Most retail business in my state have a gun in a drawer to protect their $5000 when people are aiming and robbing the store. They're all legal, reasonable people.

If an exam is tough not because of the knowledge required, but because of confusing wording - i.e. the question is actively trying to trick you rather than test your knowledge - isn't that exactly what makes a broken exam?
