  1. Feature Showcase: Richman Hotel + Hotel Script General Information: Thanks to the hard work of the Mapping Team, we are proud to announce the opening of the Richman Hotel. A huge thank you goes out to @Tiddy, who mapped the majority of the hotel and did an amazing overall job with the design, and @PlayerX, who designed the main hotel room, for mapping the place entirely from scratch over the last few months. Another thank you goes out to the admins @jesscatXD @Adv and @MomoIsHere for setting the script and the entire hotel up in-game. Also thanks to @Bombie for initiating the project. A lot of dedication, detail and love went into the custom-mapping to offer all of us a new area to RP in and enrich our experience even further. The city's latest temporary housing option aims to give it's guests a small taste of luxury, with options to use the amenities such as the pool, spa and also an office for possible hotel staff, when it comes to special occasions. The hotel includes a grand lobby that leads to two elevators, which each leads to a set of four floors. There are in total 108 rooms available, which will be entirely private, unlike the previous system with renting motel rooms. More importantly, the hotel also features a spa and a ballroom, which will be open at all times and can be used for events and activities freely if considered reasonable. For example, the absolutely astonishing ballroom can be used for a wedding or other festive occasions. In the future, it is planned to add additional bathroom stalls around the pool area and also an entire new area that will be used for suites, which will be more personalized but a bit more expensive. These will also include a balcony for each of them, but that’s a feature that will be added later on. Additionally, the Richman Hotel Restaurant is also a new opportunity for players interested, as there will be a business actively revolving around the hotel. This will be made available via leasing requests. The hotel is planned to stay server owned for the time being, but anyone is free to roleplay around the area, as it will stay unlocked and public at all times. The hotel can from now on be located by the yellow hotel symbol in the Richman area. Another hotel, the Venetian Hotel in Vespucci, is also in planning and will follow suit soon, utilizing the same script and principle. Script Information: When renting one of the hotel rooms, only you and up to 3 others you give keys to will have access. Rental cost is per hour, and the maximum is 12 hours.   2. Update 2.2.8 Additions Added a new nametag display system, that hides the nametag of the other characters if your character cannot see them! Added /gloves, use /gloves help to see all options. Your original /outfit clothes should have no gloves torso saved on it, otherwise 'none' option won't work. Three examples: Changes /examine output has been cleaned up, all irrelevant not set data will no longer show. (e.g. no injuries visible, no drugs signs) ELS Siren buttons now also support Numpad 1-6 Fixes Fixed this weekend's server crash that happened 4 times Cuffs object when being cuffed.   3. 'Scratchpads' as we call them in the team, are quite literally just notes on a player. They help us gauge whether a player could pose a threat to break a rule or if they have been verbally warned not to break rule before. They are there for the sole purpose of making our jobs easier, they don't act as a physical punishment on your record and in almost every case we're not going to punish off them but rather reference them in a punishment, "You've been verbally warned about this already" ect. We also use them for a number of other admin related purposes like tracking potential ban evaders, hence why they are private. We're not gonna put a public entry on your record saying 'suspected ban evader, watch closely' as thats incredibly dumb and defeats the purpose entirely. We're not going to put things like 'bad rper' or 'weirdo' as that can be attributed to opinion. Scratchpads are only to help us gauge potential problems for the server and to make admins lives easier, they don't need to be public and won't be public as doing so would only be a hinderance to the team, not a positive. Rulebreakers would know they are being watched, banevaders would know admins are onto them and the list goes on. Also... GDPR requesting over a scratchpad entry... really...? You know we spectate players when we have reports about them too right? Or am I breaking new ground?

  4. Hello, and thank you for tagging me @Stormas the de-facto "wrong case law destroyer" let me give you my opinion based off of a few cases that have come along since Terry v. Ohio and Pennsylvania v. Mimms. The best case that I can refer us to is a federal case which I deem the most applicable as opposed to California state law as the question really in question here is not a state law question but a federal question due to it relating specifically to the 4th Amendment to the United States Constitution @Jonesyany deviation from this case would be outside of the scope of practice for a California court. United States v. Stennis, 457 F. App'x 494 (6th Cir. 2012) highlights a new phrase that is not outlined in Terry v. Ohio or Pennsylvania v. Mimms, this term is "protective frisk". In United States v. Stennis, the Defense attempted to suppress evidence gained after officers removed a suspect from his vehicle and performed a Terry frisk, they argued (like the OP) that this was a violation of his rights. This case relied on TWO prongs in validating the officers choice for a protective frisk. 1) A bulge visible. 2) Officers prior knowledge of the defendant. The court is not clear whether both prongs must be satisfied, and in a situation where the court is not definitive on requiring both, we consider that either prongs could hold the same value and that the officer must use a "weighing scale" test to decide. Pulling someone out of a car without satisfying the visual test of seeing a bulge, and not having prior knowledge of the defendant would be Unconstitutional. Pulling someone out of a car with prior knowledge of the defendant likely is constitutional. What defines prior knowledge? Courts do not specify in their opinions every situation that could satisfy this test. However, a few examples would be (1) prior violent felonies, (2) prior weapons charges, (3) prior dealings in violent situations that might not have led to an arrest. I think it is also misunderstood what exactly Terry frisks entail and for that let me offer some clarification from the Stennis case. "Due to the unique dangers traffic stops present for police officers, an officer may, in the course of conducting a legal stop, order a driver out of the vehicle and conduct a Terry frisk should the officer reasonably suspect the individual to be armed and dangerous. During the course of a protective pat down, if the officer detects nonthreatening contraband or weapons on the individual's person, the evidence is subject to immediate seizure." United States v. Stennis, 457 F. App'x 494, 495 (6th Cir. 2012) To highlight where a protective frisk is not applicable we can look at a case such as United States v. Tharpe: "To justify a Terry search, the officer on the scene must be able to point to specific and articulable facts suggesting actual physical risk. Determination of the need for the frisk is judged against an objective standard because the feelings or hunches of an officer are too lacking in substance to effectively guarantee protection of constitutional rights. Just as subjective whims by officers can not justify a protective frisk, so, in light of the protean variety of the street encounter, courts must judge each individual factual context flexibly according to the objective evidentiary justification which the constitution requires." United States v. Tharpe, 536 F.2d 1098, 1099 (5th Cir. 1976) Mere hunches, inclinations, profiling, etc. are not sufficient reasons to satisfy the objective standard for a Terry Frisk. However, prior convictions, or dealings can establish patterns that are acceptable in court. In my opinion any officer who has a dealing with a suspect who has prior convictions relating to violent felonies, weapons charges, or prior dealings in violent situations that might not have led to an arrest they would satisfy one of the prongs established in United States v. Stennis and therefore it would be considered a lawful search and or detention.

Far West Eight Tray Gangster Crips The Far West (F/W) Eight Tray Gangster Crips (ETGC or 83GC) are a predominantly African-American street gang located on the lower west side of Chamberlain, Los Santos. Their neighborhood spreads from Chamberlain Hills to the further West End of Chamberlain. The Eight Tray Gangster Crips fall under the Tray (x3) card, also known as the Gangster Crip card. Alternate Names for the Eight Tray Gangsters are Movin Gang (M8V3N Gang), as well as Shooter (SH83TER) Gang. Members can often be heard calling their turf the "Shady Eighties". The Eight Tray Gangster Crips are known to sports apparel by the Texas Rangers and Georgetown Hoyas "G" logos. Each individual clique can have a variety of hats on its own. The Eight Tray Gangsters consist of the Original West-Sides, the Original South-Sides, the Deep South-Sides, the Bacc West-Side, the Far West-Side, and the Nutty North-Side. Each clique has its own gang-signs and insignia. The Eight Tray Gangster Crips are considered to be one of the largest and most violent street-gangs in all of America. They have spread from the West-Coast to the East-Coast, having sets throughout all of the United States. The Eight Tray Gangster Crips formed out of the Original West Side Crips, led by Stanley "Tookie" Williams in the early 1970s. The Eight Tray Gangster has been dominant throughout the last five decades, recruiting new members and expanding their turf. Even the original Eight Tray members could have never imagined becoming this big. The Eight Tray Gangsters have exceeded every expectation. They are currently allied up with the Shoot First 71 Gangster Crips forming the Low West Gangster Crips to show their new alliance. The Legend of Sanyika Shakur a.k.a Monster Kody Kody Dejohn Scott was born on November 13, 1963. He joined the Eight Tray Gangster Crips at the age of 12. Kody was put on, on June 15, 1975, just right after his 6th-grade graduation. He earned his stripes relatively quickly, being named "Monster" after stomping someone until he was disfigured. Shakur and another gang member hotwired a stolen car, they tracked down a group of rival gang members. Shakur and other Eight Tray members opened fire on a group of approximately 15 Brims shooting several of them. Shakur, armed with a sawed-off 12-gauge shotgun and instructed not to return to the car unless he used all eight rounds of the weapon, shot several Brims gang members that evening. Shakur's first arrest occurred in 1978 at age 14 after he shot at the employee of a fast-food restaurant who had assaulted his younger brother Kershaun and later assaulted and pulled a gun on Shakur. Kershawn Scott later joined the Eight Trays and carried the nickname Li'l Monster. A week after being released from jail, Shakur was arrested again after being falsely accused of shooting a member of the Davis Family Bloods while he and other members of the Crips were on their way to a roller-skating rink. On February 14, 1979, Shakur was arrested for assault and grand theft auto and served nine months at Camp Munz in Lake Hughes, California. Kody is also famous in pop culture, having written an autobiography under the name Monster: The Autobiography of an L.A. Gang Member. Monster Kody passed away on June 6th, 2021 due to natural causes. War Time: Rollin 60s NHC vs 83 Gangster Crips September 1979- When the day began the Rollin 60s and Eight Tray Gangsters were close friends, nothing was really supposed to happen on that day. The only event going on was a fistfight between an R60 and an 83GC member. A fair one on one fistfight. However, that's not how it went down. A guy named Darryl Oakster, who was originally from the Rollin Nineties but switched hoods and has just been on Eight Trays hood for two days thought the fair fight was something more serious, he got a gun from someone around the corner and started shooting. He hit the brother of Big Rick, a Rollin Sixties O.G. in the head and chest, leaving him dead on the scene. The crowd of Crips scattered. Later that same day a car filled with Rollin Sixties O.Gs drove into 83 territory, they confronted a group of 83 members, asking them to give up the shooter. "We want the motherfucker who killed my brother." is what Big Rick said. The Eight Trays responded, telling them that they do not know who did it, as Oakster was just on the hood for two days. The Sixties thought in their minds that the Eight Tray Gangsters don't want to give the shooter up. There was a big meeting between both sets. The meeting turned into a huge brawl. Ever e Sixties have been at war with each other and there is no sign of a peace treaty between the two as of today. Since the day the meeting happened, being September 27th, 1979, the Eight Tray Gangster Crips and the Westside. Shoot First 71 Gangster Crips (Low West Gangster alliance) During the mid 1990s, the Strawberry neighborhood was occupied by several Hustler crews such as the 73 Hustlers and the 67 Hustlers. As the beef between the Eight Tray Gangster Crips and Rollin 60s reached a boiling point, crews were forced to aligned themselves with a gang. The 73 Hustlers turned Hustler Crip in 2003, with the two cliques 7100 Dirty Uno Boyz and the 7300 Gardena Money Boyz being the foundation of the gang. The 67 Hustlers turned Gangster Crip due to their initial close relationship with the Eight Tray Gangster Crips. The 73 Hustler Crips thrived in the drug trade. They were notably flashy and often sought after by women. The attention they got from their community also caught the attention of the Los Santos Police Department. In 2005, a large-scale indictment on the 73 Hustler Crips took place. The indictment convicted most of the figureheads of the gang on drug related charges. RICO and gang enhancement charges left many of the gang members with large prison sentences. The gang was left without stability and leadership. As a result the younger generation withdrew from the Hustler Nation card. In 2008, The Rollin 60s began to pressure the 657 Menlo Gangster Crips and the remaining youth in the 73 Hustler Crip area to turn Neighborhood Crip. The 67 Gangster Crips succumbed to Rollin 60's bully tactics thus turning them into the 657 Menlo Neighborhood Crips. Those who stayed in the 7100 and 7300 block area resented the Menlos for abandoning them during this period. In 2009, the Eight Tray Gangster Crips attempted to bring some of those from the 71 Hustler Crip area under their set as the Dena West clique. The older figures desired for the gang to have their own identity therefore birthing the 71 Gardena Gangster Crips. Between 2009 and 2011 tension between the 71 Gardena Gangster Crips and the Menlo Neighborhood Crips intensified. During the summer of 2011, the W/S 71 Gardena Gangster Crips partook in a brutal gang war against the Menlos that led to several Menlo causalities. The 71 Gardena Gangster Crips took on the moniker as the Shoot First Gangster Crips after being known to shoot any suspected member of the Menlo Neighborhood Crips before asking who they were. This moniker was integrated into the gang's name after the Menlo Neighborhood Crips asked for a peace treaty, which was refused. To mock the Menlos for asking for a peace treaty, the Shoot First Gangster Crips then adopted black rags. 1992, Los Santos On April 29th, 1992, the two police officers who were involved in the Demarcus Witherspoon beating were found not guilty. The Afro-American community was outraged over the outcome. A group of Eight Tray gang members were so outraged by the fact that the LSPD officers were found not guilty that they found a random person to relieve their anger. They found 34-year-old Thomas O'Downey. The Eight Tray Gangsters were caught pulling him out of his 18-wheeler on video. They can be seen repeatedly kicking and striking him in the face. He was also hit in the face with a brick. The members then picked his pockets. The Eight Tray Gangster Crips were heavily involved in the 1992 Los Santos riots. 6 Gang Members Arrested Over Shooting Of 2 Teenage Girls Six suspects who were arrested in the drive-by slayings of two South-Central Los Santos teen-agers on Monday night have been identified as members of the Eight-Trey Gangster Crips, a particularly violent group that gang workers say deals heavily in rock cocaine. Five of the suspects were taken into custody late Monday, shortly after two girls were gunned down in an apparent case of mistaken identity involving a drug rip-off, police said. Jamee Finney, 13, and Latonjyia Stover, 18, died after the red 1988 Pontiac LeMans was riddled with bullets late Monday. According to police, gang members had been looking for someone else. Low West Gangster Crips x Shady First Groovy alliance: The 83 Gangster Crips & the 83 Hoover Criminals have always had a tightknit alliance and the 2 gangs have fought their enemies side by side together in a lot of cases. Both gangs share a common hatred for all Rollin O Crip gangs and all Neighborhood Crip gangs. The 2 gangs often hang out with each other and go to the same schools as both gangs reside on 83rd and Chamberlain and share the B.J Smith Recreational Park area. The 'Low West Gangster Crips (SFGCxETGC) x Shady First Groovin (71SFGCx83HCG)' movements signify their close relationship. Allies and Rivals of the Low West Gangster Crips: The Low West Gangster Crips are allied with most gangs that fall under the Gangster Crip card (3x), such as the Avalon Gangster Crips and the Main Street Mafia Crips as well as the Broadway Gangster Crips and certain fractions of the Hoover Criminals Gang such as the 83 Hoover Criminals. Due to the high volume of 83 Gangster Crips, and 83 Hoover Criminal members co-existing on Vermont Avenue. It's been noted that ETGC and MSMC have developed beef, due to the 83 Gangster alliance. The Shoot First Gangster Crips are allied with the 83 Gangster Crips and 83 Hoover Criminals. They are rivals to all Neighborhood Crips, especially the 657 Menlo Neighborhood Crips and the Rollin' 60s. The 62 Harvard Park Brim are the newest rivals to the SFGC gang. Due to the 83's having a bitter feud with the Rollin 60's Neighborhood Crips, they decided to become allies with a former Blood gang by the name of Davis Family Gangster Bloods that's located in Capital. OOC Information: This is an INVITE ONLY faction. All interactions and recruitment will be strictly In Character. Leadership is very selective of who can join the faction or not, with that being said if you wish to become a member of the faction you will undergo a background check which includes Leadership asking for your admin record, your character/roleplay plans if given a chance into the faction and so on. Leadership reserves the right to accept or deny your request to join the faction based on your bad admin record/bad OOC behavior, lack of effort & creativity and so on. It's an obligatory for future aspiring members to sign our character kill agreement which can be Direct Messaged to me on the forums @10mm God. If you are accepted as a member of the faction by Leadership, you will be invited to the Discord where you will be given the "[TRIAL] Civilian/Community Member" role. During the Trial period, your OOC behavior/conduct as well as your roleplay skills will be briefly evaluated. If your OOC behavior/conduct does not meet up to the factions standards as well as GTA:World's standards, you will be removed from the faction. Leadership and High Council of the faction will help you better and strengthen your roleplay skills, if needed, as long as the individual has an open mind, good effort & the right attitude. Displaying a negative attitude, being closed minded & lack of effort will not help you get further in the faction and you will eventually be removed from the faction.

Short description: pipes, bongs and needles Detailed description: I was thinking can we add in script items such as needles, pipes and bongs that are sold through stores like Greene's Smoking Gadgets. Then bringing in the script that you can't take certain drugs that require needles, pipes and bongs without first buying the product and having it in your inventory with the drug. Commands to add: Not sure if you need a command for this, just allows us to make script items at the appropriate store, sell and people have them in their inventory to match with the drug. Items to add: Bongs, Pipes and Needles etc How would your suggestion improve the server? Adds more realism to drug taking, as well as adds a purpose to buying script items from a shop like smoking gadget stores. They would also end up being another product pawnshops can get their hands on and sell for a profit. Additional information: If people can add onto this suggestion or make it better, go ahead. I'm not really knowledgeable on drugs and the equipment that you need. Added: This should have a usage duration as all products age and need replacing.

  7. Hello I was the officer that pulled you over, well my partner was, I simply conducted a training patrol as he's a rookie. Once seeing your record, it was decided to get you out for a Terry frisk. You had multiple charges regarding murder and attempted murder on your record as well as priors to being a felon in possession of a firearm as well as a closed high risk warrant. You reported it during the initial scene and it was explained to you then and there. I understand your frustration but a character with your record is gonna be treated that way. You kept trying to go ooc and eventually pked yourself out of any consequences. Nobody in any LEO faction is gonna randomly frisk you for being a gang member. High risk traffic stops exist.

  8. That's totally unfair though. If a non cop player does something unrealistic what typically happens? The situation is voided and the player punishment. I don't want to make this topic into what it isn't but the amount of violations that occur you can't just sue, sue, sue.

  9. I wish to preface this by saying that I am under-aged. I've been role playing for the past 5 years and I've enjoyed every bit of it. It's definitely a hobby of mine and probably one of my favorite ones. Just because somebody is under-aged does not mean they should not be able to play and enjoy this game, or have to feel uncomfortable whilst playing it. One thing that makes me and many other people in my age range, and outside of it too, very uncomfortable are the ads in reference to pornographic companies, sex stores, and all from that nature. You could say you can just toggle your ads, but that does not just stop those ads from being displayed to me, it's all ads, which limits mine and many other peoples role play opportunities. I, as an under-aged individual do not want to see advertisements talking about big booty'd girls and dragon dildos on sale every so often. It makes many people, not just myself, heavily uncomfortable. Therefore, I am proposing that Rule 17 is amended to cover pornographic studios looking for new actors/actresses, advertising their content, and the same with sex stores advertising their stores. This also ties in with realism that you will most likely not hear about a local sex store opening over the radio, TV, or on a billboard where most advertisements are viewed from as they are mostly "taboo" establishments. — In addition, I've seen administrators not fulfill their duties when enforcing Rule 17 in general, I've noticed a large influx of "personal" advertisements, specifically ones in regards to men and women wanting to work in the pornographic industry. Again, I understand this is against the rules, but game admins should strive in attempt to enforce this rule a little more as I've personally noticed it being slipped away. Many thanks. EDIT: After reading some of the replies I believe it would be best adding a NSFW section in /ads that people can post ads in. By default they will not show up in the bottom right of your screen, you'll have to manually enable to view it. Alternatively, you can just click on the section and view all the NSFW ads that would be shown there, so like the sex store ads, strip clubs, porn companies, and so on. /nsfwad to post in there.

  10. This to me seems like a severe IC issue. If you feel that your character's right had been violated, there's ways to go about it ICly, Internal Affairs for example or even suing the department. I really don't see why this issue is being brought up to an OOC level. I mean, what if the officer has corrupt permissions? Just saying.

  12. I believe it is 100% okay! Just make sure you refer to the rules of the business section and also abide by them! Good luck to the idea! I think it's super cute and I hope a lot of people go through with it. I know that the tow trucks and flatbeds ARE a bit buggy though, so just be careful in that regard!
