  1. Crimes in public places generally fall under the purview of illegal faction management. Regulation of these crimes is our purview as well. Both continuity and illegal faction management generally agree that unless listed as a safezone, it can safely be assumed that committing crime in a public area is permissible beyond rules stipulating otherwise. Reckless activity, such as lack of fear, can be defined as powergaming, but is heavily contextual. Robbing someone in front of police officers, for instance, could be punishable. Attempting to stick up a large crowd gathered in front of a club could easily be punishable. So long as the crime could reasonably occur in real life in Los Angeles, we will allow it to occur here. If you are on a public street during daylight and someone sticks you up, assume the street is empty while the stickup is occurring. If there are people on the street, let them call 911. If they aren't calling 911, then that's an IC issue. Somewhere being public is not an excuse to forbid crime from occurring. Crimes occur every day in public places. Crime is fundamentally something done when the opportunity presents itself. Crime doesn't need to be conducted by criminal masterminds. Most criminals are below average intelligence. It would be unnecessarily onerous to force every criminal to mastermind schemes to commit simple thefts when their excuse for committing crime could be as simple as fueling an addiction. We cannot force players to roleplay non-existent entities restricting their fundamentally rule-abiding activities. This is immersion breaking. Imagine if we didn't have our canine script in place - would we force players to roleplay a canine chasing them down if a cop typed it in /do? Unrealistic chain robbers can be punished. Report players who are robbing people unrealistically. Looting rules are in place to prevent shootouts from devolving into Red Dead Redemption 2 or Escape from Tarkov. While one may argue that these kinds of decisions impact their ability to roleplay, you should seek IC recourse - charter your local government, demand increased patrol presence, hire security. Illegal characters should not be restricted from conducting robberies if they do so realistically. Geography does not limit the commission of crime, but what does limit the commission of crime is the presence of security and the increase of risk to a criminal. If a criminal perceives that the risk of robbing a target is too high, then they will not conduct a robbery. Unfortunately, civilians do not get to pick and choose when they are allowed to be victimized in real life, so this is reflected in-game just as well. This is the official position of IFM and changing from this position would result in a drastic reduction in criminal roleplay and have an unnecessarily unfair impact on limiting criminal roleplay and police roleplay. This would result in a knock-on effect of less interesting scenarios for police roleplayers, and as a result ruin two very important facets to our server. This position will not be changed.

Park Rangers Host Academy at ULSA Harry Lawson Students at ULSA watched on with eager eyes as the first Park Rangers Academy in over six years took place. The law enforcement agency, which was recently merged with the State Department of Wildlife and Fisheries at the start of the senate session, had suspended recruitment following a scandal in 2015 in which multiple command members of the agency had falsified overtime pay, and, as such, lost large percentages of it's budget which lasted until the merger and tightening of state control over the rangers. Despite being known as the 'protector of parks', the Park Rangers are just as much as an LEO as your standard police officer - the recruits, who for the 'next six months to learn how to become fully trained law enforcement officers', followed by 'another about three and a half months of a wildlife enforcement training.' showed great energy at ULSA, with a crowd of students emerging to spectate the events. We spoke with Captain Lawson, the commanding member of the Park Rangers Academy, about the progress of the Park Rangers. Recruits show their skills - practicing press-ups, despite being suited up. "This job will not be easy. You will face issues. You will struggle." As Law Enforcement Officers, what separates yourselves from - let's say, the Sheriff's Department? Well, while we are held to the same standards by Law as any other Law Enforcement Agency, we also have been tasked the responsibility to overlook the Wildlife, the Parks and now the Commercial Fishing Operations of the State of San Andreas. While we are Law Enforcement, we aim to educate as much as we can - and to have our Rangers out to be able to assist with the daily needs of anyone in the parks. Director Wood has been confirmed as the Director of the State Department of Wildlife and Fisheries - are you looking forward to working with the new director? We are an older agency, formed back in the 1920's, but only recently have we really opened ourselves into the expansion. However yes, I believe the new Director is very dedicated to the Department and willing to make improvements needed. As we know, their was problems in the Department, especially back in twenty-fifteen regarding our finances. Director Wood has truly started to grow and overcome our previous Departments history, and making us into a striving agency that once was left -- with nothing per say. With expansion on the horizon, what's next for the Park Rangers? Well. What's next? We have two big things coming up. First things is our introduction to our Marine Unit and our Commercial Fishing Unit, that has been tasked upon us by the State of San Andreas, or will be shortly. Their focus will be to regulate, moderate and enforce the Fishing Laws of the San Andreas Hunting and Animal Protection Act. On the second side, we will be soon looking to outreach and partner to multiple cleaning crews and environmental safety crews, as we look to help clean up the parks. So, the Park Rangers are looking to be a main face in the State of San Andreas, to keeping our Parks, Oceans, Lakes, Mountains - all clean and family friendly. ⎯⎯⎯⎯⎯⎯⎯⎯⎯⎯⎯⎯⎯⎯ While the Park Rangers are far from uncontroversial, especially with their increasing presence in the county after the growth in investment from the State Department, they have set their goal of serious expansion and to be considered the 'face' of law enforcement in San Andreas, starting with winning over the hearts and minds of university students within the city. When asked about their partnership with the Park Rangers, ULSA commented; We at ULSA are proud and excited to host such a fine group of individuals. I'm sure the students are also excited to see the work that they do. Could even give them a sense of the career they might want to go into!

  4. This has been one long run I had with this faction which began on June 7th, 2019 just reaching 2 years now. I've had a blast with this faction starting in Vanguard, and developing this character. I've had a very nice time here, and will to be moving onto different avenues of RP. I would like to give a shoutout to those people I've RP'ed with the most, and would like to thank them, and to the people I missed, I apologize you'll know who you are. Special shoutout to @Torpedo@Netsrac @TpRoll@mother_superior@cryybabyycryyjust to name a few! Again, sorry if I haven't listed the rest, you know who you are. This faction is in good hands, I'm glad to have spent a good chunk of time here, and built up the friendships I have now just because of this faction. Behavioural Health & Suicide Awareness Month Monday, May 24th, 2021 LSFD PR Director Alex Jorgensen This month has been Behavioural Health and Suicide Awareness month, in a candid interview with PR Director and Volunteer Firefighter Alex Jorgensen. He talks about the impact of the job of a First Responder on their Behavioural and Mental Health. **VIDEO CLIP** **Throughout the video, Alex would speak on camera. The video sometimes cutting to video footage captured on past incidents.** Alex Jorgensen: The Public often see Firefighters as having the absolute dream job and in many ways it is, saving lives, doing what they enjoy. However, there is always two sides to every story. The footage you're about to see, shows the other side to being a First Responder. The Los Santos Fire Department as a agency, has always followed its core values of serving the city of Los Santos with courage, integrity and pride. **The video would cut to footage of a Caracara 2020 being crushed by a tree in Blaine County as Alex continues to address the viewer** Alex Jorgensen:We respond to more than a hundred emergency incidents a day and that isn't counting departmental callouts from the likes of the LSPD or LSSD. It could be from a nine one one call, departmental, a member of the public flagging us down or us simply stumbling upon the scene, on some scenes. Events may even unfold before our eyes. **The video would cut to footage of a situation in a construction site, with firefighters in turnouts and one of them laid in mud.** Alex Jorgensen: We are first on scene to face some of the most challenging, dangerous and draining circumstances often exposed to injury, pain, grief and unfortunately, death. As a First Responder, you as an individual are exposed to numerous threats to your personal safety and wellbeing. Employees of the Los Santos Fire Department work long hours, frequently for days at a time, suffering from poor sleep, physical hardships and other negativity that can come from situations they are involved with. Research shows Post Traumatic Stress Disorder or PTSD and depression rates for Emergency Service Workers, especially First Responders can be five times higher than the civilian population that we proudly serve, 24 hours a day, 7 days a week, 365 days a year. **The video would cut to footage of a vehicular fire, a firefighter would be seen handling a hazards barrel.** Alex Jorgensen: Every year since 2017 reported suicides outpace on duty deaths for First Responders. Research shows some years even more than twice as many First Responders have died by suicide than died in the line of duty. **The video would cut to footage of a structure fire, a firefighter would be seen briefly carrying a hose before rubble falls around him.** Alex Jorgensen:They also get injured and often the mental strain of recovery is a greater challenge than physical pain and all of this takes its toll on the person and their families. **The video would cut to footage of Station 3 in Davis, a line of Firefighters would be seen saluting a flag flying at half mast.** Alex Jorgensen: As a First Responder, we will continue to put the needs of others ahead of our own. However, we need to remember. Doing so, takes a toll on us all. To ensure our own and collective behavioural health we need to watch for symptoms in ourselves and others and to know where we can turn to for help. For a group of people who often see asking for help as a sign of weakness, we need to remove the stigma that comes with behavioural health is crucial. The country’s hubs for such groups were established in Detroit, MI and New York City. Middle Eastern OC has since expanded across the entire American Northeast, and to Florida and San Andreas. There are an estimated 15 crime families, or clans, operating around the United States. They are comprised of numerous nationalities and ethnic groups, to include Egyptians, Iraqis and Israelis. While originally involved with “traditional” crimes, these groups were especially scrutinized after the September 11, 2001 attacks. Since then, numerous organizations around the country have been identified as aiding and assisting overseas terrorist groups. Shell companies will be formed within urban enclaves, ostensibly to provide religious support and other community services. However, this is a cover for funneling financial and logistical support to terrorist groups abroad. Middle Eastern OC groups typically engage in gun running, narcotics distribution, cigarette smuggling, interstate trafficking of stolen goods, fraud and money laundering. These enterprises rely on extensive networks of international criminal associates and can be highly sophisticated in their criminal operations. Middle Eastern criminal organizations often engage in joint criminal ventures with one another and across ethnic lines when there is potential profit.“ Source: FBI. The History of Israeli Organized Crime in Los Santos A new player in the mix. Who is he? Is he running the show? 01-02-2021 Born to two Jewish parents of Moroccan and French descent, David Mizrahi spent most of his childhood back and forth between Israel and the United States of America. His parents split up, and his mother decided to go live back in Israel, whereas his father was a US resident, and spent most of his life in the US. It is believed that David Mizrahi’s father was connected to the mob, but there’s no real evidence behind that claim. He’s been seen around mob circles, and has parlayed with very important known Israeli mob figures. It is believed that David Mizrahi’s been introduced to crime at the age of 16, and has spent his whole life reaping the rewards from a criminal lifestyle. David Mizrahi isn’t your average rogue Israeli criminal because of the connections he’s made through his mentor, Itay Waknine. It is believed that David Mizrahi’s reign is respected by two very big Eurasian criminals - one of them being the crowned Vasken Gezalian, and that even Benjamin Waknine himself has signed off on allowing David to operate for himself. It is believed that Itay Waknine directly pays tribute to two criminals, whereas David is operating alone, but he reaps all the rewards because of Itay Waknine’s connections, and his pull in Los Santos. David’s crew is believed to operate out of Rockford Hills, and this move was signed off by none other than Benjamin himself, and the very same criminals who vassalized Itay Waknine. Unlike his Israeli counterparts, David doesn’t have as many ties to Israel, and it is believed that he is operating on his own. He doesn’t have anybody to answer to. David Mizrahi lives a life of luxury, and when he isn’t earning income through illicit means, he can be spotted in several different nightclubs in Los Santos. It is believed that David is a loud, flashy but calculated enforcer. The Reign of Michael Lev 07-05-2015 Michael Lev, Joseph Waknine and Benjamin Waknine are seen by most as The Israeli Godfathers in Los Santos. For it was them who first prompted the move from Israel, and got the backing of The Jerusalem Circle to operate out in Los Santos. The Jerusalem Circle being a “Commission” of crime families in Israel. Joseph Waknine was first introduced to the Israeli underworld in Netanya, Israel during the 1990s by a notable crime family. Waknine operated as a runner under "Abraham Hazan" - a drug lord and close associate who is among the primary influences of Waknine's current repute. Joseph progressively clambered up the echelons through outstanding performances and sharp operation executions. He was merely a disposable man in his initial years but gradually proved otherwise. Throughout several years, it was suggested that Joseph should expand his operations in suitable areas deemed profitable, such as the United States. The proposition was approved; Waknine proceeded to scale his dope game to Los Santos by the late 2000s. He quickly struck prosperity through illicit activities. Waknine's money and hustle is primarily based on the production of ecstasy and outsourcing them to notable criminal figures, where they are then distributed to the streets / nightclubs for use. His right hand, Benjamin Waknine identified as his son, immigrated to Los Santos in 2013 for further expansion and distribution throughout the network. Waknine is noted as the main point of contact for distribution, as well as fee and debt collection on the behalf of Joseph. The Father Son Duo 03-24-2017 Benjamin Waknine rose to fame in Los Santos in a rather quick fashion. Known for his confrontational mentality, and lavish spending, it didn’t take too long before the federal authorities picked up wind. They eventually started building a RICO case on B. Waknine, starting in 2009. In 2012, B. Waknine was picked up on a RICO indictment but later he managed to beat the criminal case. With the lack of evidence presented by the FBI, he was released, and all indictments against him were dropped come 2014. After Michael Lev's 2016 arrest and incarceration, the father and son duo officially took over Lev's spot to rule the city of Fallen Angels. Benjamin was the muscle behind the operation, and his father was the brains behind it. Benjamin’s reign was smooth, and he had an extensive network built out of Rockford Hills. Some can even say that he had a God complex and that he wouldn’t bow down to any authority. This attribute spilled onto his members, who were publicly defiant against the Los Santos police and municipal government officials. The Israeli golden age was fruitful, but it didn’t last very long. After Benjamin’s father fell sick, Benjamin was called back to Israel, and he had to bring his Los Santos operation to a quick halt. The Israeli golden age comes crashing down 9-13-2019 After Benjamin Waknine’s absence, everything was left behind with another member of his family, I. Waknine. Itay was soft compared to his cousin, and he was pushed into a corner by his cousin’s old enforcers. Itay Waknine ended up branding away from The Waknine Organization by selling his soul to Vasken Gezalian, and one unknown other crowned vor. He had the protection, and the backing, to roam around as a free agent in the underworld. He was untouched, until a violent dispute took place between Waknine remnants, and the group that Itay pays tribute to. Numerous remnants from The Waknine Organization remain dead while Itay Waknine and a few others are still alive. Several surviving criminals are suspected to have fled back to Europe and Israel. Missing person’s reports have been issued for three alleged gangsters; they’re all classified as Endangered Missing. The current situation of the Israeli underworld in Los Santos is unclear. It all came crumbling down after Benjamin Waknine’s absence. Benjamin was a very brash person, and he instilled that in most of his associates. After he was called back to Israel, the leftover associates from his organization didn’t have the swagger to pull it off.

  12. Adult or minors RL should not be able to sexualize their characters when they are playing minors (under the age of 18). 1. Making a sexual lewd or suggestive remark is both sexualizing yourself and your victim. You can't solicit someone for prostitution or making some similar sexually harassing remark towards another person without doing so. You're not only sexualizing your victim (in a demeaning way), but you by necessity are sexualizing yourself as someone you want that person to respond to. This behavior should not be tolerated by any member of this community and will be a constant problem while minors are allowed to be played on a server like GTA:W, however staff need to take a very clear stand on this matter. It's obvious that these kind of rules are the ones that sex predators want to turn into a loop hole to groom characters ICly and/or players OOCly and not the type of player we should be welcoming in the community. It's as sick as it is disgraceful and anyone who thinks this kind of RP is in anyway acceptable should take a deep hard look at their morals. Keep any kind of sexual RP to 18+.

OG Loccsta, a former Gang Leader a true revolutionary and a messenger of peace. Around the Church a couple of LSPD Officers stood waiting for the two-hour memorial service to end, armed with tear gas and batons in case violence erupted.

  14. Short description: Some kind of command/gameplay mechanic that allows you to change the type of wheels on your vehicle/repair them if you have to. Detailed description: It'd be nice if we could buy full sets of wheels/spares at garages/dedicated shops, so we can change them at home or pack a spare in case we need it for some kind of RP. Many of us, both inside and outside the car scene, would like the option to buy sets of wheels at garages so we can change them at home depending on the day/weather, or even the purpose of the vehicle. Imagine you want to change your summer tires for some chonky Mickey T's and go off-roading for the day, but no garages are open. That usually means you have cancel the trip because 9 times out of 10, someone's gonna see you using 'street' wheels while you RP'd swapping them and report you for powergame because they're mentally impaired and take everything at face value. This would also add more content for the car scene, as I'm sure a bunch of you guys would like to RP collecting wheels and changing them at home, instead of paying someone to do it five times a week. Commands to add: (inside a car with the wheels in its inventory) /changewheels [wheel/item ID] - This opens up a menu similar to a garage's that lets you preview the wheels you're about to use. (standing at the driver's door of any vehicle) /removewheels - Similar to /vbi, you have to RP the process and wait for a timer (tied to your vehicle's locks and alarm upgrades) to steal a full set of wheels from someone. That's right, we're in Detroit now. Items to add: Some kind of generic 'Wheel Set'/'Spares' item sold at garages/shops that you need to transfer into your vehicle in order to change them with the command listed above. These new wheels are not limited to one use, and you can swap them whenever you want. However, you're limited to one type (off-road, sports, muscle, tuner, lowrider, bike, SUV, street, etc) per purchase, so if you want a full set of off-road wheels and a full set of tuner wheels, you're gonna have to buy two items. How would your suggestion improve the server? Besides what I've listed above? You can buy/sell second hand wheels from people, either legit or stolen. This adds a whole new layer of RP and purpose to the chop shop system as well. Watch where you park your shit or it's gonna get jacked. Additional information: Made you look.

  17. Men that rape other men, within prison, are heavily shunned on by general population. They usually don't roll with a Car and are isolated from every one else. At least for the Black and Hispanic cars. If you're caught SITTING with a homosexual? You're perceived to be "their bitch"... simple as that... they consider it questionable and perceive you to be both weak and an easy target. What does the average person do, in prison? They purchase overpriced porn magazines and masturbate in the showers or by the toilet.
