I don't even remember phones being lost/dropped when you are player killed unless you deliberately /dropitem. They are one of the few items retained unless you go for a full character kill in which then it becomes a non-issue to discuss that matter.

Literally what is everyone waffling about 1107077477479751761.webp?size=24&quality1107077477479751761.webp?size=24&quality1107077477479751761.webp?size=24&quality1107077477479751761.webp?size=24&quality

  2. Hi Heartbeat, I mentioned I am replying for Stepanyan's behalf. This is why I am replying on this thread. I mentioned this as the first thing in my post.

    5. My question remains: How did he know it was a female officer? How does IC the character Hakob Stepanyan know that it was an unmarked car? And what's the argument for seeing who's behind a vehicle with maximum dark tints? I apologize, but so far, the arguments I presented have not been fully refuted. They have been partially refuted with an attempt to say that I am being toxic just for questioning? Really. C'mon guy, no one here is untouchable.

We already provided an answer to all of your concerns in my reply to you. Here is the summarized version as an image.

  3. Hey, Stepanyan has kindly asked me to liaise on this report on his behalf for the time being and moving forward.

Stepanyan encountered Escamilla who was inside an unmarked police vehicle. Note this is not an undercover vehicle; Escamilla's STX is equipped with a light system and even an exempt plate.

    On license plates

    • A regular civilian plate in-game reads like this: "SAN ANDREAS ABC123." Everyone knows this.
    • A government plate in-game reads like this: "SA EXEMPT 12345678." Escamilla's vehicle falls under this category.

    image.png?ex=65d365e0&is=65c0f0e0&hm=8d5b20810e8a89653e2cfd184dd14cdd65a602df35ea2162d22cdb4dc794836e&

Image 1: "SA EXEMPT" Police plate.

For the sake of argument, let's pretend that it's not obvious how the masked individual in an all-black government Buffalo would have to be a cop.

    On emergency lighting

Another second of scrutiny at the vehicle allows us to see emergency lighting systems. Those are going to be visible to the open eye.

Image 2: Emergency lighting and a dashcam added.

    On the tints

The report you linked specifies that it wasn't anyone's fault that the windshield tint couldn't be roleplayed; why are you trying to get someone else punished over it? Does your /vex specify that the front windshield is also tinted? If there is a culprit of powergame here, it certainly isn't Stepanyan. Here's a YouTube Short that would show you the difference we are speaking of. I hope you don't roleplay taking surveillance pictures from your car!

    On Escamilla

Escamilla was wearing a LSPD shirt inside the car.

    image.png?ex=65d365f5&is=65c0f0f5&hm=1626a112fb0dd2a61d62e6ba568d2e0e255240b11da6599779a031f135dbb7fc&

    Image 3: Escamilla's identifiers added.

Heartbeat, it is disheartening to see how you consider yourself as the roleplay touchstone: you're "the one who decides who LEO roleplay is for" after all, right? Everyone reading took note of how your reaction to Stepanyan having a SD character only drove you to drive your aggression and malice further, instead of inspiring you to be more understanding and sensible. Why all the hate? I personally can't understand.

I deeply wish that you would take a step back and reflect upon the way you are acting toward your fellow players. Thank you.

At most you could have community service officers that respond to cold calls and aid actual peace officers and help them save resources, they go through their own academy after passing backgrounds, interviews and polygraph examinations, but it's not really necessary since public works comes in with parking enforcement already, which is a big part of CSO work.

    Comment: suck dick much?
    come kill me
i am telling you fucking people
    DO NOT WRITE ARREST REPORTS
    fuck em
these people want a pound of
    flesh. lettem eat your boogers
whats the das office gonna do? call the cops? oh no a
    DA calling me... how horrible
you have to make small reports to keep them away from taking you to court but beyond that who gives a fuck you get phone calls once a day, u can block these with an app or just turn your phone off its healthier anyway
strategy is different if u want normal career and typical bonus assignment plus three dream shit but i personally think that shits a scam. concentrate on getting arrests/handing out tickets... cant tell you how many people i know who act like their life is over  because DAs call their phones... FFS... arrest process abuse and soft white-collar "crime" are the only good thing about this country you might as well take advantage of them as we ride along this road to ruin
do not attempt with IA... just FYI i reply to IA right on time. say "yes sir" and "no sir". tuck tail and get on knees... u don't want that kind of beef, different category.

  7. FOR SOME BASE MANIPULATION SKILLS (SUITS CALL THIS "NEGOTIATION") READ THIS BOOK (GOOGLE THE NAME AND ADD "PDF" FOR A DOWNLOAD) OR READ A SUMMARY LIKE HERE

Never Split the Difference: Negotiating As If Your Life Depended On It

After a stint policing the rough streets of Kansas City, Missouri, Chris Voss joined the FBI, where his career as a hostage negotiator brought him face-to-face with a range of criminals, including bank robbers and terrorists. Reaching the pinnacle of his profession, he became the FBI’s lead international kidnapping negotiator. Never Split the Difference takes you inside the world of high-stakes negotiations and into Voss’s head, revealing the skills that helped him and his colleagues succeed where it mattered most: saving lives. In this practical guide, he shares the nine effective principles―counterintuitive tactics and strategies―you too can use to become more persuasive in both your professional and personal life.

  8. Be greeted. I am not Eddie Baez, but I fall under "& friends" and have some insight to provide.

Recoil for weapons is drastically reduced when fired from a stationary vehicle. As shown in your video, you were both driving in a straight line¹ toward a stationary vehicle² with an occupant firing an automatic weapon³.

Below is a reenactment of the shots fired upon you.

    https://streamable.com/7htd69

The first part of the video displays the ease of lasering someone with full headshots from a stationary vehicle with a Micro SMG. Mind you, this is even a minor (recoil-disadvantaged) character!

(It was easier to organize two stationary cars for this example. No, you driving at 20 MPH doesn't change how you were driving at a target in a straight line. I can gladly replicate this on you either on the live or test server. The recoil is obviously not an issue, nor is aiming at a target that is headed right for you.)

The second part of the video displays the (deservedly) increased recoil from drive-bying at speeds only above 30 MPH. You can see there is no struggle while driving at 20 MPH.

The third part of the video displays a pistol duel at about 80 meters (about 90 yards). Once more, there is essentially no recoil when stationary.

Any experienced player who knows better than to recklessly approach an automatic weapon being fired from a car would know all this! I encourage doing self-experimentation on the test server or over at Fort Zancudo.

1: I hope I don't need to explain why driving in a straight line toward an enemy at slow speed makes you an easy target! Ask anyone.

2: Shooting from a stationary vehicle has little to no recoil. Call it unfair if you will, but a cheat it is not.

3: I also assume I don't need to explain the dangers associated with approaching an automatic weapon with no real cover!

4: I do have the full video and I can recreate it again too. If we're doing it on the live server, I will need you to give me a gun. I don't have many. I took the liberty to make some ease-of-access edits as your own video is also cut and blurs around 40% of the screen. We didn't even get your damages!

5: I am only an amateur. Someone who has played more than 6 hours in the past 3 months is bound to be even better than me at this game.

  9. “I am still the Chief of Staff for the Los Santos County Sheriff's Department. I filed a resignation notice on the 19th of February, which will be fully processed and come into full effect once I conclude and complete all of my outstanding obligations: this petition which you have submitted on the 15th of February very much being one of them.

Needless to say, we've gone from discussing the case itself, onto the petitioner claiming I'd falsified being an attorney, and now onto even verifying that I am allowed to be here? I do understand your perspective, counselor, I really do: but I do wish you had as much courtesy and sympathy to offer us as we did for you and your client.”

“Los Santos County Sheriff's Department, Captain, embedded with my employee number: 41236. I have my clearances, I have my equipment, I have my contract: I'm even still publicly listed on the Public Information Officers page on our website. I can only guarantee you that there are way more fruitful endeavors out there, counselor.

Until then: I would have to point to the U.S. Code, just as you yourself have in your filing, and namely Title 28, Part V, Chapter 111, Section 1654: Appearance personally or by counsel. I hope that a practicing attorney of all people would be willing to finally put this case to rest, and no longer beat a dead horse. I hope.”
