Yes, I have created a mods folder and currently trying to install mods in there. I also play on the Rockstar version of the game if that makes a difference. Link to comment

And Rockstar version doesn't allow you to install mods, the launcher always checks the files and if it detects other files, will redownload the files. Link to comment
