Cuff animation fixes.

So basically...my main issue with the current cuff system is that when you /cuff someone they can't move or animate. Can you just disable the talking social style so people can actually follow officers and do /anim sitground and /anim sitground2 or any other any and don't let people use /sa /stopanim to get out of cuffed animations.
