I personally think this should've been implemented long ago, While I do understand some people's point on view on this, you cannot blame 10 individuals for 1 person's wrong doings, and this is why the administration exists to stop such irregularities from happening (players name-changing to avoid fines), etc. Therefore, you cannot force the other 9 individuals who recently changed to a new name character to pay for previous named characters. +1

Basement for singular apartments? I'm not sure if that's a thing; I can only imagine this as a common basement, but let me quote something for you and explain why basements aren't a viable thing in California, a state on which San Andreas is based.

I checked that floor while I was mapping for someone in that building, and it can be walked upon. The interior looks neat at night and four little plants can also be seen while walking inside giving it a more luxury & comfy look. It would certainly increase the building's value. +1!
