  2. Yeah, ultimately ended up switching from LSRP to GTA:W myself. - I wanted a fresh new experience on Grand Theft Auto V and I have to say, I am not disappointed in the slightest. I've noticed that a lot of the players here have essentially done the same. Good to see you guys here, here's to the future.

LOS SANTOS POLICE DEPARTMENT INTRODUCTION The Los Santos Police Department is the largest and longest-standing law enforcement faction on GTA:World, having existed since the server’s inception in 2017. We aim to offer an authentic Law Enforcement Officer roleplay experience, with our faction constantly improving and updating to bring us in-line with our real-life counterpart whilst maintaining a balance with the server and game. We are always looking for players who want to help us develop the faction further, so if you’re interested please see our recruitment topic on the LSPD forums, made available further down in this thread. HISTORY OF THE DEPARTMENT The Los Santos Police Department was founded in 1853 during the San Andreas Gold Rush and consisted primarily of a voluntary militia. Due to its location, San Andreas was known for violence with Los Santos becoming one of the most dangerous cities in the United States for several years during this period. The militia group, known as the ‘San Andreas Rangers’ eventually formed the first paid police force when they were merged with another militia company, the Los Santos City Guards, in 1869. The next twenty years would be a turbulent period that saw a total of fifteen Police Chiefs occupy the leadership role until Police Chief William C. Rockford took office and held the position for ten years - overseeing sweeping reforms that turned the department into a cohesive Law Enforcement Agency. The next 100 years for the department saw it grow into the large, municipal department that it is today. In 1911 the first female officer was sworn into service, three years before the outbreak of World War I; and during both world wars, the department suffered a decrease in manpower as officers were called to serve in the armed forces. In the post-war periods, there was an increase in corruption within the department that anti-corruption teams spent the next decades trying to eradicate, accentuated by the Bloody Easter scandal in 1952 that brought the issue of police brutality to the forefront. Pictured: LSPD Rifle Team, 1890 As one of the largest police departments in the country, the Los Santos Police Department was affected by almost every major event in the 20th Century that involved the country. With these events, the department grew and adapted, sometimes for the better, sometimes not so much. Some key events that shaped the department have been selected below. More will be added in the future. Downtown Vinewood Shootout On February 28th 1997, the Los Santos Police Department responded to a bank robbery that would set in motion major changes within the Department. Using body armour and a variety of high-calibre weapons, Garry Phelps Jr. and his accomplice Emilio Materasu attempted to steal a large sum of money from the vaults at the Pacific Standard Public Deposit Bank on Vinewood Boulevard. Officers arriving on the scene reported hearing gunfire from inside the bank and requested additional backup whilst holding the perimeter. Shortly before 0930, Phelps exited the building from the north side and immediately opened fire on nearby officers - wounding several officers and civilians, as well as forcing the LSPD’s helicopter to fall back before retreating inside again. Shortly afterwards, Materasu exited the building alongside him and engaged officers with automatic gunfire. The officers, who were armed with their standard-issue 9mm or .38 calibre weapons, were unable to penetrate the body armour worn by the suspects, and due to a combination of range and the suppression from automatic fire, were also unable to land shots to their unprotected heads. It wasn’t until the second ‘officer down’ call that the LSPD’s Special Weapons and Tactics was notified by dispatchers and requested on scene. Both Phelps and Materasu were able to regroup at their getaway vehicle, although Materasu was injured and forced to abandon the duffel bag of money and focus on starting the getaway vehicle. Phelps was also injured by officers when their gunfire struck his HK-91 rifle, forcing him to drop it and remove a new rifle from the vehicle. Materasu moved slowly through the parking lot at the rear as Phelps engaged officers whilst using the vehicle as cover. Once they reached the road, Phelps broke from the vehicle and proceeded to flee down the sidewalk on foot whilst Materasu drove down Clinton Avenue - forcing the officers on the northeastern side to fall back due to overwhelming fire. Phelps, at this point heading eastward on Clinton Avenue, continued firing his rifle at officers until it jammed just after the intersection with Power Street. Unable to clear the jam, Phelps discarded the rifle and drew his last remaining firearm - a Beretta 92FS and continued to engage officers. He was eventually hit in his right arm, forcing him to drop the pistol before retrieving it and turning it on himself. Officers continued to shoot at Phelps’ body for several seconds afterwards. Materasu, having continued to drive down Clinton Avenue, was halted when his vehicle was disabled by gunfire. He attempted to carjack a pickup truck he had blocked in the road, however, a SWAT team used a marked cruiser to approach the vehicle and block it in. The team exchanged close range fire with Materasu for a full two minutes before hitting him in his unprotected lower legs and forcing him to surrender. SWAT officers moved in to secure Materasu, pinning him down and handcuffing him. Materasu, having been heavily wounded, died from exsanguination before EMTs could be cleared into the scene to assist him. In the aftermath of the incident, the US Government began to approve the arming of regular patrol officers. In the LSPD, this saw the introduction of the AR-15 under the designation of the ‘Urban Patrol Rifle’. This rifle would be made available to regular patrol officers who passed the certification and not just to the LSPD’s Metropolitan Division. In addition to this, use of .45 calibre semi-automatic pistols were authorised for officers in the Department - with many opting to utilise the Smith & Wesson Models 4506 and 4566. CRASH & The Mission Row Scandal Originally formed as TRASH (Total Resources Against Street Hoodlums) in the early 1970s as part of Mission Row Area’s effort to combat the growing problem of street gangs, the name was changed to replace ‘Total’ with ‘Community’ due to complaints from the public that the acronym harmed the image of the youths joining the targeted gangs. CRASH, as it was now known, became a success and was expanded department-wide, with every division having its own CRASH unit operating from the station. The Mission Row Scandal happened in 1998 when Officer Luca Morales, a senior officer within Mission Row’s CRASH unit, was arrested following a lengthy internal investigation by detectives into corruption within the unit. The original investigation began after a sizable amount of cocaine was found to be missing from the station’s evidence locker and the evidence clerk involved with the removal was able to identify Morales as the one who signed it out due to his rude behaviour during the incident. In exchange for immunity against the majority of his crimes, Morales offered information and testimony to detectives that led to the investigation of a further 50+ officers. Pictured: Mission Row Community Police Station Morales’ testimony revealed a large number of officers that he claimed were ‘in the loop’ - a phrase used to describe an officer who was part of the ‘CRASH Culture’ which involved fabricating reports and probable cause, planting evidence, shooting unarmed suspects and planting weapons to justify their use of force, and sometimes even taking part in gang violence. One of the most notable incidents is a shooting in which Morales and his partner Wyatt Raines, a transfer from Vepucci’s CRASH unit that Morales had ‘sponsored’ due to their wives’ friendship, shot the unarmed Jose Oviedo in his home, before planting a weapon on him. Oviedo, then a member of a prominent street gang, was sentenced to 23 years in prison and was released following Morales’ testimony, eventually receiving $15 Million in damages - the largest police misconduct settlement in Los Santos’ history. In early 2000 CRASH was officially disbanded after slowly being diminished due to the Mission Row Scandal. The Gangs & Narcotics Division was created to replace it, with the requirements for entry being higher than CRASH and the officer requiring a high amount of experience, cleaner disciplinary record and low number of personnel complaints. Recent Events & Additions to Our History Future additions and amendments will be made to the history section as we flesh out the past of our faction so that we can use it to shape our future roleplay. Faction History The current iteration of the LSPD faction started when Peter Raymond became Chief of Department following a merger with the Sheriffs Department faction. He was assisted by Deputy Chief Elena Villarreal - the latter of which took over the role of Chief in August 2018 under the name Stanley Morrison. Under Morrison’s leadership, the LSPD faction began to flourish and most of the foundation of the faction as it is today was built. After a full year in the position, Stanley Morrison stepped down and was succeeded by Charles Hughes. Under Hughes, the faction has undergone some of it’s most drastic changes, all with the aim of creating a more realistic, more enjoyable faction for everyone. With focus on community interaction (both IC and OOC), and sticking to our core values as both a department and as a faction, the LSPD has now grown to numbers never before seen - and we hope that it will continue into the foreseeable future. The faction/department has extensive self-checking and disciplinary procedures that help us make sure that our players/officers are behaving to the standard that we expect of them. Faction Leadership has always been clear that complaints regarding players/officers are handled seriously and encourages anyone with issues to report them lest they go unchallenged. We are proud of the level of professionalism in our players/officers and believe that our faction is one of the strongest in terms of this within the GTA V roleplay community. As a Law Enforcement Agency, we aim to accurately portray our care and commitment to the city and its citizens - but this also transitions into the real world.   4. CREATE YOUR OWN XM RADIO STATION After a lot of trial and error, I've finally come up with the perfect combination to get a radio station up and running in a matter of minutes! This guide includes how to acquire the server for the station, how to set up the "Auto DJ" feature, and how to set the station on GTAW! NOTE: There are a variety of different hosts out there, but I will be using my preferred resources in this guide. I hope this is of some value to those who have been pulling their hair on how to get their radio station going. Without further ado, let's begin! Prerequisites Shoutca.st Account (https://shoutca.st/) Paypal / Credit Card / Bitcoin [More on this below] Music In (.mp3) STEP 1: Choosing A Hosting Plan Assuming you have created a Shoutca.st account and are logged in, we will now choose our hosting plan. This will be the server your music will be streaming from. 1) Click On "Services" 2) Click on "Place An Order" Located On The Left Panel 3) Pick Your Server - Just choose the one that's closest to your country of residence. * PLEASE MAKE SURE YOU PICK SHOUTCAST V2 AND NOT ICECAST! * 4) Select Your Plan So we have many options here. The "Free" plan is very limited but is essential if you just want to test stuff out. The paid plans vary, explained as so. Be advised that each server is unique and if you start off with a free plan and then switch to a paid version, you will have to re-upload any music you had on the previous plan as well as any settings. Another thing to take into consideration is each server has it's own IP address, so if you submit it to GTAW on a free plan, you will then have to request a change via the UCP (More on this later). That being said, when you've made up your mind, pick a plan. 5) Select "Checkout" 6) Input Payment Information Remember the Paypal/Credit Card/Bitcoin? You will then need to input this information here. If you've selected the free plan, you will NOT be charged. This is just their standard practice. Accept the Terms of Service and click "Complete Order". 7) Click "Continue To Client Area" Congrats! You have now completed the first steps on owning and running a radio station. Click on "Continue To Client Area" and let's begin Step 2! STEP 2: Setting Up Your Station After continuing to the client area, you will then be redirected back to the main page where you will see your services (refer to Step 1-1). Here, we will go over Auto DJ and how to upload your music to the server and have it play automatically through playlists. For any information you need on how to use the server's platform (Centova Cast), you can find it here: https://docs.shoutca.st/docs/cc-Centova-FAQ.html 1) Click On Your Server 2) Click On "Login To Centova Cast" 3) Turn Auto DJ On Let's turn on the AutoDJ feature to get your music going by adjusting some simple settings. Click on "Settings" in the panel located on the left-hand side of the page. Click on "AutoDJ" Set "AutoDJ" Status To Enabled Set "Apply Replay Gain" To No ** Click On Update ** STEP 3: Adding Music & Playlists So now that we have our station ready to go with AutoDJ, let's add some music! Please follow these instructions carefully as the process can get quite confusing. 1) Click "Playlists" On The Left Hand Panel 2) Click "Create Playlist" Located On The Right Hand Side 3) Fill In The Details To Your Preference Click "Save" when done. Playback Mode: If you want the tracks to be played in shuffle mode, tick "Random". Playback Weight: If you want the songs in the playlist to play more often than others, set it to a higher number than other playlists (20 For Top Priority) NOTE: For more info on settings, please refer to the documentation. I will be keeping it basic for simplicity's sake. 4) Click "Files" On The Left Hand Panel 5) Create A Folder Relevant To The Music You're Uploading & Upload When Ready For organizational purposes, I recommend doing folders by either style of music or playlist title. This is personal preference, but a folder is always recommended. Double click the folder when it's created and then upload. Located on the bottom left of the page. 6) Click "Return" When Files Are Uploaded 7) Click "Media" On The Left Hand Panel ? Click "Options" On The Right Hand Side Of The Page > Browse by folders 9) Drag The Music You Want Into Your Desired Playlist Located On The Left Hand Panel 10) Click "Return" When Done 11) Click "Start" On The Left Hand Panel * Server Should Start * BAM! ? To confirm that your radio is working: A) Click "General" on the left hand panel and it should take you to your history: B) On the top right, click "Play" and your stream will play: If you're using Chrome and see this: Click "Click Here". Click the white box. Click "Allow". STEP 4: Getting Your URL & Submitting It To GTA.W Now for the final step... Getting the stream link & Setting it up on GTA.W! There's a couple of ways to get your link. One common way is to use the "Inspect" tool on your browser. But luckily we can get the link directly from the admin panel on your server! 1) Click "Admin" On The Left Hand Panel 2) Right Click The Play Button On The Player Then click "Copy audio address". 3) Paste The Link On Your URL Bar Delete everything after the word "Stream". 4) Press Enter If you did it right, it should take you to a page like this. If so, that is your stream link and you're now ready to submit to GTA.W! 5) Go To The XM Request Page & Fill In The Information https://ucp.gta.world/xmr/request (Due to the page being down, I am unable to provide a screenshot but will do once it's fixed.) ** Please note you have to be a GOLD donator in order to submit a radio station! ** And that's it! You now have your own radio station running and are free to do as you please! ? I will soon be making a guide on how to use Mixxx to DJ/Stream live audio on the same platform!

  6. Short description: A law was passed ICly that legalized a multitude of firearms for PF and CCW holders. Detailed description: The State Handling of All Firearms & Training Act outlines concrete definitions about firearm class and legality. Per this law, the following weapons are legal for use and distribution when given a serial number: Combat Pistol, Heavy Pistol, Pistol, Pistol .50, SNS Pistol, Vintage Pistol, Pistol Mk II, SNS Pistol Mk II. Items to add: Heavy Pistol, Pistol .50, Pistol Mk II, SNS Pistol Mk II How would your suggestion improve the server? The above-mentioned firearms have been made fully legal by IC law that resulted from a court case challenging the LSPD's authority on firearms licensing. It would improve the server by solidifying IC consequence and having the script support IC law development. Gun rights development has been a long-standing IC pursuit that is finally realized in law. If some of those weapons are deemed too powerful or unrealistic for gameplay purposes, like perhaps Mk II, I believe they should still be made accessible by a certain price or process that keeps them scarce but doesn't contradict IC.   9. You should have no issue running the game with high quality settings. Be wary of the grass setting (keep it to high as opposed to very high or ulta) as this combined with shadows tanks the frame rate of even RTX powered machines.

Born in the hands of Harold Aegelmaere and Sarah Carlisle, Roger had a very lovely childhood. They lived for almost a decade in the suburbs of Los Santos in the state of San Andreas. His dad, Harold, was a second generation police officer, climbing the ladders of the Police Department to become a Detective Lieutenant. His mother, Sarah, was a schoolteacher at Los Santos High. Still being a 14 years old boy with a normal IQ, The United States Marines offered him a work-learn project as soon as he reached the age of seventeen and a half years old. At the age of sixteen, Roger passed his driving examination and drove most of the times the leased Blista from his father. Roger was just a normal, regular middle-class child with normal friends in a very normal environment. His dad resigned from the Police Department at the age of fifty-two and started his own consultancy firm in security equipment, his mom is still giving lessons at Los Santos High. During his sixteen and seventeen years of age, he also got a lot of interest in motorcycles and four-wheelers, vehicles overall. When Roger became seventeen his first job was a part-time assistant mechanic at a garage in Los Santos. He went to college and rejected the possibility to join the military.   14. I don't like vanilla rap/raw vox so I can't really rate this one, though your mixed and mastered songs would def slap for people who like some classic vanilla rap. I myself do soundcloud-esque music (Emo Trap), rather melodic with technical mixing.

  15. Short description: Add the ability to share vehicles on a more "permanent" basis as duplicating keys don't save and not everyone has a business and business garage. Detailed description: Add the possibility to actually share vehicles instead of duplicating keys the entire time. With actually sharing vehicles I mean having the vehicles show up in your /vget and being able to spawn them, unlock them and start the engine (possibly even mod it). There's a lot of people that share their cars, that live together in the same house or have other reasons to share their vehicles, shared garage? Commands to add: /vshare? /vcancelshare? Items to add: Nothing How would your suggestion improve the server? Would be nice to have such a feature, I wouldn't say it is necessary or should be a high priority but it definitely improves realism. Additional information: I believe such a thing can easily be done by making a copy of the tenant system, shouldn't even take that long probably.

  19. A friend of mine semi-quit for this very reason. He went inactive with every intention of coming back. He just had to deal with IRL, but one week turned into two, turned into three, turned into four... When he eventually came back he'd lost his apartment and, as he put it (paraphrasing), "It's a loss that I can't recover from." He deleted the character and started again, but he never came back with the same passion he had the first time around. Now he hardly ever logs in. And he never bought another apartment. My argument to him was that he could've found the time to log in once a week, just to keep his claim, but he never did. And in a way that would be more selfish than going inactive while owning a property because he wouldn't have been an active member of the community while still taking up an apartment. Ideally I'd like for inactive members to get a full refund, because I've seen first-hand how that affects a player, or maybe have the option to choose an available place for the same amount. But I understand why they don't. I'm glad I'm not a decision maker.

  21. I like this suggestion as the chat becomes quite crowded with ads anyway during peak times. I don't think a queue is the right way to go about it though, because with the amount of ads that get posted, you'll end up with a massive backlog. And most of the times ads are about current events, and you don't want your ad that's in the queue being posted hour(s) later as it may be redundant at that time. A new ad system could be developed however. Maybe the notification system just above the mini-map could be used to do this. These could show the 150 characters at the smaller font size causing minimal HUD disruption and fade away after a number of seconds. Different colours and icons could be used to differentiate between ADs, BADs and CADs. It would also be neat if companies & businesses could set an icon with their logo via forum submission. An 'Advertisements' section in the inventory UI could allow you to see past ads if you missed them. As well as making the chat sizeable, this would reduce ad congestion in the chat and clean up the HUD a bit more.

  22. 16/04/2019 It has become obvious to me how different I am from the rest of the people I know, they have such an easy talking to anyone, never infuriated at anything, indulging in the most bland thing, why am I not the same? I have helped a couple people in my time in Los Santos and although they tell me they are here for me the words are hollow, their actions showing a different mentality. Not even sex has any appeal in this city, people I desired lost interest all of the sudden when they treated it like a cute game, treating me softly like I am frail, like I should feel bad about how I am. They treat me like I should need those things, poor me for not having them despite explaining that I am not wired in the same way. So many numbers in my phone, and not a single friend that understands me in any way, just strangers that smile at me because of some unrelated reason, so many assurances of "Do not worry, you are not boring, you are interesting" yet not ever wanting to hang out, not ever thinking of me when they are in need, do they lie to themselves too or just me? It feels like the world has lost its color, everything is grey, everyday is exactly the same, how right you were Trent Reznor when you wrote that song the question is "How do I solve it?" self-pity is something I despise, I feel trapped under my circumstances, when was the last time I had fun? Probably beating the shit out of Haley, she put up such a good fight I was nervous, nervous I would lose and yet I was happy it was a possibility, that was the fun part, not the fight itself but what it meant, the repercussions of it, am I going crazy or am I just wired differently? Perhaps it's just a bad day, I should rest, see what else I feel after a good night's sleep.

  24. Alright so I went over the list. The first three cars can be added, especially the primo. I see no issue with that. Every other car is already on the auction list as far as I'm aware. My goal was to add more low-medium-slightly upper class cars for the community which I don't mind doing by forwarding the first three cars.
