Won't be even using a format, but it's a very simple suggestion. Simply add a new UCP section for jail slots to ensure top quality roleplay. While I also do understand that this is a huge opportunity (and I also do appreciate it a lot) to get some interesting roleplay, there's also a group of people who simply disrupt the roleplay due to their poor quality rp skills (which don't exactly fall under a rulebreak, and RPQM'ing them would take ages) and they pose the issue here. It is not about gatekeeping, it is about ensuring that people getting those jail slots are INTERESTED in custody roleplay and already have the knowledge or are WILLING to learn.
