  1. Hello everyone, As some of you may already know, we recently banned multiple players who were already given many chances and unbans due to rampant metagaming & toxicity with other members. Following this ban, a massive wave of doxxing, insults, death threats to multiple administrators of my team and myself happened, including regular players who used to be friends of this group. To show you how mentally ill they are, underaged women have been doxxed and their picture photoshoped with cum by these people. My own information are public, it is a risk I've always taken when running this community as we unfortunately always have to deal with players who are coming from everywhere in the world, every cultures, every issues. Some of you have difficult lives and GTAW is an escape of joy, some of you live in countries where paying games is considered a luxury and enjoy playing with us free of charge, some of you just enjoy playing GTAW and live a balanced life outside GTAW. Unfortunately, in the hundreds of thousands of different players we see each years, we always attract a few that are driven by hate, toxicity, anger & focus all their life on GTAW due to most likely their own real life problem, which leads to them doing their best to make others suffer through online communities they're part of. Having public information with these people is always a risk, as at any moment they can flip and release their massive anger at me or any other members of the community, leading to doxxing or worse. I have accepted the risk, my family has accepted the risk, but I do not allow my administrators or any other players to accept that risk by playing on GTAW. There is a red line that is never to be drawn for us and it's doxxing, doing so will obviously lead to a permanent ban without any chance to appeal. However, there are various red flags that leads to these mental breakdowns, and it's also our duty to make sure we can identify these red flags. I have personally failed multiple times in identifying these flags, as I always had faith that any player could change and grow up. I gave these players a second, a third chance thinking they would become better. Everytime I was betrayed and backstabbed, and I consider this my own failure to the members who were doxxed the past days. On GTAW, we never cared about reaching the highest amount of players, but I always did care about every single players and small issues, hence why my Discord Messages have been opened the past 4 years, despite 200+ messages per day, a kid, an IRL job, a wife, I am still here answering them everyday along with developping and doing my forum answers. I never had time to play on the server I created and I regret it very often. Since we never cared about reaching the highest amount of players, it also means that we're not affraid of banning content creators or players who own discords with 500+ members. We knew that when banning this group they would use their 500+ players discord to massively attack, spam and trashtalk us, and that it would result in a loss of players. But quality & making sure everyone in the community doesn't have to face toxic players matters more than everything else. We have banned more than 15 players part of that doxxing group the past days, and they all moved to communities which welcome'd them with open arms, let them massively attack everyone of GTAW and did not ban them when they shared doxxing pictures as many of you witnessed. These communities should be ashamed of themselves, but they have been running on our banned garden for years now while remaining non-launched failures & donation scams running from the hate of GTAW. I am personally honored to know that other servers focus more about GTAW than their own development as it shows how much our work the past 4 years led us to being the only community everyone speaks about. Starting from today, we'll now be applying a 0 tolerance policy on toxicity. It is a rampant issue that all games are facing, but I cannot accept it on our gaming community. GTAW is a niche made of passionate players who love a kind of roleplay that is extremely rare nowadays, and who value quality & immersion. This should all bring us together toward more positivity, and not negativity & toxicity. Ingame, forum, discord insults & harassment will now lead to quick permanent bans and I invite everyone to report toxic players using our common courtesy rule. All administrators will make sure that the toxic players are not welcome'd here anymore. This is not my job, this is not any administrator's job, and we do not need to come back home to toxicity or even worse. We may take a toll in our amount of players by being stricter with toxic players who do not necessarely break roleplay rules, but I dream of coming back everyday after work to a positive server where all players actually play together instead of playing against each others. And most days my dream is already fullfiled, thanks to the many supporting and thank you messages I & administrators receive, or just by seeing you all play and enjoying the server. But this is not enough, I did not do enough. This situation a wake-up call for me. After this message, we will be closing this chapter and we will not be mentioning these people ever again, nor the community hosting them. All of them deserve to be forgotten and will be forgotten very soon. Any players supporting their actions are free to leave immediately.

  2. The Beginning The W/S Rollin 20's Neighborhood Bloods are mostly but not exclusively an African-American street gang founded in Chamberlain Hills, South Los Santos. During the 1950s, the block this street gang now claims today was under the control of another gang who called themselves "Blood Alley". Then in the early 1970s during the re-surge of the black gangs, was when they changed their name from "Neighborhood" to "Neighborhood Blood" because they started to claim the Bloods. Eventually settling with the name "Neighborhood Rollin 20s Bloods". After changing their identity, their gang grew at a rapid rate, eventually making them into one of the largest street gangs in Los Santos with a ruthless reputation amongst other street gangs. The Rollin 20's Neighborhood Bloods started claiming Crip Killer (cK) and Hoover Killer (hK), after getting into street altercations with the gangs falling under those umbrellas. The Comedown In the mid-2000s, the Forum Drive Housing Projects started to get a lot of police recognition, making them one of the top targets of the Los Santos Police Department to this day. In this period, the Rollin 20's Neighborhood Bloods had been moving recklessly, getting into dozens of shootings every month. With their block being swarmed by the police almost every day, it was hard to keep their heads down. This led to a lot of arrests, getting almost all of the big homies locked up with severe charges. Due to the recent changes in the politics around the area, two new cliques popped up, the Brazy Barson Boys and the Rollin 20's Cartel. The Brazy Barson Boys were a bunch of fearless teenagers, who got themselves involved in street altercations with different street gangs. Some of the new members had earned themselves a reputable name in the streets, still, it was inevitable for a lot of these teenagers to end up murdered in cold blood in the streets. Hakeem "Pop-out" Barnes was the head and shot caller of the Brazy Barson Boys. He earned the street name "Pop-out", after going out on hits for the gang and gathering several bodies under his belt, thus earning himself a lot of street credibility. Hakeem was keeping the younger members in check around the block, making sure they didn't get themselves killed or attracted any unwanted attention from the police around the block. One late night, Hakeem was circling the opps block alone, something he didn't do often, because he knew how dangerous it could be. After he took a right, leading into a dark alley, Hakeem noticed one of his known opps chilling on his house's steps. He didn't think twice before hopping out of the car and upping his gun, leaving the male dead on the scene. A week later, police knocked on Hakeem's door with a warrant out for him for first-degree murder. He was caught off guard and had no time to escape, leaving him with no other choice but to surrender. After Hakeem got locked up, some of his younger members tried to fill his shoes and failed, getting themselves either thrown in jail or killed. The supply chain got cut off because the Rollin 20's Cartel didn't trust anyone, apart from Hakeem and he was locked up. The young teenagers that were still left moved fiercely, not having any role models which led to the clique eventually defuncting. The Present Day The present day the Rollin 20's Neighborhood Bloods consists of members varying from young teenagers to late adolescence/young adulthood. They are found hanging around the Forum Drive housing projects. Their main source of income comes from drug trafficking and robberies, though they are still known to involve themselves in other criminal activities such as extortion, kidnapping, homicides, and pimping. The Rollin 20's Neighborhood Bloods allies include the Neighborhood Pirus, Black P Stones, Fruit Town Brims, Rollin 20's Outlaw Bloods, and the Blood Stone Pirus. The street gangs that are known to beef with the Rollin 20's Neighborhood Bloods are the Rollin 30's Harlem Crips, Rollin 40's Neighborhood Crips, Rollin 60's Neighborhood Crips, School Yard Crips, and the Playboy Gangster Crips. The Rollin 20's Neighborhood Bloods identify themselves with the New York Yankees, Texas Rangers, Chicago Bulls, and Boston Red Sox baseball team logos. The New York Yankees logo represents the sets that are under the "Neighborhood" umbrella. The Boston Red Sox is also sported by the Rollin 20's Neighborhood bloods because it symbolizes the "Blood Alliance".   3. DECKER-SIDE 213 Although they were not the first, the advent of mass Chinese immigration into the United States and the West Coast would come with the 1849 San Andreas Gold Rush. They worked in the state’s booming gold mines, and later took on agricultural and fishing jobs, factory work - especially in San Andreas’ garment making industry - and most prominently, helped to construct the Central Pacific portion of the first Transcontinental Railroad. These Chinese migrants primarily came from a small area of eight districts to the west side of the Pearl River Delta in Guangdong. The chauvinistic discrimination they faced, ranging from cultural and economic tensions to blatant ethnic persecution, as well as laws passed in order to restrict their immigration and rights, necessitated and helped strengthen traditional Chinese collectivist values. This, and the culture shock of being across the Pacific, caused the springing up of predominantly Chinese areas across San Andreas; Chinatowns. Within these Chinatowns, respectable Chinese merchants, among the most prominent members of the community at the time, made the first efforts to band together and form a network of social and welfare organisations; known in Chinese as kongsi. They were organised based on clan and district lines. Some of the more prestigious of these groups banded together to form the Chinese Six Companies, later known as the CCBA, or Chinese Consolidated Benevolent Association. Although many Chinese immigrants were affiliated with it, the minority who didn’t - outcasts, those who lacked clan or notable family ties - organised themselves into secret societies known as tongs. The Suey Sing was one of these tongs. It claimed descent from the Hung Mun, a Chinese secret society erroneously referred to as the Chinese Freemasons. They began in the 17th century as a social and political movement to overthrow the newly ascendant Qing dynasty, although aggressive persecution by the ruling authorities drove these societies underground, causing them to adopt secretive customs, rules, ceremonies and operating procedures. The Hung Mun members who emigrated over the Pacific brought these customs with them to the Tongs, seeing as they lacked the necessary credentials and status for membership of the Six Companies. The initial members of the Suey Sing and other Tongs were marginalised, poor, and lacked the opportunities accessible to wealthier Chinese immigrants. They lacked any clear social or political motives, soon finding themselves involved in lucrative criminal activities such as extortion, people smuggling, kidnapping, gambling, murder and prostitution. There were constant feuds and wars between the Tongs over territory, power, and profit - lasting from the 1850s right up until the 1920s, known as the Tong Wars. The Suey Sing, concentrated in its founding location of San Fierro, fervently participated in conflict with rival tongs such as the Hop Sing and Bing Kong. However, growing Chinese community opposition to the tongs, law enforcement crackdowns, and most prominently of all, the 1906 San Fierro earthquake, would be the death knell of the warring tongs. It killed over three thousand people and devastated Chinatown, destroying many businesses, brothels and gambling houses; income that the Tongs had relied on. Following the upheaval, a coerced Peace Committee organised by Inspector Jack Manion of the Chinatown squad forced the last six tongs to call off the raging violence. They began to rebrand themselves as legitimate benevolent groups, and in 1920, the Suey Sing rebranded itself as the Suey Sing Association. Recovery from the devastation was slow, and many of the Tongs withered away with the Old Chinatown. The Suey Sing, however, endured, instead merely beginning to obfuscate its criminal activities whilst remaining a dormant presence in San Fierro’s Chinatown. The second wave of Chinese immigration during and after the Second World War, and the period after the passing of the Immigration and Nationality Act of 1965, brought many more Chinese into San Fierro and Los Santos. Some of these marginalised immigrants formed street gangs to protect themselves from ABCs - or American Born Chinese - including the Suey Sing Boys, called as such as they came under the protection of the Tong; working at various Suey Sing gambling establishments and rackets. It later grew more criminally inclined, although the Tong’s rivalry with the newly ascendant Wah Ching street gang forced the Suey Sing Boys out of San Fierro and into Oakland. The Suey Sing moved its criminal operations from San Fierro to Los Santos and relocated its historical office from Mission Row to the newly booming neighbourhood of Koreatown, on Decker Street. Although the neighbourhood was home to a plurality of Hispanic and Korean residents, it also attracted a burgeoning wave of Hong Kongese and Cantonese immigrants in the early-to-mid 70s, and, much like the Suey Sing Boys, a new generation of young and impressionable thugs led by Hong “Henry” Hai-yin coalesced around the Suey Sing Association’s ah kung, Nicky Wong Nip. Wong and his crew indulged in a variety of criminal activities such as extortion, racketeering, home invasion, robbery, prostitution and murder, although their real money came from Wong’s counterfeit watchmaking factory - operated solely from his own apartment - and through weapons and drug trafficking, aided and abetted by the criminal enterprise within the Suey Sing. Despite intermittent gang violence with rival Asian and Hispanic cliques, and periodical arrests - one of which seeing Hong sent to Bolingbroke for robbing a meeting of the Chinese-American Institute of Engineers - the gang, known as the Decker Street Boys, continued to dominate the north side of Koreatown and its eponymous street. Its members took inspiration from the 1980s heroic bloodshed genre of Hong Kong cinema, with thugs affiliated with the gang known to dress like Chow Yun-fat in his breakout film A Better Tomorrow (1986). This became so prominent of the gang that its members were renowned for their penchant for the "Mark Gor Lau" - the famous dusters worn by Chow’s character Mark Lee in the film. The gang’s activities continued early into the 90s, however, Decker Street’s fortunes were not to last. Increasing law enforcement awareness on the modus operandi of Asian gangs and organised crime cast a spotlight on the activities of the gang and the criminal elements of the Suey Sing. Hong was arrested at Los Santos International Airport with $20,000 in cash for suspected drug trafficking, which alerted the gang to a possible informant within its ranks - the ensuing wave of paranoia and internal feuding paradoxically led to the gang’s own downfall; the real informant was never killed, and Hong and Wong were indicted on federal racketeering and murder charges with the aid of the RICO act. Hong, fearful of facing the death penalty, turned state’s witness and blew the lid on the operations of the Decker Street gang. Wong was sent away for life, while Hong was rewarded with a reduced sentence, a monthly allowance of $2,000, and a new identity and location under the witness protection program. Several other leading Suey Sing figures were also convicted, leading to the Association becoming essentially defunct in Los Santos. The remnants of the gang splintered off into rival sets towards the turn of the millennium, which would in turn soon be cracked down and rendered defunct by the LSPD’s Koreatown squad. However, growing complacency and a lack of funding forced its closure, casting the eye of the law away from Little Seoul. Around this time, three men arrived in Los Santos - Ronald Ho, David Wu, and Kevin Heoi. Affiliated with Fujianese people smugglers and with ties to organised crime in Vancouver, they manipulated the power vacuum amongst the Koreatown Chinese community for their own ends; Ronald strengthened his links with Vancouver, and the elusive Sam Gor or “The Company” drug syndicate, David restarted the local branch of the Suey Sing Association, with Kevin mustering a one Lenny Kwan for the three’s criminal deeds. Their branch of the Suey Sing Association claims to be the rightful organisation, acting in opposition to the wholly legitimate San Fierro branch who have become the first tong to fly the flag of the People’s Republic of China; much to the chagrin of David himself and the established Cantonese-American community in Little Seoul. Wu himself met Bartholomew Chang, who formed a new gang claiming the name of the original Decker alongside Lenny Kwan, under the leadership of the rejuvenated Suey Sing (led by Wu, Heoi, and Ho, with Wu as a nominal first among equals as Chairman). Heoi would later be indicted for historical racketeering charges unrelated to the group’s activities, leading to his arrest and confinement within Twin Towers Correctional Facility. The gang, now known as Decker Side 213, has since grown in size, coalescing around Pearl Mansion House - home of the new Suey Sing office - and local seafood restaurant Wang Chau. Wu and Ho continue to mentor and encourage the operations of the youths, benefiting from the sophisticated counterfeit and drug trafficking routes provided to them by the pan-Asian Sam Gor syndicate in Vancouver and beyond, whilst overseeing a violent group of young Chinese-Americans inspired by Hispanic and African-American gang culture. With the release of Kevin Heoi, the Suey Sing and Decker Side seem set to continue their reign of violence within Little Seoul and their strive for money by any means necessary.

  5. Rollin 80's West Coast Crip The Rollin 80s West Coast Crips are a primarily, but not exclusively African-American street-gang located on the Westside of Del Perro. The Rollin 80s operate mainly in the Springdale Apartment Complex’s, but are seen all around the Westside of Del Perro. The Rollin 80s West Coast Crips are a part of the “Rolling O’s” Card, and associated with but not a part of the Neighborhood Crip (2x) Card. The Rollin 80s mark their territory as far as Del Perro to the Pacific Bluffs. The 80s can be spotted in Cowboys gear, most Del Perro gangs sport NFL teams unlike how South Central, Los Santos sports Baseball teams. Though Del Perro is quite far from South Central, Los Santos, they still have rivalries with gangs located in the South Central, Los Santos area. The Rollin 80s main rivalries consists of the Longos, 2NGC (Naughty Nasty Gangster Crips), Insane Crips, Sex Money Murda, Blacc Bandit Crips, 19st Gangster Crips (also known as the Linden Blocc Crips) and the Sons of Samoa. Currently in the Eastside region of Del Perro there is a Black vs Mexican war going on, it happens in the Westside but not as much as it does in the East. With this being said, you wouldn’t see many Hispanic members in the Rollin 80s West Coast Crip gang, nor any other African-American gang located on the Westside of Del Perro. The Rollin 80s aren’t as active as they used to be, due to a recent gang injunction taking down most of their members. The 80s are very very close with the Rollin 20s Del Perro Crips, with whom they share the same enemies and friends. The 20 x 80 alliances go back decades and decades. You’d often see Basketball games, Football games, Cookouts and other community activities. Even people who don’t gang-bang and just live around the neighborhood attend to these occasions. These things usually don’t get the attention of the South Central district of Los Santos being the distance, and many other things. When these things do get the attention of the whole Los Santos, there’s usually hundreds and hundreds of people at these events. They try to stray away from the gang-banging at these events as much as possible, but as the saying goes “You can take a person out of the hood, but you can’t take the hood out of the person.” The gang-banging lifestyle may look flashy, and glamorous, but there is much more to gang-banging than what you see on Instagram, FaceBrowser, and any other social media sites. Everybody isn’t built for the lifestyle that comes with gang-banging which means you have to constantly keep your head on a swivel, having trust issues, PTSD, etc. OPERATION ROLLER COASTER - The FBI and Los Santos Police Department on Wednesday arrested 38 people in total, 4 of them being high-profile gangbangers, or which they call “leaders” even though there is no central leadership. Hundreds of heavily armed LSPD officers and FBI Agents carrying several different charges on approximately 50 different members of the Rollin 80s West Coast Crips. They rushed the Springdale West Apartments, arresting 38 people in total. These arrests took over 3 years to build up due to there being a lot of dead ends. The FBI hired informants to go around the Westside of Del Perro, specifically the Rollin 80s territory and buy weapons/drugs and other illegal products. “This is extremely significant. This particular street gang was responsible for the most brazen street violence we’ve seen this year and sparked a lot of violence in Del Perro,” Police Chief Eric Normal said. Eric Norman also “Members of the street-gang known as “Rollin 80s “are responsible for inflicting a high level of criminal activity against the Del Perro / Vespucci Beach community, including homicide, attempted homicide, in assault with a deadly weapon, illegal weapon trafficking, robberies, narcotic trafficking and pimping/human trafficking,” Del Perro has been a gang hot-bed since the late 1900’s, with several smaller gangs coming into Del Perro and building up into bigger things, said Police Capt. Jonathan Shorts. Over the last five years, the Rollin 80s members have been involved in 900+ street robberies, 2000+ aggravated assaults as well as 150+ murders, said Shorts. The FBI and LSPD named this operation “Operation Roller Coaster.” Detectives and informants spent more than three years building all of these cases up against the leaders, and regular members. Authorities said most cases are built by informants, yu wiretaps, phone taps, etc. “We’ve worked to put them away for a very long time. Those arrested today face 25 years to life if convicted,” Brandon Mitchell, assistant director in charge of the Los Santos FBI office, said at a news conference announcing the arrests. Authorities had arrested 25 people as of 4 P.M and were searching for eight others. An additional five not listed on arrest warrants were detained for alleged parole violations and other charges. SPRINGDALE WEST APARTMENT COMPLEXES - The Springdale West Apartment Complexes are known to house many lower class citizens in the Del Perro area. The poverty rate was estimated to be around thirty-four percent surrounding the area of the Springdale West Apartment Complexes, since causing an increase in home invasions, carjackings, muggings and intermittent gunfire turning the once beautiful area of Del Perro into a crime ridden city controlled by crip gangs such as the Rollin’ 80s West Coast Crips, Rollin’ 20s Neighborhood Crips and the E/S Blacc Bandit Crips. The Rollin 80s West Coast Crips are the primary gang that occupies these complexes. They’ve been known to distribute narcotics all throughout the complexes as well as firearms. These very apartments have housed many well known rappers of the Del Perro area such as ‘GoGettaE4’ or Trevone Sanders a well known Rollin’ 80s West Coast Crip affiliate, E4 being known for his breakout single ‘Long Nights’, which was released sometime around late June of 2019 spread all throughout the city of Del Perro and was notorious for the disses of many other gangs located in the city of Del Perro such as the Insane Crips, Naughty Nasty Gangster Crips and the West Side Longos 13. After the release of the single the areas surrounding the Springdale Apartment Complexes crime rates happened to increase by an estimated ten percent. Shootings, robberies and muggings were reported by civilians at least twice every night during the summer of 2019 according to the Del Perro Police Department. E4 continued to diss opposing gangs around the area until eventually on September 28th of 2019 he happened to post his location on various social media platforms in an attempt to meet-up with some of his fans around the area. He was tracked down by four members of the Insane Crip Gang, they happened to wait until E4 was done with the meet-up and tailed him until they were parallel to each other at an intersection. Two members happened to lean out of the windows with Uzi style firearms firing around two hundred shots into the vehicle E4 was stationed in; he was struck by sixty three of those bullets and pronounced dead on the scene. The Rollin’ 80s mourned Sanders for the next couple of days following the murder. Many graffiti taggings paying tribute to Sanders were seen around the Springdale Apartment Complexes as well as neighboring streets. Many civilians in the area thought the death of Sanders would be a sigh of relief however this was not at all the case. The gang only grew more violent and respected in the city of Del Perro, they were constantly being posted on various social media platforms for brutal beatings dealt to their rivals found within their territory. PARCSIDE SHADY EIGHTIES - The Parcside Shady Eighties or Silverado Parc Boys are one of the many cliques within the Rollin’ 80s West Coast Crips. Although they are filled with much younger members of the gang they happen to be one of the most notorious and brutal. The Parcside Shady Eighties were established sometime around the late 1980s by many younger affiliates who were known to loiter ‘Silverado Park’ and other surrounding streets. Silverado Park is a stronghold for the Parcside Eighties, they’ve been seen handling official put-on’s as well as DP’s (disciplinary punishments) there, they’ve also can be seen distributing narcotics throughout the park and on the corners of the streets surrounding the park. Each member of the Parcside Shady Eighties are very close with each other, they’ve all attended the same schools with each other as well as fought battles against rival gangs with each other. They have been posted on Del Perro Hood Media multiple times and can be seen either talking disrespectful to their opposition as well as handing out beatings to many of them if found in their territory. This is one of many reasons why the Parcside clique of the Rollin’ 80s West Coast Crips are known to terrorize their rivals.

  8. I believe that community threads/discords/groups that don't particularly cater to players of one illegal faction can be key here, but sometimes this is hard to actually get off the ground. Recent examples of these. I'm sure there's others too. These specific communities have to deal with extreme problems with regards to housing availability. However, this should really be the way forward and is applicable in the county as well as in the city. Even if only it is for a block, or two blocks. That would be easier than trying to cover an entire neighborhood in the city anyway. When I was a staff member, I tried to push for more support towards "Neighborhoods" as opposed to focusing only on Legal Factions or Illegal Factions, but I wasn't able to get much done in that area. I think this is an area that is underappreciated and deserves more support, not just from staff, but also from players. In the end, what it comes down to, is a small group of players putting in the (huge) efforts of starting things up, and getting support from PM to be able to develop the concepts that they like in their small areas. Once that start is made successfully, things usually get up to speed simply because of the appeal they have for other players. If you know there is activity somewhere, you'll go there first to experience random roleplay encounters. If you and a few other players are able to be active at a specific block or area, maintain a few active businesses, and offer options for other characters to move in and participate, then you can get somewhere quickly. Start an unofficial group and see where it takes you.
