This is already implemented in the game. However, when it comes to the taxis at the taxi depot - I believe it comes out of the player's pockets as it should because you are borrowing the car. The same applies IRL - you borrow/rent a car, you pay for the fuel + any car washes. As for cars that are in the business through /vbusiness - it is paid for. L&A.
