Restart RageMP and if all else fails they in the pins on Discord.

Where is your RageMP installed?

It cannot be installed in the same folder as your GTAV. I recommend directly to C:/ and the same drive. For example you do happen to have it on D:/ install Rage directly to D:/ and have GTA inside whatever folders your launcher installs to whether it be Epic Games, Steam, or Retail.

C:/Program Files/Folder Name/Grand Theft Auto V

or D:/Folder Name/Grand Theft Auto V

I have C:\RAGEMP 

this is not the solution to my problem ?

Delete everything in C:\RAGEMP\client_resources\play.gta.world_22005, and then everything from this in: https://mega.nz/file/aVMxBaYL#Jx3nl0Lf2doASsLk0gnxaGS075OK2UYSpCNKiZUDDTQ.
