none of the things you listed are ooc issues, there are risks associated with every action, and it is up to you/your character to access them or face the consequences. then have them meet somewhere more public. be mindful of where you are going or bring company. these are IC things that can be handled IC with better judgement, or create roleplay for someone else through your poor choices -

it's crazy the creativity that some of the illegal roleplayers have from the things they're able to make illegal roleplay out of without any support from updates or admins; specially with things like construction and fraud. He also quoted players from different servers saying GTA.W is just people running around shooting each other, contradicting his statement that they shouldn't have more things to do. Also it is realistic for Davis gangs to have constant shoot outs, however their actions don't speak for the organized crime factions.

Similar to other people here, some of my best roleplay was when I didn't know anyone OOCly. Though I'm also guilty of having coordinated OOCly in order to create roleplay, at the time not knowing how much I was actually ruining it. If I could go back I wouldn't even add anyone on discord and let everything flow naturally. Sadly, that's beyond anyone's control but the roleplayers'. Faction leaders and members need to have enough respect for roleplay to not allow OOC to interfere with it, but why would they when they know other factions are abusing it too, and they'd be at a disadvantage if they didn't. It's also such a turn off too when a faction has their own "clique" and they just discuss and decide on everything OOCly before roleplaying it out. Or are even in VC while in game, like-- who wants to roleplay with a faction when they're all talking to each other?
