Hey, Not sure if it's gonna help but there's a few things that I did back then for FiveM to run smoothly, the first one is to go to System > Display > Graphics search for the Grand Theft Auto V application and set it to the highest performance possible, I'll attach a picture here. Another solution would be disabling vSync if you have it enabled, as well as make sure your FPS is set to the monitor that you're using and the battery plan that seems like you already did it. This might be your best solution. It's probably set to Let windows decide or power saving.
