  1. This thread is a continuation of Kkangpae under new leadership and name, same characters and same roleplay. Thank you to @Crocker for passing the torch and his efforts for Kkangpae: https://forum.gta.world/en/topic/21407-k-town-kkangpae-깡패/ In a similar way to Kkangpae, locals and loosely affiliated persons with the faction will also post on this thread to showcase their roleplay and how having a street group in the area impacts their characters. We will still be about providing roleplay for the area of Little Seoul. Seoul Park Boyz 깡패 ..a continuation of Kkangpae. History: Little Seoul, also dubbed as Koreatown, possessed a criminal underworld that was controlled by a Korean-oriented organized crime group for decades, mainly operating through drug trafficking, car-jacking and also had their hands in arms trafficking. The people of Koreatown have always protected each other and even their appropriate businesses, especially after the Los Santos '92 Riots, the organized crime group that secretly controlled the area was no different than any ordinary citizen; some would say they were more protective. In recent years, Derrick Wang, Steven Paek, Jay Jin, and Marshall Kyung rose into power as authoritative figures under Robert Hwang within the heart of Little Seoul, their main base of operations. Their long-standing grasp on the local community earning them favors, as well as coursing them into debt, with other criminal outfits within San Andreas’ hold. Tensions were constantly altering through the ranks of the organization from the death of Richard Hwang, the brother of Robert Hwang, as well as his wife counterpart. These figures had been long-standing members of the underground criminal Korean organization, both participating in the explicit contraband trafficking as well as personal hands in sexual exploitation of local females in poverty. His tragic death, as defined by law enforcement entities, failed to encompass the betrayal against Robert Hwang which assumingly is what led to the early demise of his brother by blood. The weight of responsibility weighed down as law enforcement locked onto Paek, forcing him into covering his tracks and removing himself from the eye of the public while Wang fled the country. In quick succession, the retirement of Jin led to mass disorganization within the criminal outfit, forcing Maddie and Jason Yeun into positions they were far from ready for. The Yeuns swiftly climbed the ranks within the family, becoming major authoritative figures and holding their power in Koreatown, known and liked by the people due to their community presence for years. They worked closely with 213 Seoul Tigers which were under the guidance of Joshua Whang and Bruce Myong, however, experienced numerous clashes with the nearby Japanese and Filipino outfit, resulting in multiple incidents of gun violence and losses on all sides. An attack orchestrated by Westside Palomino Satanas Gang on Jason Yeun and Avak Zakarian within Koreatown due to 213 Seoul Tigers’ conflict left the relationship between the groups fragmented, the automatic fire could be heard for blocks as Jason barely escaped with his life as his vehicle was plastered with AK47 rounds. Law enforcement entities sustained the deaths of 3 Special Weapons And Tactics operators within the mass amount of gunfire. As a result of the act of violence within the Koreatown community, and against one of the main figures, the Yeuns acted in unison to call a meeting with all members of the local community criminal outfits in an alliance that would plan to launch against the Satanas Gang. This major incident would be the first of many that began to show the Korean-oriented organized criminal outfit turning into a loosely affiliated Asian-oriented street outfit. The Yeuns having risen to become prominent figures of leadership act out in breaking free of the chains of their predecessors in order to achieve their own agendas; money. As time progressed, the Yeuns eventually retreated from their leadership positions, allowing for Marshall Kyung and Eric Hyun, to assume leadership of Seoul Park Boyz. With intentions of reaching new heights. Having broken free of the chains of their predecessors with the aid of the Yeuns, both Marshall and Eric apply their knowledge and experience in leading Seoul Park Boyz. Asian Street Crime Seoul Park Boyz 깡패 is the new generation of Korean criminals led by Marshall Kyung and Eric Hyun, after the Yeuns passed on the torch to the duo, to keep their power and Koreatown in their control from opposing groups who seek to take up the mantle. They continue to possess their throne in the criminal underworld of Koreatown but instead show a public image within Asian Street Crime. SPBZ has access to multiple sources of income, the main part of their operations consists of their influence through drug trafficking, counterfeits, as well as the car-boosting scene. Their operations remain as they had been for decades prior, however, their internal structure crumbled under the pressure of law enforcement which forced them into making money by any means, and quick cash had no place within the family they broke from. Abstract Because of the dramatic increase in Asian and Pacific Islander populations, and the willingness of Asian gangs to travel great distances to commit crimes without the territorial constraints associated with other ethnic gangs, police officers need to be aware of the basic characteristics of these criminally oriented organizations. In this discussion, Asian street gangs are broadly grouped into two categories: Oriental and Pacific Islander gangs. Following a general discussion of the characteristics of these two types of Asian gangs, the manual describes in detail the organization, unique features, and criminal activities of the various Chinese, Vietnamese, Korean, Japanese, Cambodian, Filipino, and Samoan street gangs active in Southern San Andreas. 5 appendixes. OOC Section Seoul Park Boyz 깡패 aims to portray a realistic representation of Asian-American street groups within the area of Little Seoul after the local organized-crime family became defunct. SPBZ is an Asian group of street criminals based within Little Seoul, area code 213, which takes inspiration from numerous groups/gangs and news sources from crime in Los Angeles. This faction is not a replica of Asian Boyz (ABZ), while the name and information shared are similar, the gang has no affiliations to Crips and we do not replicate the rivalries of ABZ. This faction is not limited to only characters of Korean ethnicity and will accept Vietnamese, Cambodian, Korean, Laotian, and Filipino among others.   2. Due to time constraints and real life commitments, I'm going to have to take a step back from the faction and as such it'll be going under a concept-change in Koreatown. I'd like to thank everyone who has roleplayed with us, past and present, for being part of bringing the area to life as well as a great roleplaying experience. Keep your eyes peeled.

  3. Sandy Shores is a small town located near the middle of the Grand Senora Desert Blaine County, San Andreas, United States, situated south of Grapeseed. Sandy Shores has a dry and arid climate as it is the home to many coyotes. The town used to have a population of nearly 3,010. There is also a landing strip nearby the town which is used often by companies and such. The Sandy Shores Community is small, but also used to be a holiday resort for the outsiders. The community has been a poverty-stricken society for a long time, formerly used for meth labs, trailer parks and drug addicts. Despite all of this Sandy Shores has several major chain businesses around, two of them to be the popular Ammu-Nation and the 24/7 store on Algonquin. Out Of Character Information You have the freedom to role-play whatever character you please whether it is illegal, legal or a mix of in-between long as it fits with the environment of Blaine County same for the used assets. (eg. Ownership of a trailer park while not driving a luxury vehicle) We are not a gang or organized crime group but a community of residents from different backgrounds whether you are homeless, drug addict, an immigrant, Juggalo, etc. The possibility is whatever you want your character to develop into. State of San Andreas Official Press Release From the desk of Jennifer Clarkson, Chief of Communications: For Immediate Release to the General Public: Branch Goodwater Sworn in as New Chief of Police for the Los Santos Police Department: September 19th, 2021: This evening marked an important event for Los Santos, the naming of a new Chief of Police. There was a huge turnout for the appointment from law enforcement agencies, government officials, and citizens alike. Jacqueline Coburn, Chief of Staff for the Los Santos Police Department (LSPD) started off the event by thanking everyone that had attended and introduced several important figures from law enforcement agencies and branches of government. Chief Branch Goodwater will be the fifty-ninth Chief of Police for the LSPD. He has a long service record with the department, starting out many years ago as a patrolman. As a sergeant he was the assistant commanding officer of the Air Support Division, later upon becoming a lieutenant he led this division to what it is today. He rose through the ranks of LSPD to Deputy Chief, leading the Counter-Terrorism Division and Special Operations Bureau during his time of service. Jacqueline Coburn stated that Chief Goodwater had served the city and it's people well, that his experience and passion qualified him to represent our Department and the men and women who have sworn to protect and serve. Shortly thereafter, Jacqueline Coburn invited Katherine Houghton onto the stage to sing the National Anthem. The Anthem was sung in both a beautiful and respectful manner before the podium was turned over to Senator Adrian Rossi. Senator Rossi is a former LSPD Sergeant who had served with Chief Goodwater in the past. The interaction between the two was nothing short of a strong display of camaraderie, respect, and friendship. Senator Rossi stated that Chief Goodwater is someone who is the literal definition of an individual that serves and protects; a true role model and inspiration for any and all he came across, regardless if they had a career in law enforcement or not. Senator Rossi spoke about the high standards to which Chief Goodwater held himself and others too, and how he had no doubt that the Chief would hold the entire police department to those standards in the future. Senator Rossi was honored to be a part of Chief Goodwater's appointment and personally commended him for his achievement of becoming Chief of the LSPD. At the end of his time at the podium, Senator Rossi turned to Chief Goodwater, congratulating him and wishing him success while serving and protecting Los Santos. Senator Rossi and Chief Goodwater shared a moment of brotherhood at the conclusion of his speech; something which certainly sprouted from their duration as fellow servicemen. After Senator Adrian Rossi vacated the podium, Mayor of Los Santos Marcus Cambridge took the podium. He noted the efforts and achievements that were made by the department under Chief of Police Jocelyn Ingram and that Chief Goodwater would be equally dedicated and prepared for the role. Mayor Cambridge stated that he had complete confidence in Chief Goodwater and he would continue to safeguard our citizens into the future. After a short speech he invited Chief Good water to the podium for his oath to office. After Chief Goodwater swore his oath, Mayor Cambridge retrieved a badge from the podium, pinning it onto the uniform of Chief Goodwater. At this time Chief Branch Goodwater himself turned to the podium to address the gathering of individuals. Chief Goodwater thanked those present and stated he was honored to stand before everyone. He thanked Chief Ingram, Assistant Chief Gallagher, Deputy Chief Ortega, and Chief of Staff Jacqueline Coburn for their leadership abilities. Chief Goodwater stated that he was honored to lead such a wonderful police department full of men and women who were willing to put their lives on the line for Los Santos on a daily basis. He noted that he didn't lead the department on his own, that it was both the officers and civilian employees who work tirelessly day and night for the community. Chief Goodwater said he was honored to serve alongside his fellow servicemen in his new capacity, just as he always had been, that together they would ensure that Los Santos and the State of San Andreas would be a safe place for all. Chief Goodwater then took time to specifically address the officers within the department, stating that he would do everything in his power to protect them and serve them so that at the end of every shift they could return to their family and Loved ones. Chief Goodwater emphasized that he and his team would be working as hard as they could to ensure police officers are provided with the tools necessary to safely enforce the laws of both the city and state. Chief Goodwater also affirmed that he looked forward to working with city leaders, the state senate, and fellow agencies to provide the community with nothing but exemplary service. Chief Goodwater paid tribute to all those that have fallen in the line of duty over the years, those who gave the ultimate sacrifice so that Los Santos and San Andreas could be a safer place. Chief Goodwater insisted that he would be there for officers to the best of his ability in moments of triumph, in moments of mourning and trials of hardship. He would be there to protect his officers and pick them up when they are low and applaud them as they succeed and respond to the call of duty, Chief Goodwater concluded his appointment ceremony with a call to prayer regardless of faith. He thanked God for the wonderful journey that is life. He prayed that the most gracious Father would watch over those that worked to protect their fellow man, woman, and child, knowing that they are prepared to make the ultimate sacrifice. Chief Goodwater prayed that when times are dark that God would protect everyone called to the line of duty. He prayed for God to watch over and protect every citizen of Los Santos and San Andreas. He Thanked God for his love, grace, and mercy before ending his prayer and wishing safety and peace upon all those present. The event in totality was perceived well by officers, officials, and citizens in the audience. There was much applause for the new Chief of Police, it seemed most in attendance were positive and happy to have Branch Goodwater sworn into his new duties.   9. Cartier " Clutch " Diaz Cartier Diaz born September 18th, 1985. Forced to become the head of the Diaz family at a minor age, Cartier Diaz was forced to mature quickly as he was growing up and being looked at as a leader wasn't a easy task. Cartier originates from South Central, always humble and collective throughout all the obstacles that were thrown his way. He was raising three brothers and striving to do anything in his power to make sure that they were safe and always healthy. Coming from the slums, Cartier slightly involved himself with gang violence due to him having less guidance than others. In his late twenties Cartier came up upon multiple opportunities to break the poverty barrier within the Diaz family, so he took them and did anything in his power to maintain the perks of these opportunities. Cartier has worked his way up the food chain, building a positive but devilish image revolved around him and the crew he surrounds himself with. A entrepreneur using his power to the best of his advantage to keep himself at the top.

  10. Koryo-Saram (the Soviet Korean phrase for a Korean person) During the 19th century, the Joseon Dynasty's decline in Korea became blatantly apparent. The falling economic conditions meant that a small percentage of wealthy landlords controlled agriculture in the Peninsula, with their peasant workers struggling to survive. Many perished due to starvation and malnutrition over the decades. Resultantly, Koreans migrated out of the Joseon Dynasty and into Imperial Russia, starting in the 1850s. Korean emigration would continue into the 1920s, especially due to Imperial Japanese occupation, and the establishment of the Soviet Union. Korean immigration into Asian Russia was largely halted by the Communist regime in the 1920s. In 1937, Stalin began a campaign of massive ethnic cleansing against the Soviet Korean people. The regime forcibly deported everyone of Korean origin living in the Russian Far East to the largely unsettled Steppes of Central Asia. Stalin viewed the Koreans as "unreliable people" and an enemy to the state, falsely accusing them of collaborating with the Imperial Japanese as spies. Many Koreans died while crammed into train cars that transported them into primarily Kazakhstan and Uzbekistan. They arrived in the Steppes with nothing but the clothes on their backs. Similar to ethnic Germans, the only marking for a human settlement was a literal sign in the ground with a generic name and number. Deportees were expected to build their own settlements with what the land offered them. It was through this process that ethnic Koreans became widely renowned rice farmers in Central Asia. Although Korean community infrastructure such as schools, recreational centers and cultural associations were formed, the Soviet regime banned them in the 1940s. Their urban and rural enclaves were torn down and replaced with entirely Russian districts, where they were forcibly assimilated into Russian culture. Similarly, Koreans were prohibited from joining the Red Army during the Great Patriotic War, and instead many toiled away in the "Labor Armies" of Central Asia. They did this with other repressed ethnic groups such as Ukrainians, Chechens, Ingush and Germans. By the 1950s - 60s, many Koreans had lost their "Koreanness" and only spoke the Russian, or to a lesser extent, Turkic languages. This happened while they were engaged with Russian customs and culture. Koreans were permitted by the Soviet state to return to the Russian Far East in the late 1950s. According to Russian and Kazakh demographers, most Koreans in Central Asia and Europe aren't purely Korean anymore. Many are ethnically mixed between Kazakhs, Uzbeks, Ukrainians and Russians. The majority of Korean youths are unable to read, write or speak Korean anymore. The Koryo-mar dialect of Korean, also known as the Koryo-saram language, is in a decline among younger generations. Many fluent speakers are considered elders, as they're middle aged and elderly. (A map that shows the 3,700 mile trip from Far East Russia to Central Asia, Kazakhstan.) Denis Tyo was born into an ethnic Korean family in Kazakhstan in 1993. Tyo may have mixed Russian and Kazakh ancestry, considering his family had lived in Kazakhstan for over 60 years. He was likely raised in a Kazakh city until the late 2000s, when he emigrated to South Korea with his family. Many Soviet Koreans have slowly returned to South Korea in the 1990s on-wards. Prior to moving to South Korea, his family considered going to Russia instead. Tyo visited Novosibirsk with his parents for about two weeks in 1999. Shortly after, he obtained South Korean citizenship in his late teens. Around the same time, he was conscripted into the Republic of Korea's Army. He served 2 years as an Infantry Soldier and did a 6 month tour of the DMZ. He left the military in his early 20s after completing the tour. Throughout his 20s, Tyo started a family with a childhood friend and life-long love. He additionally finished a vocational education and was employed as a laborer in South Korea. In the late 2010s, Tyo legally immigrated to the United States with his family. He settled in San Fierro, SA. Shortly after settling in the city, he caught his wife having an affair with a local American man which ultimately changed him for the worse. He filed for divorce, and in the process lost half of his assets. The marital courts issued split custody, but this agreement is rarely honored. Tyo’s wife is with their kids in San Fierro, SA most of the time. He only gets to see his kids a few times a year. Denis arrived in Los Santos somewhere around 2019-2021. Since residing in the city, Tyo can be seen within the area of Little Seoul & Vespucci working blue-collar labor, menial service jobs and at times petty crime. He suffers mild PTSD from his years in the South Korean army and has heavy drug and drinking problems.

Because no matter how much we tell ourselves it's a roleplay server, people will want financial gains above all else, I'd suggest to lead by example and encourage people to start unique businesses by doing it yourself. Edit: Also as of yet only bars and clubs offers a place for people to socialize outside of their tight-knit OO/IC group, which makes bars and clubs a more preferable area of roleplay, and of course the owners rake in money from it.

  12. I’ll have to disagree with you on this. Transferring of sever assets and refund requests don’t have any grounds of relevancy when it pertains to admin decisions.
