I Archive'd streampeds_mp.rpf and lastly archived x64v.rpf, replaced the files with the archived versions too.

Are you installing all the mods into MODS folder?

Yes, I have created a mods folder and currently trying to install mods in there.

 

I also play on the Rockstar version of the game if that makes a difference.

Mods folder is designer only for SP. you have to install the mods directly into the root files. 

And Rockstar version doesn't allow you to install mods, the launcher always checks the files and if it detects other files, will redownload the files.

No wonder I can't get anything to work. My game always updates after every mod I install.

 

I'm going to look into grabbing the steam version.

Yeah, i don't recommend using anything else but Steam version. Epic games and R* versions are trash.
