Pretty much this, I've basically checked out mentally when I patrol because every single civilian vehicle can outrun a police vehicle. As a former LEO IRL my explorer was rated for 155 MPH and could top out at 160 depending on weight, we no longer see the point.

If you wanna have your character live in a bougie ass home, hire security, or you're gonna end up a victim. Also you can always reach out to LEO agencies to step up enforcement in specific areas and saturate certain areas, or lobby for certain agencies that may be in the hills already *wink wink*
