The fishermen who found the body reported the sighting of a human-like figure in the water and immediately contacted the authorities who recovered the body by boat. The victim, now identified as Los Santos chef Richard Lee, was badly bruised by blunt trauma to the head before being drowned. Police confirm that an investigation is currently being established. They further noted that the victim's friends and family were immediately notified of the events. An autopsy is still to be performed to determine the exact cause of death. Blaine County Sheriff's department issued the following statement: “We encourage anyone with information to immediately come forth and provide whatever they have. Perhaps you saw something, even as much as heard something on the 27th of August. What you may see as insignificant can lead to the capture of the ones responsible. While our detectives are following several leads, witnesses and new information are essential for it to prove fruitful. We further appeal to the media and citizens alike to respect the privacy of the deceased’s grieving family.” It is uncertain what exact evidence the department has collected and what it bases its investigation on. Witness Paige Andrews only described to have seen tire tracks and multiple footprints in the sand, indicating that this was a well planned murder where multiple assailants took part and worked in coordination. The authorities are looking to expand their investigation by searching for the deceased’s missing vehicle, a blue Khameleon. They urge anyone with knowledge of its whereabouts to come forth and aid the investigation. A reward offer of $20,000 has been placed for information leading to arrest of suspects in Richard Lee's murder. With the forensic investigation still undergoing, the motive is unclear and any claims are only guesswork. Unfortunately, the murder of Richard Lee is only an addition to a grim statistic. Statisticians suggest that it is now known San Andreas' crime-rate is ever-increasing. By current figures, San Andreas is only two years away from being the most violent state. With the elections closing in, politicians are racing for the public support; some promising the increase of the law enforcing agencies' budget within the state. Experts conclude that if an increased budget does not make it through legislation, 2020 could turn out to be the most violent year in state and even national history.

  6. There are various ways of creating GIFs and many ways to use them to showcase your character or faction’s roleplay. Many on GTA:W have moved away from the 800x600 screenshots, we see people putting in time and effort into showcasing their roleplay in creative ways. In this guide, I’ll explain how to make your own GIFs and how you can use them to showcase your roleplay. To use this guide, you will need photoshop, a video editing software and the will to put in some extra time to showcase your roleplay. This guide can obviously be used to create GIFs for other purposes other than showcasing roleplay on the forums but in this guide, I will focus on making GIFs for GTA:W forums. Just to be clear, this guide will go through how to make GIF screens to showcase your RP. There are many other ways to create GIFs, you can draw your own graphics, add pictures to frames but we will not go into that in this guide. What is a GIF? https://en.wikipedia.org/wiki/GIF Now, before we start, there are a few things we need to understand with GIFs. The bigger the GIF is, the longer it will take to load, some large GIFs take so long to load that it is not even worth using them to showcase RP. They will simply not load properly. To counter this, we have ways to compress the size of the GIF. Higher resolution, amount of frames, amount of different colors and shades greatly affects the size of the GIF, in the guide, I will go through some ways to compress the size of the GIF for a faster loading time. Here I have a video file, edited in Premiere pro. The length of the video is five seconds, 30 FPS and the dimensions are 700x394. Due to the length and the amount of frames in this video, I had to compromise with the resolution as we want it to be able to load quickly. We can also choose to lower the frames per second or remove specific frames later on to lower the size but since the purpose of this GIF was to have a smooth motion, I kept the frames and scaled down the dimensions. You will have to do similar things when it is your turn to make GIFs. I choose to render the video using the H264 codec as it compresses the video file, resulting in a quicker import to photoshop and smaller GIF size. Select the video you want to turn into a GIF. Photoshop will automatically read in every frame into a timeline. Your GIF is now in the making. After you selected your video and pressed import, you’ll be met with this window. Here you can choose to import the whole video or limit it by cutting it at the start or end. You can also choose how many frames to import. If you want a smooth motion in the GIF, I recommend importing all the frames, if you rather have large dimensions, you can choose to import every second, third or fourth frames. Less frames = less smooth motions, removing too many frames can make the GIF appear “laggy” or “hacky”. At the bottom you see your timeline, your timeline has all your frames in them. If you want to delete frames, you simply mark them and drag them to the trash bin. Every layer is also a frame, layer one is frame one. At this point in the process, you can edit your frames if you want to add some graphics, like text or effects. When you are done with editing your GIF, go ahead and start the export. After you click on this export option, you will be given some more options and afterwards. You are done. Here you will be given a few options to compress the size, my preference is to work with the dimensions and amount of frames, finding a good balance between them but you can at this view also choose to use less colors, lowering the size of the GIF. Whenever you feel done, go ahead and save it. Upload your GIF and post it on the forums. GIFs can be posted with a picture of similar width with RP in it or you could add the text of RP onto the GIF.   8. Thank you for the enjoyable role playing scene. Very professional and actually had my character's story heard out before he got arrested. Turns out my dude wasn't the dude they wanted, so he was cut free. Got some sick footage in the meantime. Very refreshing to not get clapped for once! o7

Vincent Dushku By decree of the State of San Andreas Penal Code and enforcement authority of the San Andreas State Constitution, on AUGUST/26/2020, the defendant Vincent Dushku has been officially arraigned by the State of San Andreas by officials of the District Attorney's Office for violations of public safety/decency for the following charges; FC. 119. Evading a Peace Officer FC. 414. Vehicular Endangerment FC. 305. Grand Theft Auto FC. 306. Grand Theft Of A Firearm MC. 602. Carrying an Unlicensed Firearm In accordance with the Penal Code statutory law, the District Attorney's Office shall be recommending to the Superior Court for the granting of the following punishments; 6 Months(s), 3 Day(s) in state penal confinement. (( Note: 1 Hour = 1 Day, 1 Day = 1 Month, 1 Month = 1 Year. )) In support of the alleged offenses, the District Attorney's Office shall provide a detailed narrative of the incident and/or situation to the Superior Court for context of the statutory offenses from the evidence gathered; On August 25, 2020 at approximately 11:50 PM, C24T, occupied by Sergeant Shane Mitchell, was parked in a marked interceptor on Sandcastle Way and Magellan Avenue, observing the area due to a recent incident of gunfire. While parked, Mitchell heard gunfire erupting and noticed three motorcycles driving eastbound with the sound and spark of gunfire. Mitchell announced the incident to other units and immediately checked the beach area where the motorcycles were last seen. Vincent Dushku was obsered driving a red and black sportsbike, Dinka Double T, AKX615 (owned by Blerina Morina), eastbound on the beach at a high rate of speed. C24T paralleled the path of the motorcycle on the boardwalk and when Dushku drove towards the boardwalk, lights and sirens were activated in an attempt to stop the motorcycle, however Dushku failed to stop. Dushku then drove in the incorrect lane, around other marked units, and continued evasive maneuvers. Dushku continuously drove in the incorrect lane, disregarded traffic control devices, drove at a high rate of speed in excess of the city speed limit, and cut across lanes and pathways. Visual was lost momentarily in Little Seoul but shortly regained before the pursuit continued once more. The pursuit came to an end when Dushku attempted to cut through a corner on Spanish Avenue and Rockford Drive, causing him to fall off his motorcycle. Dushku delayed police commands and due to a visible handgun in his waistband, a beanbag shot was used in order to secure him. The firearm was removed from his waistband and Dushku was searched in full in front of dashcam. Dushku was asked regarding the bike, to which he replied that he just saw it parked up and got on it. Dushku was secured in C24T and read his Miranda Warning. The license plate of the motorcycle was confirmed to belong to another individual, which Dushku did not have permission to operate. The handgun was secured in the trunk of C24T and revealed to have serial number 13068353, belonging to Emil Grey (warm when initially inspected). Dushku was not licensed, which was verified after a computer check.Dushku did not answer any questions regarding the events which took place on Magellan Avenue. Dushku was transported to the TTCF where he was processed, informed of charges, issued fines, and advised of the deadline to arrange payment for fines. While in processing, Dushku was asked regarding the firearm. He stated he did not remember when asked specific questions regarding the origin of the firearm. When asked if he knew the firearm was stolen, he stated he did not. Dushku was then turned over to the sheriff's custody.
