State of San Andreas Official Press Release From the desk of Hannah Kai, Communications Officer: For Immediate Release to the General Public: Milton Nash Sworn in as Director of Fish and Wildlife November 16th, 2021: In a unanimous decision, the San Andreas State Senate voted to swear-in Milton Nash as San Andreas' next Director of Fish and Wildlife. The third order of business on my list is to ensure the department is being fiscally responsible. Looking at the last budget submitted, I think we can make significantly better use of the taxpayer dollars. With that, those are my top three items that I feel need addressed by the Department of Fish and Wildlife. After which, a vote was held between Senate officials on whether or not to appoint Milton Nash as Director of Fish and Wildlife. Detailed Description I'd like to see snow happening once more in the server. Last year we had it for about two days and then it got removed from the server for, if I recall right, that it bugged in interiors. We got a very simple solution to this: Make the property weather command available for everyone during the time we have snow in the server. It gives that winter feeling to the server, give us extra RP once more, give us that Christmas feeling that's coming up. It was amazing to see the roleplay surrounding snow, people actually dressing up for the weather and such. Relevant Commands/Items Giving access to the property weather command to everyone temporarily until the snow is over. How will it benefit the server? Give that unique atmosphere that we can't have otherwise in the server and give us the opportunity to roleplay surrounding snow, cold temperatures and the overall winter weather.

I'll take more rain, just give us some damn weather. Screw "realistic" weather, we live in a fantasy land!

Organized Fraud A fraud ring is an organization which performs criminal activities with the intention to defraud or take advantage of other people. Actions can range from creating fake insurance claims, stealing a private identity, or even counterfeiting checks and currency. Forgery is also committed. Some rings are devoted to committing fraud against e-commerce websites. Others are devoted to defrauding charities, businesses or government agencies. But most are devoted to committing specific types of fraud. These organizations can consist of 10 criminals or 10,000. With the rise of the Internet, online fraud is rampant. Fraud rings can either convene in-person, over the Internet or both. In the case of online fraud networks, prosecutions and restitution are difficult as anonymous criminals will be spread across the globe. The American consumer losses from fraud over the last quarter century have been catastrophic. Millions of consumers are filling out online forms that require them to submit personal information, including credit card numbers, SSIDs, street addresses and more. Consequently, identity theft is the most popular type of Internet fraud. U.S. authorities have publicly stated that fraud is prevalent in tourist-rich areas of the country such as the Pacific, Northeast and Southeast regions. Tourists are taken advantage of, scammed and rendered broke by cunning criminals in major cities such as Los Santos. Many blue collar criminals have transitioned into fraud and counterfeiting over the past decade. West Vinewood Fraud Ring The street-dubbed West Vinewood Fraud Ring originated in the late 2010s, started by career criminals from around Vinewood and its suburbs. Fraudsters in the group earn money through printing counterfeit cash, running e-mail scams and through identity theft. These activities have been ongoing for 5 years. Activity has intensified since the start of the 2020 global financial crisis, as fraudsters struggle to survive in the worsening economy. At least four homicides have been loosely connected to the WVFR since 2019. Los Santos police suspect that these individuals, including 19 year old Nolan Bucciarelli, were shot dead over monetary disputes. No arrests or criminal charges have been laid in relation to the homicides. Recently, criminals from other struggling and disbanded groups have joined the West Vinewood Fraud Ring. Groups represented include the Money Keeps Stacking clique (West Vinewood) and Eurasian Mafia organizations. Some of these criminals are opportunistic and transient, meaning they'll leave after achieving their short-term goals. The fraud ring has online contacts from around the world, which are utilized to launder U.S. money through foreign economic markets.

It’s borderline power gaming when the car is in the minor’s name script-wise and there’s virtually nothing that can be done at that point because their parents don’t exist. I understand there’s no script support, but that doesn’t make it right. You say it's realistic for 16 year-olds to use their parent's vehicles. In the same argument, it's also realistic for adult-age people to still be living with their parents well into their 20's and 30's. It's not uncommon in the United States. With the being said, could I as an adult-age character RP still living with my non-existent parents and claim the car is theirs when in reality the car is script-wise in my name? I can guarantee you that wouldn't fly. You'd have every adult-age person trying to use that excuse the same way many (not all) minors use that excuse knowing they will get away with it. So why the double standard? People are forced to RP their items if they are on their person, even if they RP storing it elsewhere because the script dictates what’s on you, is on you. So why do minors get to RP the car not being theirs when it’s clearly script-wise in their name? It’s a cop out used by many people as mostly an excuse to get out of trouble and everyone knows it.

Honestly, minor characters should script-wisely be forbidden from owning motor vehicles and properties. RPing stuff as being your parents' (who conveniently don't exist nor can ever be contacted or dealt with) is the pettiest, most ridiculous answer there is. They're literal kids, they should ride bikes and live with other over-18 characters. It's a lame excuse to have millions, dozens of cars, expensive houses and just not use them or claim them to be your parents'.

Detailed Description To add an ID card system, similar to driver licenses, where people can pick up an ID card from the licensing center and use it. On this server, the only valid form of identification that scriptwise exists as of now is a driver's license. This means that if someone has no driver's license, his age won't be known to law enforcement, for example. You are not, however, barred from roleplaying having a state issued identification card. Now, if you have a state issued identification card, it is quite obvious that the government will know your date of birth. After all, in order to obtain an ID card or a driver's license, you need to provide a birth certificate to the DMV. Adding ID cards similar to driver's licenses (Albeit with a lower cost/no requirement to pass a driving test) will allow more roleplay. People who had their driver's license revoked can now verify their age at a bar through their ID card. Firearms Licensing is actually able to verify your age and make sure you're not a 17 year old or a 20 year old or whatever. People who don't want a driver's license for whatever reason now have a tool to identify themselves, etc. An optional feature would be the ability to enable/disable your license if you are in an interior owned by you or in close proximity to your car (similar to /outfits) Another optional feature would be a counterfeit system i.e. fake IDs which could be made through an illegal job. This allows people to use fake IDs to procure alcohol etc. It wouldn't show up on the LEO MDC since they're not filed through the government. Relevant Commands/Items Adding an ID card to the license center. Buying this ID card will make your age visible on the LEO MDC /showid Lists someone's scriptwise age and name /license (driver/id) [on/off] Enables/disables usage of /showid. Allows people to know if someone had a license/id on them in /cdamages An actual ID card item could be considered (Flag it so it doesn't drop upon death) instead which is linked to being able to /showid Any commands required for counterfeit ID cards How will it benefit the server? Better roleplay for law enforcement, better roleplay for bars, can be used by illegal roleplayers if counterfeit ID cards are added.

There are better ways to handle this than fucking over every player that roleplays a minor for reasons such as illegal faction progression unless they force someone to play their boring ass dad. Just go after those who abuse the system and stop trying to shaft the people rping using their dad's normal car / apt. Live and let live.
