  1. I find it odd to put factions on trial and essentially have them justify their existence beyond "roleplay" If it produces RP in an area that is scarce, then it should absolutely exist no further justification required.

  2. Short description: Add a dynamic screen blur to the player upon taking damage past seventy percent of the player's total HP. Screen haze exists while dead already, so... Detailed description: Add in a dynamic screen haze effect that does NOT effect the chatbox that would worsen dependent on how much damage the player has taken total to encourage roleplay of injuries and dissuade run-and-gun, DOOM-Style combat roleplay. This would provide an effect that would likely nudge players further toward the prospect of roleplaying those injuries, as well as being more cautious in gunfights in general. At 70% a light haze would take effect, barely noticeable. At 50% the haze would be more pronounced, making seeing a bit more difficult. Past that into 25%-30% the effect would render firing back perfectly much harder, encouraging a flight response and a suppression effect that does not translate well into GTA. This effect would apply for both civilians and law enforcement equally, to keep the playing field fair for illegal RP. Using a bandage could reduce or negate this effect- using bandages requires roleplay, anyway, or at least stopping to /useitem. Certain drugs could also reduce but NOT negate this haze effect, such as PCP or Methamphetamines while active in the system. TL;DR: Simulate the 'Fuck I've Been Shot' factor that can't be replicated properly in games. This prevents players from treating S2K gunfights like GTA:O. I think I'm not speaking for myself when I say sometimes you don't even realize how BAD you're hit in a gunfight, because you're not looking at chat for that. For instance: Two gentlemen engage in a friendly exchange of lead on a Sunday morning. Gentleman One strikes gentleman Two four times in the chest from a respectable distance. Gentleman two then returns fire while gentleman one is sprinting to cover, killing him with pinpoint accuracy (since G2 can see clearly.) G2 then gets in his vehicle and drives off with a clear view of the road ahead of him. He gets away, leaving G1 dead on the ground. Had G2 been given fuzzy vision from being shot four times, he would not have been able to kill G1 as easily, and would have probably just ran away if he could or seeked cover like G1 was doing. Example two: A cop rolls up on a shootout between rival gangs and gets involved. He is shot several times, but continues firing at them instead of running to cover, because he can and doesn't see that he is injured nor the extent of it, instead of being encouraged to retreat. He wins the gunfight, due to initiating in it before the others, who were already in one, themselves. If he'd had his screen blurred when he got lit up, the LEO would have likely had more incentive to hide, allowing the others a chance to escape. Example three: Cops have an individual surrounded, who pulls a gun on them and begins shooting. He is struck several times, but is able to sprint off and jump several fences and traverse the game world with no repercussions to his gunshot wounds, as he can see clearly, so surely his character can still move correctly, right? With a haze on his screen, he would realize his character has incurred some serious injuries and be motivated to roleplay them- either slowing and giving up, or going out in his blaze of glory. Example of this "blur", though I know an exact suppression effect is unlikely to be feasible, making a health-related one the more likely option here: Commands to add: None. Items to add: None. How would your suggestion improve the server? Make it more obvious when you're shot/stabbed, and how bad varying on the degree of vignetting applied to your screen. Promote more roleplay of injuries by encouraging players through script means to seek cover or seek medical attention for such, as one likely would in a realistic sense. Prevent terminator hunter-killer combat roleplay of sprinting straight into battle, being shot multiple times but laying waste to everyone with deathly-accurate return fire despite being in a similar state to John Marston at the end of that one mission everyone got really upset about in RDR 1. Yeah basically it'd just be a script means to nudge people into pain/injury RP. Additional information: If possible this could just be tied into the bleed effect. The longer you're bleeding, the worse those screen effects become. Abuse would be obvious by people bandaging mid-combat.

  3. i initially thought park rangers was cool when I though they would play a more non-leo park ranger/nature conservation role with some influence to preventing wrongful or illegal hunting. but from what I’ve seen ingame they are essentially a LSSD copy and act more like a state wide law enforcement faction

  4. My concerns with this faction aren't exactly well hidden, and I criticise what this faction has become frequently. I like to consider myself unbiased, and what you're about to read here is what I'd consider my unbiased mindset of the faction. I, as many others within this community, were one of the first to start the faction. We applied to help out a newly started faction, with our experiences both OOCly and ICly as a term of law enforcement AS WELL as having a pletorha of experience roleplaying in the Sandy Shores\Paleto area. I'm to be perfectly honest here, the faction started of very well. A great many of us in the faction, and those interacting with us in the surrounding area, gave and were given immense praise for acting as not a LEO entity but rather a simple legal faction who's job it was to provide passive roleplay in the sticks\desert and interact with the community at large. It was very fun, and entertaining. Folk routinely came up to me and others I was in with at the time, saying the faction are doing really well in portraying a realistic entity and not just becoming another LEO entity, that patrolled in circles around the map. Yet as time continued, myself and others started to voice concerns about the path SAPR was taking as a faction; emulating that of a municipal police department or Sheriff's department, based in the woods and desert with a 'more strict' area of jurisdiction. I put those words in quotes because it seemingly doesn't exist anymore, as I've spotted SAPR vehicles driving and initating pursuits, or traffic stops, in areas completely desolate and dispersed from their alleged area of jurisdiction. Places like Sandy Shores, Zancudo Road\Tongva Drive, and Grapeseed. As well as the Sheriff's department having an alleged agreement for SAPR officials to hand over any 'issues' that don't coincide with the general duties of the Department of fish and wildlife to PD or SD. They don't, or I haven't seen them do it for the past few months. Maybe this agreement is now null? I'm not sure. I was a big advocate for SAPR when I heard the initial murmers of it, when I was in SD. When recruitment opened up for experienced individuals, I immediately joined to help out where I could. So into it, that I spent dozens upon dozens of hours researching the California equilivent to provide a healthy and entertaining prospect ingame, as well as having wrote pages of training manuals to aid those in the faction. But as time went on, I can't say the faction is even a fraction of what it used to be when it started. I'll echo precisely what a great many of the other 'ex' Rangers in this thread have said. I had high hopes for it to be a Park Ranger faction, now it's a State Trooper faction. Don't get me wrong, I'm not to say the entire faction is pointless and shouldn't exist. I absolutely loved my time in the faction, roleplaying as a passive entity in the sticks and desert, providing simple social roleplay in an otherwise desolate enviorement. I'd actively search out individuals to roleplay with them, no matter what they were doing. And I know plenty of others did, and maybe still do. To say that SAPR is pointless is very far fetched as they have a good reason to exist in the server, as well as the IC laws surrounding the IC state. I've come across some good SAPR roleplayers, but I have also come across some who are incredibly poor and just use it as an excuse to patrol. This last statement I made is one of my biggest concerns. I could throw a dart at the list of SAPR members and I'd bet I'd hit a name of a character\player who's using SAPR as their last chance for LEO RP because they were kicked, or banned, from PD, SD, SFM or FD. In some cases, kicked and banned from more than one faction. The faction is certainly a good prospect and idea. It's just been executed horribly, and the individuals in the command chain need a reform or to slacken their numbers, as they've taken a bigger bite of a sandwich than they can handle. I don't even want to begin on the prospect of a 'SAPR Tactical Team' that's allegedly being made. What truth there is to that? I'm completely unaware, it could be entirely rumours. But if it's true, then that should be enough for anyone in this discussion to know where SAPR have turned to.

  5. But there is no shortage of opportunities for criminal roleplay at all. There is never a concern that criminal roleplay is being choked out. Its entirely the opposite, and it goes way further in that direction. If anything, poor criminal roleplay suffers from law enforcement presence. If your character doesn't wish to be spotted by law enforcement, then the default reaction shouldn't be "there is too much law enforcement present", but "perhaps my character wasn't careful enough and got caught". The reaction towards law enforcement presence also assumes that you are taking some sort of OOC loss by having a character arrested or a plan that's being thwarted. Why is this? Your character's story doesn't stop, it continues (assuming they survive) but perhaps in a different direction than the character had wished for, so what? Its not roleplaying to win, its roleplaying to tell a story.

  6. @Akali Just for reference, this is the only survey SAPR has officially placed out.. The other random county survey that came out was just a former member of SAPR, but leadership had nothing to do with it nor did we collect data on it. This is our first one. I'm here for questions overall if people want to ask them but, the only real question I see here in the main thread is "Is SAPR needed" and "What are they doing that LSSD can't". My answer is yes and yes. We released the survey to get community feedback and we are getting some amazing feedback overall. Some trolls, sure, but even the trolls are making us think about some more stuff we can do. We are praying the hunting/fishing update that one of our members put out helps the overall community engagement out in the parks/hunting zones - as it will really open the opportunities to the public. Sure, we are in the county - but we also came to the conclusion that a lot of hunters don't want to hunt because their isn't really a "gain" for it. The new hunting/fishing suggestion & future update will hopefully help that out a lot and give people the *need* to hunt to supply. We are pretty clear we are willing to accept complaints about SAPR people attempting to act as a primary LEO and focusing outside of State Parks.. But just because you see one, doesn't mean they are always in the wrong. PD/SD/SAPR constantly work together.

  8. By this way of thinking we should just have one single law enforcement faction that does everything. I never thought I'd be openly going to bat for the SAPR, but honestly I feel a lot of this is misguided and the OP and subsequent comments are coming at this from a really poor angle. I would consider myself one of the most apprehensive people when the park rangers first opened, being very cautious as I believed it was simply going to be another LEO faction and force its way into the Sheriff's Department's realm. My opinion changed whilst leading the LSSD for the first ~6 months of SAPR's existence, we've maintained great relations and they've served to enhance the compliment the Sheriff's roleplay in rural areas and vice versa. In fact, it's not uncommon for Park Rangers to enhance roleplay for people roleplaying in rural areas, illegal civilian and other LEO's. There may be some good points here about some concerns with day-to-day operations, but unless it's a systemic issue that can't be resolved with some quick changes, it doesn't necessarily justify the eradication of the faction. Every opening and closing of a new legal faction should be weighed in a pros/cons analysis, and in the context what are the benefits of closing down the Park Rangers when their existence is a net good in the server even if you don't see it personally? I don't see how you being inconvenienced while farming wildlife like it's an OOC minigame ("hunting runs") justifies the closure of a faction entirely. Hunting is not here to "farm money" but to create outdoor, hunting roleplay with a little bit of financial incentive on the back end.

  10. Was fun in the beginning, and park rangers are generally not bad roleplayers. They just love to choke out criminal roleplay and stomp their foot down on your throat. As of late there’s no going around them, the county used to be a niche sanctuary with a certain vibe to it. Now there’s times where its more heavily patrolled than Davis. You’ll get rangers camping laboratories, digging in the ground in the most remote corners of the Grand Senora desert gets you surround by rangers. Nearly every run be it on trails or just the open road gets you scrutinized by rangers. And nearly everything is a national park.

  11. 1. I am pretty sure hunting was created as a recreational activity and not as a means to become rich. 2. Does a faction existing, even if as you say it's not really needed, hurt anyone? SAPR people are having fun, people interacting with SAPR mostly have fun. You lose nothing.

Rule 1.1 of the Property Rules & Regulations states: I believe this rule should be altered to explicitly include players who buy properties with the sole intention to trade them after the 2 week period is up. By not selling the property, and instead trading the property, some players have managed to skirt around the rule as it is written, despite their actions being equally as harmful to the server's housing market. Players who buy properties only to trade them soon after as a means of attaining a more "desirable" property are in fact hurting the server's housing economy. It shows that these players had no intention to roleplay their character in that respective area, and are only using these newly acquired properties as a stepping stone on their path to get what they really want. All the while, by taking these properties off the market and excluding their availability to players who own properties that they desire, they are depriving other players of the ability to roleplay in these areas. Someone should not buy a house in Rancho, only to try and trade it soon after for a house in Vespucci Canals. By doing so, they have deprived players who actively sought to roleplay and own property in Rancho of the availability of that property. Rule 1.1 was made with the intention to stop players from treating their properties as mere monetary assets to be bartered, traded, and sold for whatever intention they desire. Properties should be treated as assets to assist in roleplay, not a means of attaining a property somewhere else.

  13. This is the only "rule/protocol" on the matter on the LSSD's side, and has existed since the inception of the SAPR faction. I think it goes without saying that a provision where one agency can fill gaps of another exists in case of emergent circumstances. That being said, nothing exists that just makes us go "lol you're cops of the entire county now", and it certainly is not something new. As for my personal opinion on the matter this topic is about, it would be nice to see the people within SAPR dedicate more time to realistically portraying their real life counterpart to get in line with the generally server-wide aesthetic. I do think there is a place for this faction, but advise people to be wary about blurring the lines between what this faction set out to do and what it may become.

  14. It’s counterintuitive to attack a straw man but it’s still a game and there’s a stark difference between being a dumb criminal, getting caught. And police literally camping your spawn, lab, compound and home. This being a complex game with complex people, my situation is only representative of my own. And I can personally say that I stopped roleplaying front end crime all together because of the significant growth of county law enforcement, the fact that jail times are now mandatory (meaning that I’d have to spend IRL months in jail), and the manner in which law is being enforced period. I know of others who do the same thing. Is that a problem in itself? Probably, but not big enough since there’s always going to be dumb criminals. But it effectively alienated and removed a number of players from a particular field who would otherwise (or previously) participate in it.

  15. Fiiiiiine, I'll elaborate. Some of the oldtimers here will still remember when in an old version of gta rp someone came up with the incredibly controversial idea to "undermine the PD's monopoly on Law Enforcement" (so one possible point of view). Needless to point out, eventually things calmed down and nowadays SD is lore for anybody same as never finding a mayor that doesn't get themselves booted immediately for something, and while we still have the rethorical arguments about whether or not they should rp in the city as that's realistically not their jurisdiction, we won't make a big fuzz over it. Why? For the simple reason we're all used to the existence of SD, so we don't spot it as systematic flaw even if it situationally might bother us ic (as anything might depending on where we stand). There is a constant concern criminal roleplay gets choked out- by criminal roleplayers, unironically (and while some of them have established factions and long standing characters or activity here, others in that scene just as much do what we discussed on the other thread yesterday to simulate success in criminal endeveaours opposed to like, actually trying ic ). To understand where this is coming from one has to take lsrp's history in account (WHY?!), where a big bad PD with 300 members was patrolling the streets and while ultimately it all worked exactly the same and you could pack people in a trunk at gunpoint at any corner if no one was watching, of course it made for a vastly different setting than our ghost-town does. Furthermore, back then there was an at times unhealthy direct competition on ooc goals when criminal factions aimed to achieve the desired "official" status, coming along with some supply in guns and drugs, and on the other hand the Detectives who were effectively charged of trying to bring these down again. Now while I can't comment on how it evolved on gtaw from 2018-20, not having observed that here, the base principle is simply correct: Law Enforcement, if consequently acting out its role, can have the means to literally shut down any criminal roleplay (because it's illegal, d'oh). Exceptions stating the rule though, the usual role model are Tony Montana- types, not that buddy of Jesse Pinkman who wears the funny hat and gets beaten up all the time. Now while I'll be the first one to go ahead and say people should roleplay more losers (it's hilarious lol, try it), it's also not hard to guess that obviously this is not a particular popular concept- winning, as a matter of fact, is enjoyable, and I just as much also let my character succeed situationally when she can because roleplaying depression over constant failure is also no really motivating concept, no matter what profession one follows ic. Not "playing to win" is an honourable approach, however one needs to take in account regardless that our playmode here first of all lives of conflict between players - conflict creates roleplay, and this counts double as much in the criminal scene where people effectively fight over stuff, with guns in case. This reaches from small random encounters like that robbery at the corner up to big scale wars- and is by no means limited to open violence as sole tool. Why do I pick this point out: Because there's often a vital misunderstanding when it comes to the mentioned story-telling, and people plan that step too far ahead (i.e. calculating in to get away unseen with whatever, despite failing to take precautious matters actually ensuring so). As soon as then something happens that doesn't fit their story- such as a law enforcement officer of no matter which faction interfering, to name a prominent common example- the storytelling approach overwrites common sense and forces the storyteller to play to win to continue their story (unless they're flexible enough, but not everyone is), and they'll for example have to try evade the police unreasonably because in their next chapter they sit at home already and roleplay the heavy trauma from the dirty deed they just committed and got away with.

  16. They should’ve been fish and wildlife or highway patrol, infact they should just be highway patrol. Rangers in the US are kind of the Jack of all trades of public service, LEO duties are a third of what they do. They also provide EMS, search and rescue and guidance to National and State Parks. SAPR… kinda of had a bad foundation, they took the job of fish and wildlife, and expanded on it. Which for rangers just doesn’t make a lot of sense, yes they deal with poachers, but fish and game management is a FW warden job. Also their green state trooper hats are horrible. Why they didn’t use the tan hats used by rangers across the United States is unknown. If you guys wanna look like Highway Patrol, just be Highway patrol. Rangers should’ve been like 1-4 dudes in a station in Chiliad who use jeeps and a cessna. Occasionally helping hikers get by. Not their current hodge-podge of duties.

  18. Reform is needed in my opinion. I’m not too educated on the topic but something irks me about seeing another law enforcement faction that is the equivalent to Grapeseed PD. Ive heard some bad things about SAPR, and a member trying to fine someone for running back to their car after crashing. It just needs a shape up or should be replaced with SADCR.

Heroes Assistance Program applications are now up and running, ready to be processed so that you may receive financial aid for medical bills. Last week, State Treasurer Sofia Moreno addressed the public at the capitol building on this issue. She was very excited to announce the program as she stated that law enforcement and firefighters often deal with a whole host of health issues stemming from the danger of their work or lifestyle adjustments they undergo for the job. Moreno and her office worked hand in hand with Pillbox Hill Medical Center. The two have produced an easy to use form that will be filled out by officers and firefighters that wish to apply to the program. If eligible, the first responder will receive a one time monetary grant of $30,000.00 to assist them medically. Sofia Moreno closed her speech with a warm statement to first responders: "I wish to personally thank each and every one of the brave people who give their all, day and night, to protect the citizens of the State of San Andreas. Thank you for your service and God Bless America" (Sofia Moreno delivering her speech on Heroes Assistance Program Act of 2021 from the steps of the capitol building.
