/vscrap and vehicle components

I would like for player scrapped cars (Cmd that gives 40-50% of the vehicle value) to be used as a way to get vehicle components that can be used/sold to mechanics. 

I think the cash value could be lowered a little with the full 50% being possible if the person sells the components to a mechanic. After scrapping a car you'll be given the option to cash out right away or strip it out for parts. It'll tell you the amount you get for doing each.
