substantiated beyond a reasonable doubt. As such, Mister Mandela was released at the time. All claims against Mister Mandela have since been substantiated, and as mentioned by the Deputy District Attorney, the Los Santos Police Department is now pursuing an active arrest warrant to bring Mister Mandela to justice.” Deputy DA Jennifer Li reinforced this statement later on in the press conference. They refused to detail the changes in information between the arrest on the 13th and the information that the DA possesses now. “I obviously can't release any more information than that as it's still an ongoing investigation, and as Detective Haas said, it may harm our investigation if we release too much information.” "The Los Santos Police Department requests any individuals with any information regarding this cowardly individual and the associated incidents to step forward. Information may be provided to the Department anonymously, and we are looking into the possibility of a reward scheme for individuals that provide substantial information or evidence that lead to charges." Elijah Mandela, a 25-year-old male living within San Andreas, has been suspected of murdering a total of four women over the past year. There’s an active warrant out for his arrest, and the District Attorney’s Office is offering a $50,000 bounty for information leading to his arrest. “To convict an individual in the United States a prosecutor must prove beyond a reasonable doubt that an individual is guilty, which is not an easy task, especially for cases such as murders.” said Deputy District Attorney Jennifer Li at a press conference held in Vespucci’s Police Station on June the 14th; started at 10:00pm. “Our system was made that way so no innocent ends up in prison for a crime he did not commit. “Recently, an arrest warrant was approved for the suspect that maybe behind all the alleged murders. The District Attorney's Office will remain transparent with the people, and will be revealing the suspect's name. Elijah Mandela is Hispanic twenty-five-year-old man living within the state of San Andreas, and we have enough evidence that we believe we can prove, beyond any reasonable doubt, that he is in fact [the owner of the blog].” Jennifer Li mentioned the name of the blog, dubbing it as a moniker for Elijah. The Daily News has removed the name of the blog from the article due to the graphic nature of the blog’s content as well as the desire to not nickname the killer. Soon after saying their name, Jennifer Li lifted up a photograph of Elijah Mandela to those in the room; his face revealed to the press and the public. Mandela, according to detectives from the Los Santos Police Department and prosecutors within the District Attorney’s Office of Los Santos County, is responsible for the death of four women across Los Santos County. Elijah, through his online blog where he shares photographic evidence of his crimes, claims to be a photographer and an artist. “I filmed my first video with the help of a young girl named Claire. It was gorgeous, but far from a master piece in my opinion. The photos came out good, and she will be remembered for it.”, wrote the owner of the blog in the blog's journal page. Claire was one of the two woman who were the subject of videos on the blog Mandela allegedly created. The videos showcased a brutal beating of the women is question after a stocky male figure, which law enforcement claim to be Elijah, forces them to pose in various positions against their will. Detective Haas of the Los Santos Police Department detailed how they found the body of the four victims. “On the 20th of April, Los Santos Police Department detectives investigated a series of coordinates that were received via an external website … These coordinates led detectives to a partially exhumed female victim in the Tongva Valley area.” The coordinates were accompanied with two photographs; a bridge within the Tonga Valley area along with a close-up of a nearby sign that read “Head Downstream”. “Following a systematic and thorough excavation of the area, investigators were able to identify a singular female victim at this site. Investigators were able to identify the victim as Mercia Sauer, who had been registered as a missing persons by the Los Santos County Sheriff's Department in September of 2021. “On the 2nd of May, following a series of additional images posted on the website, City Police investigators located a second homicide victim in the Capital Boulevard area. The South-Central homicide desk investigated this incident, and identified a singular female victim, identified as Samantha Johnson, a young resident of Mirror Park. “On the 22nd of May, investigators received an anonymous tip pertaining to a third victim, linked to an additional series of images that appeared on the allison7521 website. Investigators identified a singular female victim in the North Chumash area, who was later identified as Ella Winchester. “On the 10th of June, detectives discovered a fourth victim following a series of images posted on the allison7521 website. The Department has not yet been able to identify this victim, who is a young female of Asian-American ethnicity. However, thanks to the strenuous efforts of forensic experts and analysts, significant forensic evidence has been retrieved from the scene. “We are currently awaiting DNA testing to confirm the victim’s identity and inform the family” One of the ways law enforcement gathered evidence against Elijah to file the warrant was through analyzing the candid-photos taken and uploaded onto their blog. The photos were often from a high birds-eye view, taken atop of various buildings across the Vinewood-Hawick area. “Investigators were able to locate a series of areas described as 'lookout spots' that had been utilized as vantage points to create the countless images posted across the website, and the FaceBrowser account previously. “Through the strenuous efforts of forensic technicians and tire track analysts, investigators were able to secure substantial forensic evidence to progress the investigation and identify key information, such as the suspect vehicle.” The vehicle in question is a rusted dark-blue Yagou Classic. The vehicle was seen near the site of Elijah’s first arrest by the Los Santos County Sheriff’s Department, and Claire later confirmed the van's description to the Daily News. Elijah Mandela was previously detained by the Los Santos County Sheriff's Department according to reports from the LSPD and the DA's Office. However, due to a lack of evidence, the DA was unable to press charges and Mandela was released from custody. “On the 13th of May, following a joint investigation between the Los Santos Police Department and Los Santos County Sheriff's Department, a singular male suspect was apprehended and detained by the Sheriff's Department, following a positive identification of the suspect vehicle. At this time, investigators were not able to pursue charges. “As the Deputy District Attorney rightly mentioned, convicting an individual within the united states can be a monumental task, especially in investigations such as this.”, Haas explained in a response to a question by LSN’s Troy Francis. “At the time, the suspicions could not be substantiated beyond a reasonable doubt. As such, Mister Mandela was released at the time. All claims against Mister Mandela have since been substantiated, and as mentioned by the Deputy District Attorney, the Los Santos Police Department is now pursuing an active arrest warrant to bring Mister Mandela to justice.” Deputy DA Jennifer Li reinforced this statement later on in the press conference. They refused to detail the changes in information between the arrest on the 13th and the information that the DA possesses now. “I obviously can't release any more information than that as it's still an ongoing investigation, and as Detective Haas said, it may harm our investigation if we release too much information." However, in the rushed nature of this process, we neglected to gather a comment from the Los Santos County Sheriff's Department regarding the detainment on May the 13th against Elijah Mandela. April 15th 2021 On June the 13th, at 57 minutes past midnight, the District Attorney of Los Santos County’s office announced the prosecution for Paul Rubio, an 18-year-old who has been accused of murdering a Mexican Mafia figurehead, Gilbert Montiel, within the Twin Towers Correctional Facility. Paul Rubio, was initially convicted of drug trafficking of category B drugs earlier this year. The SANGANG validated member of Traviesos 13, a local Sureno or “Southsider” gang based in Rancho, was found to have possessed almost 200g of methamphetamine after a search warrant on their property. The SANGANG database is a database of known gang members as well as information of their gangs ran by the Los Santos Police Department and maintained by participating gang-related taskforces within Los Santos County's law enforcement agencies. Established as a part of the Street Terrorism and Enforcement Protection Act (STEP act), it serves as a database for law enforcement agencies across Los Santos County to access to help tackle street gangs. If someone enters the SANGANG database and commits a felony benefiting their gang, they may be subject to harsher sentencing guidelines. He also faced charges of two counts of murder after an altercation against two men wielding hammers. However, the judge ruled “not guilty” due to a lack of evidence of criminal intent and testimonies supporting the defence that it was in self-defence. The sentence he was given, charged with trafficking, carrying an unlicensed firearm, and resisting arrest, would have saw his release from the Twin Towers Correctional Facility later this month. However, the District Attorney’s office of Los Santos County recently filed charges against him for the murder of an alleged high-ranking Mexican Mafia member, Gilbert Montiel, during his sentence. He is facing life imprisonment without the possibility of parole. From the report given by the District Attorney’s Office within their press release, they claim that Rubio used a make-shift shank that was approximately 6 to 8 inches long. The account of the situation read that Rubio entered a cell that Montiel was in and proceeded to stab him repeatedly. After Montiel attempted to fight back, the fight spilling out of the cell and onto a catwalk, he collapsed due to his injuries. Rubio then continued to stab him whilst he was down. Montiel died from his numerous stab wounds. The total number of times he was stabbed in total was more than ten, according to the DA’s press release. "Once again, we have a violent jailhouse killing on our hands and we will seek maximum punishment for the culprit.”, wrote District Attorney Terentiy Shwetz. “Our correctional facilities are not places of violence; they are places of reform. Mister Rubio made a terrible mistake and we will prosecute him to the fullest extent of the law." This is the second instance of a supposed high ranking member of the Mexican Mafia being killed by fellow gang members. Earlier this year, after the results of a taskforce named Operation Maria, conducted by LSSD’s Operation Safe Streets Bureau, George “Flippem” Palamino, 27, and Dominic “Devious” Ruelas, 52, were prosecuted and sentenced for the murder of Santos “Cuatro” Ortega. In the Deputy District Attorney Diana Molina’s opening statement in the court, she claimed that Ortega’s murder was due to a power struggle between Ortega and Palamino. “It has been now confirmed that what Palamino did, hand to hand with Ruelas was a premeditated, pre-planned, pre-orchestrated power move - it became evidently clear that Palamino was to take Ortega's spot, as a made man in the Mexican Mafia.” In an interview with the lead detective spearheading Operation Maria along with a sergeant a part of the task force, they described the politics of the Mexican Mafia as “real cutthroat.” “There is no leadership when it comes to the structure of The Mexican Mafia. There is no one leader.” said the Sergeant from Maria’s taskforce. “Instead of looking out for each other, these other guys were probably taking a look about how they could spin this for themselves, you know?” George Palamino entered a plea deal with the DA’s office, pleading guilty to all charges, on May the 10th. He has been sentenced to life imprisonment, with the possibility of parole after 16 years. Dominic Ruelas was found guilty on all accounts and was sentenced to life imprisonment.
