The budget comes from GOV through an IC process involving both the mayor and faction leader. If the factions decide to burn through their budget, they'll have to live with firing people once they burn through it. It's a fully IC system at the moment and I want no OOC involvement in it. If a faction received a budget which was way too large for them then GOV can take notes and reduce their next one. Link to comment
