The dashcam clearly captures the two vehicles committing what appears to be a motor vehicle contest and captures the defendant's vehicle going off-road—a dangerous canyon-side road in Banham Canyon—before slamming on the brakes when seeing the Park Ranger with his emergency lights activated as they are caught in the act. We would also like to submit another piece of evidence provided to us by the arresting ranger, demonstrating the defendant's connection to the other vehicle, which took off in a dangerous and reckless vehicle pursuit following this stop. The defendant and the other driver are clearly connected through this dashcam video and audio provided in Exhibit 3. An image of the defendant's vehicle exiting the road is provided in Exhibit 4 as well, and the prosecution urges the defense to watch the full dashcam video, not just the sections that benefit their case."

"Your honor, the start of the dashcam clearly shows the defendant's vehicle entering the incorrect lanes of travel, nearly colliding with a San Andreas State Parks vehicle with its emergency lights activated, and then off-roading to the side of the dashcam. That same vehicle is then reversing in the following footage. It is the same make, model, and color. There is no typo in the language of each charge, either. Both charges go hand in hand with one another. The charge of 415. Vehicular Endangerment came as a result of the defendant committing 414. Motor Vehicle Contest, which indicates the potential for other violations or demonstrates a potential for hazards. The difference between the languages in the arraignment is also that in the 414. Motor Vehicle Contest charge, the other vehicle's dangerous driving is also included alongside the defendant's dangerous driving."

    "Your honor, the bail is fair in representing the alleged crimes the defendant has committed. This is referenced in our bail sheet, and there has to be some financial incentive that keeps the defendant in the courtroom and carries a burden to the alleged crimes that they have committed. This should not be a walk in the park for them after the alleged crimes occurred."

    Report:
    Ranger Benjamin Hamilton (#103090), under the callsign P21 on the 20/FEB/2024, 20:20. Conducted an arrest on Jessica Thorn, the apprehension took place on Banham Canyon Drive, Banham Canyon.

     

    Arrest Narrative:
    Paleto 21 was stationary and out of the vehicle on Buen Vino Road and Banham Canyon Drive, just by a curve, when he heard an engine roaring at him from the east; he then looked over and noticed two Elegys - one black and one blue, performing an illegal street race. Paleto, 21, then ran to his cruiser, turned on his emergency lights system, and called for the cars to stop.

     

    The two complied and stopped roughly half a mile from where Paleto 21 was stationary.


    Paleto 21 then asked the drivers to get out of their vehicles and to stand by his cruiser for their safety, in addition to determining whether or not they were racing.


    A male named Kenau then admitted to 'Check the roads of Banham Canyon with their cars', and the female, Jessica Thorn, agreed with him.


    Considering the great risk the duo put on the line and the possibility of injuries, Paleto 21 decided to perform an arrest for 415. Vehicular Endangerment (F) for - Any person driving or operating a vehicle and causing severe endangerment, actual physical harm, or ** risk of physical harm to pedestrians, and/or driving in a manner that places the public in grave danger.**.

    III. SENTENCING RECOMMENDATION

     

    The Los Santos County District Attorney's Office also files in support of this arraignment to the Superior Court, the professional opinion of the office and shall be recommending the granting of the following sentences:

     

    • 6 days imprisonment.
    • $15,500 fine.
    • 7 days license suspension.
    • 7 days vehicle impound.

    IV. BAIL APPLICATION

     

    This matter coming before this court for setting of bail with the defendant present and being advised of their rights herein, the People of the State of San Andreas move this Honorable Court to enter an order to grant bail and in support thereof state as follows:

    The Office of the District Attorney wishes to offer you the following plea deal, which allows changes to the previous sentencing recommendation of the arraignment.

    SENTENCING AGREEMENTS

    "Your honor, the prosecution is submitting the defendant's parole application into evidence, which he submitted and signed. Per the agreement, the defendant must comply and consent with parole agents and their searches. In the arrest report, it is seen that he refused the search and refused to step out and comply with the parole agents, and thus his refusal to comply makes him an accomplice of the crime. He had multiple opportunities to step out of the vehicle and comply but refused to take any of them. The charges brought against him are entirely of his own decisions to not comply with the parole agents as he agreed to when submitting his parole application."

    Police Officer II Daniel Hunter (#77232), under the callsign 2G92 on the 14/FEB/2024, 01:27. Conducted an arrest on Frank Banega, the apprehension took place on Brouge Avenue, Davis.

     

    Narrative:

    On the 14th of February, 2024 A black Emperor, index QEJ106, registered to Elijah Quintez was pulled over on Brouge Avenue. Present in the vehicle was Frank. The driver, Elijah decided to evade the police while Frank was present in the vehicle while evading. During the chase Elijah stopped Frank next to a white vehicle, the plates are unknown where Frank ran to the vehicle and drove away. The initial unit continued to chase Elijah and backup units chased Frank. Frank later crashed the car resulting in flipping the car but still managed to get out and attempt to run away but Frank was stopped and arrested.

     

    Dashcam:

    **The Dashcam would show the black Emperor, index QEJ106 being pulled over on Brouge Avenue where in total three occupants are seen. Then it's seen evading from Brouge Avenue where at a later time it's seen pulling over next to a white vehicle where Frank is seen getting in the vehicle. The Dashcam wouldn't catch Frank evading as it would continue to show chasing the Emperor.**

     


    III. SENTENCING RECOMMENDATION

     

    The Los Santos County District Attorney's Office also files in support of this arraignment to the Superior Court, the professional opinion of the office and shall be recommending the granting of the following sentences:

    Police Officer II Samuel Roark (#144674), under the callsign 2L53 on the 21/JAN/2024, 19:29. Conducted an arrest on DaVontay Cousins, the apprehension took place on Power Street, Downtown.

     

    Arrest Narrative:
    On the afternoon of 21st of January, 2024, Police Officer II Samuel Roark (badge no. 144674) was conducting his usual uniformed patrol car duty when he responded to a 9-1-1 call (no. ) regarding a male who allegedly stole a taxi driver's vehicle underneath the Olympic Freeway in the vicinity of Popular Street and had managed to climb out of the vehicle, the caller VIG Security Guard Aleksei Reznikov managed to corner Mr. Cousins in the alleyways behind the taxi's HQ whilst a taxi driver went on to self-transport her person to the Pillbox Hill Medical Center. Mr. Reznikov had managed to recognize Mr. Cousins despite his efforts to conceal his identity by the means of changing clothing and putting on a face covering.


    When Officer Roark arrived on the scene, he managed to successfully detain Mr. Cousins who showed no signs of resisting arrest upon being approached by the officers. Mr. Cousins was placed into 2L53's backseat whilst Officer Roark conversed with Mr. Reznikov who went on to explain the fabulae behind the situation and provide vital information to the police.


    An on-duty Police Sergeant II Rolland Marshal also responded to Officer Samuel's backup request, he managed to contact the victim and take her statement at the Pillbox Hill Medical facility.


    A victim, 19-year-old female taxi driver by the name of Sophia, stated that whilst being parked in the Power Street's alleyway, Mr. Cousins forced his way into the cabbie's driver seat and took her personal cellphone in the process, driving the car away before coming back for an unknown reason. Mr. Cousins was booked in at Mission Row Police station and had pled

    In the early morning of February 1, 2024, Officer Brenda Escamilla went to the County Jail in diligence to inform Ajanae Evans about the arrest warrant number AW-03792 issued against her for the crime of Second Degree Murder. She was briefed on how to proceed until the trial, as well as the need to request a lawyer to ensure a fair defense.

    Narrative:

    On January 24, 2024, at approximately 01:44, LSPD units received the call of service number #167760, where an off-duty Deputy named Cole Bernard reported armed individuals at the intersection of San Andreas Avenue and Sinner Street in Textile City. Unit 2W93, composed of Police Officer III Brenda Escamilla, on duty with plain clothes, responded to the call and, before arriving at the scene, heard automatic gunfire. Upon arrival, two armed individuals were spotted: a black woman wearing a red jacket, a white shirt inside, and glasses, carrying an automatic weapon, and another male suspect, white, wearing a black sweatshirt, carrying a pistol. Both were seen killing the Deputy Cole Bernard, the person reporting who called 911.


    Afterward, both suspects entered a black Buffalo without plates and were shot by the officers on the scene. They retaliated, hitting the passenger door of the unmarked car several times. Another suspect present at the scene, who also fired in self-defense, was Frank Kwong, the male in the white shirt seen at the end of the DICVS recording. He was arrested only for the criminal possession of a firearm and resisting arrest. GED officers on site at the time of the shots recognized the suspect in the red jacket: Ajanae Evans. It is important to mention that the Detective Bureau has a record of her, which will be attached to the evidence section.
    The crime scene was secured, with a perimeter established, and bullet casings marked with cards. In total, 11 (eleven) 9mm casings were collected. On the victim's body, a Sig model pistol (9mm) and 45 rounds of ammunition were found and seized in the Mission Row Station evidence locker, with entry number EL/2/2882/2024. The weapon belonging to suspect Frank Hwong, who fired in self-defense from the other side of the sidewalk, was seized with entry number EL/2/2881/2024.


    Ajanae Evans is a known criminal registered in the San Gang Database for her affiliation with street gang Grove Street Piru. Two days ago, firefighters Finlei O'Dwyer and Kerry Whitman reported that she robbed a firefighter with an assault rifle, and at that moment, the officer writing this warrant request witnessed Ajanae Evans threatening both firefighters during a crime scene on Vespucci Boulevard, Mission Row. As if that were not enough, Ajanae Evans was arrested by the LSSD shortly after this homicide, driving the same black Buffalo without plates that she used to flee the homicide scene. Report number 233805, filled out by Deputy Nathan Chang, is clear in mentioning that Evans fled for a few minutes but was found without the weapons. One noteworthy factor is that in Ajanae Evans's Mugshot, she was wearing the same clothes she used to commit the homicide, further corroborating the facts.


    On the night of January 25th, a witness to a homicide identified the suspect Evans as a member of the GSP (Grove Street Pirus) gang operating in Grove Street. He stated that she is involved in weapons and drug dealings and has dangerous affiliations, including members of the TGS. He also mentioned that she had been threatening him, leading him to dispose of a homicide victim's body. A copy of the interrogation recording is being provided on EXHIBIT 8.


    In light of the above, it has been proven by the time link between the homicide and the escape that Ajanae Evans was responsible for the mentioned homicide of Deputy Cole Bernard. She is a known criminal; her clothes and glasses were the same as those used in the homicide, the vehicle used was the same, she was recognized by GED officers during the homicide, and her history of violence and crime is notable. In this moment, the suspect Ajanae Evans is serving jailtime for the crimes definided in the mentioned arrest report.

    Arrest Narrative:
    On Seven of February, Twenty-Twenty four. I Deputy Samuel Curtis along with my Partner Deputy Dmitry Zubatov prepared up for our night patrol and drove out LSSD Davis Station towards Roy Lowenstein Boulevard where I have observed multiple individuals having a conversation with a Black Buffalo parked near them while I was driving North Roy Lowenstein , I took a u-turn back Eastbound Roy Lowenstein and I saw multiple individuals stepping out the Buffalo and instantly begins to fight the others. I immediately turned on my emergency lights and sirens, called for a backup and I had Deputy Sheriff Kyler Merrick coming up, upon our arrival the two groups instantly dispersed, and three individuals got in the Buffalo and took off, Deputy Merrick went after them and initiated a vehicle pursuit in A-TAC one, shortly, we changed the pursuit to Mutual Aid one with a PD air unit above us. The Buffalo was driving on a high rate of speed, going through the sewers and West towards Vespucci Beach, they continued Westbound to the airport and eventually was detained.

The Buffalo can be seen still driving Westbound in the sewers till a deadend, they'd then drive on the beach sand Westbound all the way towards the airport fences.
