  1. The Harsh Times 13 gang (HX3T) is a Hispanic street gang located in the heart of Little Seoul. The gangs claimed hood stretches from Ginger Street to Palomino Boulevard, including Decker Park. During its peak the gang was referred to as one of the most influential sets on the entire west side, however following a web of injunctions has since lost most of its power. The first traces of the Harsh Times 13 gang date back to the mid 1980s. Being in the heart of Little Seoul, the gangs Mexican members often looked out of place. Little Seoul is dominated by Korean and other Asian-Americans with a minority of black and Hispanic inhabitants. Being in such a culturally rich part of Los Santos the non Asian locals were often faced with serious discrimination and treated as outsiders. In response the non Asian inhabitants grew closer bonds and began to band together to protect themselves from this discrimination. This discrimination pushed new families and kids closer towards the gang and added more motivation to associate with the gang members. Those who were not cliqued up would have no protection from this discrimination and found themselves with much harder everyday lives. The gang's formation was during the midst of America's largest crack-cocaine epidemic. The gang took advantage of this and began to pedal crack-cocaine and heroin to local junkies. Many of the Harsh Timers were well known in their communities for pushing hard drugs which very quickly lowered the communities outlook on the gang. Above is Captain Matthew Decker providing a debrief after Operation Times Up. During the operation 4 automatic rifles, 7 small caliber handguns, and 3 handheld submachine guns were confiscated as well as $7,000 in cash. The operation has also resulted in over 20 arrests of Harsh Times gang members. Operation: Times Up was a joint probe by the Los Santos Sheriff's Department and the Los Santos Police Department that started in August of 2018. It was described by a spokesperson for the LSPD as, "An attempt to cull the gang's influence in western Los Santos and crackdown on their illegal operations that have infiltrated the very soul of our nation; our education system." The gang has been known to peddle narcotics at high schools within their territory and even engage in large-scale brawls with rival gangs. Almost the entirety of the Harsh Times 13's upper echelon was incarcerated by Operation: Times Up which nearly killed what influence the gang still attained. Many of the gangs factions were crippled, however one remained rather prosperous. This clique is known as the WS Ginger Street Lokotes. Many of the G-Street Lokotes senior affiliates are facing long stints in prison, and as a result the set is now primarily made up of younger associates of the gang who are attempting to cling to a bygone lifestyle. Representing a mixture of wealth and poverty, Korea Town is a perfect example of the social divide that exists in Los Santos. The majority of Korea Town's residents live in fancy apartments while the impoverished few barely manage to make ends meet. This social divide has incited hatred and has resulted in the formation of small violent groups from the lower class, which typically engage in illegal activities in response to socio-economic distress. With Korean-Americans making up the majority of Korea Town's population, the Latino population struggled to co-exist with the Korean-Americans. These racial tensions created waves of violence and motivated Latino and Korean-American residents alike to to form small gangs and ultimately led to a racial war in Korea Town.//Today, Latinos and Korean-American residents enjoy a mostly peaceful co-existence. However, a sudden increase in gang activity threatens this harmony as a new generation of the W/S Ginger Street Lokotes arises.
