Maybe its your image scaling setting in GeForce Experience, try turning it off.

Didn't read all the other posts but what I did was uninstall ragemp, verify gta v files via steam and install ragemp again, also try setting settings.xml or default.xml to standard lines or it wont boot.

Could still mean it would take 5 years from now if development just started.
