  1. THE INTERVIEW Anthony Rossi places himself onto the couch and looks straight at the camera equipment, adjusts his aviators and clears his throat. “So, where do I begin? D’Arco wasn’t really a big name around the strip at the time. In Las Vegas they were more known for bein’ pickpockets and guys you could hire if you had a problem. Now, this was during the late 80’s. I was with those guys, we saw each other as brothers. We ended up doing a few security jobs at this casino called The Dune.” The reporter squints her eyes, interrupting Anthony’s story. “The Dune?” “Yeah. We didn’t know at ta’ time, but they had Raymond Patriarca as one of the main investors. So we end up together on a shift one night. 19th October, 1988. I’ll never forget that night. I was working the front that night, all of a sudden two guys walked into the casino. They were from.. what’s now known as Donna Street Crips or something like that. I tell ‘em to get lost, we didn’t appreciate them coming in, all trouble. They didn’t wanna leave, next thing.. they tried to swing at me...'' “Then what happened?” “Then Joey DiNunzio and Johnny D’Arco happened. They were only a little bit bigger than me, I was a kid at the time. So they threw them out of the casino faster than they came in. Hehehe.” “Aha, I see.” “First thing that happened? Raymond Patriarci took the three of us up to the VIP and I had my first glass of Dom Perignon. After that night, we started getting more and more jobs outside the casino.” “So this is when you started getting involved?” “Yeah. A few days after this happened, a guy who worked for the Patriarca’s, Joe Bianchi, called us and had a meeting. He paid us five grand to go and shake up a guy named Renaldo who owed a lot of money. So we went there, found the guy and gave it to him.” “You gave what to him, exactly?” “We beat him up. Joey and John almost killed the guy, I tried to calm ‘em down but they were like animals. So we went back to Joe with his money. That was our way into this life.” “So tell me about the bust? How did it end up like that?” “Right, that’s a long story. What happened was Johnny and Joey flew out to Los Santos in 1995 during the largest crack epidemic that San Andreas had ever seen. I joined them a year later after they had set everything up down on Atlee Street, across the precinct. It was a smart move, the area was crime-free while the rest of the city was on fire. It was the golden years of selling and trading drugs. But anything comes to an end. And as you already know, Joey DiNunzio got picked up and was given 15 years in the can for the cocaine bust in 2002.” “So how did you and those guys recover from that?” “It’s pretty simple, when one person gets off the streets another one bumps up. Things started to spin out of control, there was internal conflict for years without an end. This is where Jerry Limone is brought in. He was a long-time friend of Johnny and helped sort it out.” “What about today? Are they still out there?” Anthony lets a slow smirk appear on his face before he says. “They’re out there, don’t ever question that.” The New Era After the release of the known mobster Joseph DiNunzio, it was well known that there was work to be done internally in the crew. The dispute had come to an end after years of chaos and instability. The crew had suffered during these years and it was estimated that it would take a long time before they were back at the same heights in the underworld as they were known for. They still conduct most of their operations out of Downtown Los Santos, counting multiple rackets and schemes such as loan sharking, smuggling drugs and illegal gambling.   2. History The 5th and Hill gang is a gang that was formerly located in Downtown Los Santos. It was formed in the 1970’s by a group of Mexican immigrants who made a living as day laborers in the 5th Hill streets in Downtown Los Santos. They started their career as criminals by robbing pedestrians who passed through their neighborhood, before starting sales in Heroin in the 1980’s. Authorities believe they received the Heroin in bulk directly from Mexico. The gang is mostly known for being one of the few Mexican gangs in Los Santos that didn’t adopt the Sureno identity, Rather joining the “Paisa car” in Prison, and adopting “22” to their name, 5th and Hill 22. The 22 symbolizes “BB”, the Border Brothers gang. They’re known for having close ties to the Sinaloa cartel, the Border Brothers gang, and various other criminal organizations. Everything was looking up for the gang, heroin was their best selling product. Downtown turned out to be an ideal spot to find clients and dealers because of the low-income immigrants that were easy to spot and recruiting was easy because the gang offered a better, easier way to make a lot of money rather than doing manual labor. The gang was known to be the top drug dealers in Downtown LS, though not everything went as planned. In 2007 the LSPD launched an investigation into the 5th and Hill gang. Months long crackdowns affected the sales and many high profile members of the 5th and Hill gang were arrested. “The police, after the raids were over, found over a million dollars worth of heroin. Police say that they recovered over 45,000 balloons of the product. They also found 85 pounds of tar heroin, enough to fill half a million balloons when diluted. Officers arrested 31 people, alleged leaders of the gang, as well as scores of alleged street sellers that worked for them.” https://www.latimes.com/archives/la-xpm-2007-mar-15-me-heroin15-story.html Present After the crackdowns on the gang and a lack of clear leadership the gang was near being defunct. Property values in Downtown LS grew higher and higher, driving more and more members of the gang out of Downtown and into the ghettos of South Central. Juan Garcia, the gangs former leader, is currently serving a life sentence in the Twin Towers jail for the murder of a member of the 18th Street gang, though there are rumors that he is currently continuing to run the gang. The remnants of the gang fled to Northern Rancho, where property prices were much cheaper and being a gangster was overall easier to do than in Downtown Los Santos. The 5th and Hill gang are now located in North Rancho, neighboring with the Innocence Family Gangster Bloods, and Florencia 13 Culture and beef The gang is known for getting along with most blood gangs. They have a few beefs, but their biggest one is with the 18th Street gang. The gang had beefed with Florencia 13 in the past, but buried the hatchet so they could band together against 18th Street. They’re known for throwing up an H, or the number 5 with their hands as their gang sign. They wear mostly orange, and sport a variety of different hats. Most hats seen being worn by the gang members are the Florida Mariners, Houston Astros, Atlanta Falcons, and the Pittsburgh Pirates (for Paisa).

  4. I am once again asking for you to modify an unrealistic weapons system implemented on this server. I get that some of this stuff is out of the wheel house of devs and management, and that's okay. I'm not slighting you guys at all on this. But this is not good. Grandfathering in people who could scratch off a serial number? You guys have to understand the difference here. Grinder go bzzzzz and rifle go ratatatatatatata are not the same thing. And contrary to popular belief, it's a little more complicated than reading something or watching a video on the internet to be actually good at something and make it functional when it comes to guns. And the thing about it is, if this gets messed up, it's a range of different consequences from the gun not functioning at all to the receiver not being able to take the pressure and breaking apart when you pull the trigger. The only person you've shot then is yourself - with your splintered lower. It's a skill set. And I said it on discord and I'll say it again here. Giving a scritchy scratch over some numbers on the outside of a receiver is not a skill. But taking a rifle that was not meant to be fired in the full auto, making structural and engineered changes to it to make it that way? A far cry from the same thing at all. Plus there's like a half dozen different avenues to do this. The only reliable one? A Drop In Auto Seer, or a DIAS. However, you can't just go down and get those, and you're definitely not just whipping one up in a garage on Grove Street. Crower nailed it, the coat hanger guns? Not reliable - contrary to what the internet says. This has to be separated and a more stringent review of a character's background has to be considered. This isn't the same thing. It's not even close.

  6. Short description: Separate the weapon specialist and the serial remover supplier to be two different entities. Detailed description: With the new update, every single person that was a serial remover supplier has now suddenly become a somewhat trained gunsmith, which makes no sense. There's a massive difference between scraping off serial numbers and drilling third pin holes and turning semi auto AK's into giggle switched rifles. They should not be grandfathered in just because they were serial removers. It's two completely different skills. My suggestion is to turn them into either one into a stepping stone for the other or separate the two entirely. Your average gangbanger scraping his serial off is not gonna have a fun time precisely drilling a third pin hole and turning his semi auto rifle into a full auto. And even then, where's he gonna get quality parts from without being diddled by the ATF? Coat hangers in AK's rarely last and they're a death wish to work with, same for turning AR pattern rifles full auto. Sure, you can do it, but in most cases, your average gangbanger won't be turning them into anything reliable. Magically unlocking a semi auto rifle into full auto for permanent usage is silly and unrealistic. Commands to add: N/A Items to add: N/A, simply separate the two "jobs" or turn them into stepping stones for one another. How would your suggestion improve the server? Well, for one, you'd see more realism. Your average gangbanger won't have the know how or parts to turn a semi auto rifle full auto. Using makeshift parts won't make the gun last. Makes no sense to allow a person to go from scraping serials to drilling holes and turning rifles into full autos. Additional information: N/A

  12. Rules of engagement mainly count for CK wars. PK wars should not necessarily have that large of an impact other than making the other faction RP weaker as well as perhaps being pushed out of an area. We sit down and speak between leaders when needed already. There have been multiple joint conversations to establish the terms and outcomes of PK wars through the times. We still do it when needed. A CK war is where people truly suffer losses, and those are closely monitored by us in IFM, as well as rarely brought to the table as a means to an end. A PK war is a way for factions to fight amongst themselves once escalation of the conflict reaches the level where they feel it's required. I don't see why need to lose cash on top, shipments, and whatnot. I don't see why that would be a thing or what the logic behind that would even be. This is more so for the specific factions and their leadership, but we are of course encouraging reports filed if a 'war' is started over some low-level associate being stupid. Or the war itself started based on ridiculous assumptions. I don't know which factions you're talking about that you've seen do that type of war. I don't see why we would ban /mask at all. People have been reported for the use of scouting and for the use of alternate characters etc. This has ended both in factions punished as well as players punished. Just note down names, record, contact admins for it. It is important to report on this if something like this is seen happening. And IFM obviously doesn't tolerate any of it, hence we try our best to tackle it. But banning /mask isn't the way to go. There's no way to fix this other than reporting people that involve themselves in this sort of way. They already have to do this for CK wars. Which is what matters. If factions with little to no reason to get involved in a PK war do so - feel free to contact us and we will speak to leaders about reasoning. There's no need to further create paperwork and 'ally requests' really. It's always going to be a situation based as to what involvement is deemed realistic. This is already expected. People are not allowed to bring in inactive characters or so. We can monitor players' activity through the UCP if it is believed that someone's actively 'dodging' activity. But there's no way to force people in-game. We do however enforce 1 character per war, PK or CK. No need for us as IFM to call a war won or not. The war is won when there's no way to retaliate or of the like. People that are PKed ina PK war are not allowed to be involved anymore or even retaliate. So the wars end themselves naturally. As there's no way for us as IFM to fully track absolutely every gang member dying for instance - keep track yourselves of who died and when. We can check logs and confirm this. I have personally punished people multiple times for reinvolvement in wars. It is not allowed. Overall? IFM steps in where needed and we do try to somewhat monitor PK wars as well, and we make sure people killed in them stay out of them. It's a natural flow and not all wars can be CK wars. But I like to think we as IFM are very approachable when it comes to both questions and reports that come in, in regards to any wars or conflicts overall. As mentioned, we have an FM council that helps both report and direct a realistic path and outcome if needed as well. We have eyes around and we got the tools to help out when people feel wronged. And I can only credit faction leaders and memebrs that do the same, and offer their intel our way when something is noted as against the rules or done wrongfully.
