Lock picks should be replaced with shaved keys. In reality, shaved keys are brand specific (Honda, Toyota, ect.) and range between years (Honda, 1990-2003). These keys are able to be inserted into locks of cars and jiggled around to unlock the doors and even start ignitions and can be used quickly, if the key is in good shape, or take a minute or two (Durability system?). This could be implemented in one of two ways. One, shaved keys work on brand only. You have a shaved Vapid key and can use it to only break into Vapid cars. This idea is not my favorite, as it would make each key highly valuable and you'd only have to have a couple to be able to steal most cars in the server with no differentiation between lower end cars and higher end ones. Two, each key only works on certain but multiple cars. While this doesn't have to be brand specific, in order to game-ify it and make it fun, you could limit this to a number of cars, say five or so, and that way you would need numerous keys to break into more vehicles. Law Enforcement reports that people are commonly found in possession of 50-200 keys at any one time. And since 200, or even 50, keys would be ridiculous to have to manage in our current inventory system, it would make sense to game-ify it so that each keys operates in numerous vehicles, even across brand. In addition to the forceful entry methods, shaved keys would be something of value and make sense as a game item to replace lockpicks and further stimulate the economy.
