Aren't the changes in the robbery rules questionable?

Robberies and muggings shouldn't be limited as harsh as they are ATM. There should be more opportunities as they are common amongst many metropolitan cities. Limiting the area as they are now really impacts any gang related RP, and in general takes immersion away from many roleplayers. -
