It's a RageMP thing: not a server or game issue. George (RageMP's developer) either hasn't added 4k support, or it's broken and he hasn't fixed it yet. The only workaround is to do what you've been doing (changing the refresh rate), or changing the screen type to fullscreen back to borderless. I've had this issue for months, since I got my new laptop with a 2560x1440 display; the fact that it just started to happen to you is bad luck, lol. Also, I've not noticed it since I've downscaled my display to 1920x1080 for other reasons; if you're that desperate and don't care about 4k, then that may be an option.

HIPAA has clauses in which X is permitted, under law, to disclose to law enforcement, such as for "the reporting of certain types of wounds or other physical injuries," or "court order or court-ordered warrant, or a subpoena or summons issued by a judicial officer," or "for the purpose of identifying or locating a suspect, fugitive, material witness, or missing person," or when the patient(s) "is or is suspected to be a victim of a crime," or to notify law enforcement when "the covered entity believes in good faith constitutes evidence of criminal conduct that occurred on the premises of the covered entity," including emergencies, etc. (https://www.law.cornell.edu/cfr/text/45/164.512). These are, however, circumstances in which the covered entity - in this case, the clinic(s) - are not liable for disclosures; when the disclosures aren't considered unlawful. They aren't a mandate to openly report, which is usually done by court subpoena or through state law (mandatory abuse reporting, etc.).

covid-19 is just some spicy pneumonia that - really - isn't fatal i guarantee most of our characters on the server are in the 10-39 y/o range, with a very small amount being 40+ years old. i can also guarantee that no one - or one or two players, perhaps - roleplays any immunocompromising or respiratory-compromising condition, therefore making covid-19 really not lethal at all. therefore, no. as everyone else, who disagrees with this idea, has said: any sort of event in regards to a covid-19 outbreak would be inappropriate, not only because people are dying right now as im typing this, but because this wouldn't be roleplayed correctly, nor would we have sufficient resources to handle an outbreak.
