  1. That's just what ends up happening when there's 15 judges and 15 prosecutors vs 600 LEOs that are out there making arrests, writing warrants etc. judges n prosecutors r people too, not wizards. not everyone wants to prosecute/judge 10+ cases simultaneously. as much people join as leave, retention isn't plausible when it's a government faction function that requires a high amount of forum activity but doesn't come with a whole lot of fun opportunities/privileges (like LEOs that get near infinite amounts of in-game opportunities to RP). people burn out then when we try and implement things that act as a band-aid and make it easier to get out of jail in more situations while waiting for trial, it gets stopped by staff
  2. Simple explanation if anyone wonders: It says that you can choose not to arrest someone in relation to a misdemeanor offense (Or an infraction? But u don't arrest people for them anyways, so assume it implies you can choose not to ticket people for infractions instead i guess) It does not list anywhere that you may lower penalties. It's weird- IRL, cops can lower penalties for infractions and apply lower tickets. On GTAW, even that would not be allowed by law.
  3. Just because it's an absolutely valid thing IRL doesn't mean it's something that we want done on GTAW. This has been argued to LEO factions and the current instruction (should) be not to do it. If this is something that all (or any) LEO factions want, their leadership can always bring it up and discuss it with the courts, DA's office and LFM! It will require concessions. In its current state, I have seen officers pull someone over. Issue a ticket, tell them to appeal a misdemeanor in traffic court. That is not how it works IRL. You're cited and released, and then a prosecutor chases up the case and decides to file or dismiss, after which you are given a court date to appear. You can still go to jail ETC, this is at the discretion of the prosecutor when they file the case. And the judge who makes the ruling of course. See the extra steps required here? You make a process a bit easier&faster (Meaning they're likely to do it more often)for LEOs but as a consequence, you make the process longer and more tedious to the person who still has to go to court, still maybe has to go to jail, the prosecutor who now has to chase down that person & send someone to issue a summons for the case, & what not. Because they will do it more often over giving people infractions, you will now have more cases to chase down where otherwise there'd be less cause cops don't wanna deal with a 30 minute arrest process but fully expect prosecutors, the courts, defense lawyer, defendant and who else to spend hours on that case. EDIT: Not to mention that now when the case is finished, SADCR/whoever still has to do the entire arrest process if they go to jail anyways, minus plea. So now someone else has to do the work you were supposed to do! Just cause you didn't feel like it and let them go then and there.
  4. Yes, of course. What do you expect? It's a misdemeanor. A CRIME. Implementing cite and release would be a catastrophe cause we'd need an agency responsible to track down those people and making them show up to court, and tracking down people who don't show. It'd also severely raise case load, cause cases that'd be forgotten now have to be prosecuted. You can apply "410. Negligent Operation of a Vehicle (I)" instead, which is BASICALLY the same thing but an infraction instead. Apart from the no jailtime, only the 3rd offense has less penalties.
  5. It would be best to consider (forum) reporting people for this behavior. Perhaps a more streamlined rule could be added/enforced by staff, similar to the "no returning to a place you just got PKed" rule, if you're worried about immersion being broken? Even if they do crimes again and get caught while on bail you have to add a contempt of court charge, meaning they won't be eligible for auto-bail again, meaning they just wasted however much it cost them to bail out cause they still have to sit in jail until their case is finished. EDIT: We shouldn't be basing systems on trolls/new players who might not understand RP entirely. Instead, add rules so that the trolls can be rid of, and the new players can read those rules to understand they shouldn't be doing something.
  6. We need a more advanced payment system, medical care shouldn't come free. Rather than an illness RNG, or an injury system following injury, this would honestly help people realise what they are RPing around more the most. I do believe that an injury system would be something that comes into play for things like car crashes and gunshot wounds, and should be considered. Drive into a wall at 60 MPH? %RNG*speed chance to break a leg or something, and that disables running until you attend a hospital. Does it make for RPG mechanics? Sure. But it also prevents characters from getting fixed up by eating candy and applying a bandage after tanking a headshot.
  7. https://en.wikipedia.org/wiki/Fight-or-flight_response Edit: - Freezing would be a form of flight. However, according to fight or flight it'd be possible for someone to make a (stupid) decision to shoot. However, because this is a choice you make OOC- And you know beforehand that it'd be a bad decision on an IC basis, it should be CK-worthy if it goes wrong. Shouldn't be against server rules tho. If someone comes running at me with a gun, yes. I am running. If someone's already near me and whips out a pistol at point-blank ez aim range then I'm freezing because there's no way I'll get away. Some people might think "I can take this guy" and try to fight back instead. Or they'll "fight" in a more subtle way:
  8. Death penalty was removed by SAGOV for 2 years. In that time, it wouldn't of applied. It was recently reinstated.
  9. Name: oldman(alsonotacop?) Comment: seems like someone didn't show up to the seminar explaining the difference between probable cause and beyond a reasonable doubt during their police academy
  10. Detailed Description Allow people with the "Faction Leadership" permission in their official factions to set permanent cims inside their own faction's properties and allow them to delete all cims placed inside their properties (So temp cims and permanent cims). Relevant Commands/Items /faccim, /fcim or something How will it benefit the server? QOL, less need to get admins involved to do a menial task (replacing desk assignments or smth).
  11. Based on what LFM told us this rule was put in place based on complaints of LEO faction leaders. We never got to glance at any of the "bias" allegations as JSA leadership so we haven't been able to make our own opinion on whether or not someone was biased or not nor do we know the individuals concerned. Unless LEO faction leaders change their mind on this and ask LFM to remove the rule, I don't see it changing. I'm personally rather careless about whether or not we're allowed to handle our alt's faction warrants. I just don't think that the rule helps anyone. This still doesn't limit the bias where my OOC mate in SD DMs me on discord to approve his warrant- An issue that is much more likely to occur, but proves impossible to track. Hiring more judges isn't viable. Recruitment has always been open during my times as JSA leadership throughout most of 2021, a few months in 2022, and since the start of this year. Complain to LFM or to your faction leadership for warrants that aren't being handled, sorry to say that there isn't much that we'll do from our side. Not all judges handle warrants as some prefer to do stuff such as IG traffic court, civil cases, and criminal cases, and we won't force people to do it all at the same time as long as they're active enough, that's all we ask. Not to mention that some of those judges are in other positions- appellate court, supreme court, court leadership, etc. They aren't all expected to actively be handling warrants/cases. Numbers: around 20 judges who have the ability to handle warrants (not all do as some are active in other parts of the courts instead) around 200 members in PD alone, I'd say counting SAPR/SFM/DAO/LSPD/LSSD there are more than 500 people able to file warrants for us to review. More than 100 warrants filed in a single week last time I counted them Warrants take (me) anywhere from 3 minutes to 30 minutes to review on average If there's a warrant denial you disagree with, feel free to find me or @Satnik on the JSA discord. https://discord.gg/HC6H8mQy
  12. Security won't be around 24/7 either due to game limitations.
  13. The rule itself can't be enforced. They'll just say their main character posted it- Or an alt character. Or they'll get an alt character with no in-game presence purely for this.
  14. I honestly don't get why detainees aren't being sent to TTCF. There's still not a lot going on there, but it's more than in the holding cell where at most you'll meet the occasional cop walking past you for processing. Unless officers/detectives are planning to question you during the hold, they should send you to the Twins. Most of this is because you could spend 5 minutes to destroy a 1 week/1 month/however long it took criminal investigation by accessing /pinv, taking out all your stashes, and dumping them in a river in the middle of nowhere. This hold is so you don't do that- And even then, you could probably find someone to do it for you on the phone. Unlike IRL, LEOs aren't well-staffed enough to have someone posted in front of your property whilst the police are waiting for a warrant to be issued. The main problem is the lack of interaction- And this could somewhat be solved by sending you to TTCF and letting you RP there if there's anyone to RP with.
  15. I drive like a madman most of the time and I haven't got into a collision in over a year on this server. There's really no need to legalize self skipping traffic collisions- Keep it a gray area. If there's no need for an admin to intervene, they won't (i.e. when it's obvious desync/lag). Otherwise, they can intervene if people refuse to RP an actual crash. You're supposed to clear intersections. Also you don't need mirrors because you can look in a 360 degree angle around your car. You have better view than if you'd use mirrors.
  16. Suggestion template Detailed Description Make it so that you can use vehicles that belong to a faction you're in but isn't currently your main faction. Make it so that if you have a key (ability to /vg a vehicle) it foregoes the faction checks. If you /vfaction your car, later leave the faction, you might find yourself unable to get in that car anymore as the script kicks you out. Also, if you're driving your car, /switchfaction for whatever reason, you suddenly find yourself unable to start the engine anymore etc. Should be a way to resolve that? Relevant Commands/Items N/A How will it benefit the server? Should be mostly obvious. This is not about spawning them in (You can already /vg cars that are in your name but in a different faction, that's totally fine and all) as I can see why that's more difficult, only about starting the engines and not getting kicked out of driver seat.
  17. I mean- Rules already disallow you forcing RP unto others. This shouldn't need to be a rule. I'm in agreement with the statement, but in disagreement that it should be made a rule- Flipcoin, roll and /rps should ONLY be used if they're being used for actual IC means (Actually flipping a coin IC or w/e) or if all parties agree OOC to use it to settle who wins or loses
