Textile City is a prominent hotspot for retail designer shops, factory outlets and exotic food stalls that became popularized in the late 1990s upon its recognition as a fashion district by the Los Santos’ BIDs (Business Improvement District) program which saw the moderate community expand by nearly double of its original size, resulting in a vibrant business environment and the rise of surrounding property values. 
 

The district was established in the early 20th century after European immigrants settled in Simmet Alley and brought their garment manufacturing businesses over from the old country in order to establish their trade. This pushed an evolution of the old run-down and impoverished area filled with empty warehouses and unused factories to Los Santos’ core area for the latest niche fashion and merchandise today.
 

Even though many European immigrants preferred more viable and popular areas in LS such as Vespucci and Vinewood, a smaller portion of mainly East Europeans settled in the Downtown and South areas of LS after the fall of the Iron Curtain in the 1990s due to the relatively cheap housing and a variety of business opportunities in such areas at the time. This brought about a prominent Eurasian minority in the general Downtown and Southern areas of LS in which they purportedly hold a respectable share of the district’s welfare today with an ascent of food stalls, designer stores and trucker depots under Eurasian management.

Forced to adapt to a fiercely different competitive economic system with very limited resources, many Eurasians found themselves at an impasse. While most were content to do honest work for low wages, a small portion found themselves drawn to the appeal of get-rich-quick schemes, infatuated with what a capitalist society and chase what they perceived as the American dream. This led to a new breed of cunning and adaptable criminals being born who seeked to exploit whatever opportunities they could for personal gain. As such, there has been a consequential rise in fraud, scams and sales of bootleg merchandise to intricate ponzi schemes parallel to the rise of the area’s popularity.
 

Over time, these like minded individuals were drawn together through self-interest and necessity as several loose groups formed in the area that started to operate as gangs, usually resulting in petty crime and extortion. These criminal groups operated in parallel with a top down structure where respect and merit lamented one’s position.

Various local crime groups have come and gone in the greater Downtown & Southern corridor of LS since the areas’ revamp and consequent popularization in the 90s. One of the latter prominent figures to emerge is Ramzan Rustamovich Aliyev, a charismatic Uzbekistani immigrant of Chechen descent who went to trial on the 5th of May 2019 and was found guilty of drug trafficking & possession of an illegal firearm. After Aliyev’s release from prison in the early summer of 2020, he was spotted in the Downtown and Southern area of LS, mainly in Textile City and La Mesa, with other known crime figures of which most are believed to having been part of his loyal ensemble from Liberty City. This multiethnic, local clique consists of a majority of associates of northern Caucasian, Tatar, Azerbaijani and Central Asian descent and is believed to have ties to the greater Eurasian criminal network in LS while still enjoying considerable autonomy. This notion has been solidified after some of the gang’s associates being made with other prominent Eurasian figures in the city.

Today, a prominent Chechen gangster Ramzan Aliyev, 31, was convicted on federal charges and found guilty for drug trafficking and possession of an explosive or illegal device, being a concealed automatic firearm. Aliyev, who is believed to have ties to the Russian and Chechen mafia, is no stranger to the court as he has been indicted on several racketeering charges in Liberty City seven years ago, but was acquitted due to a lack of evidence.


After a lengthy investigation on criminal activity localized around the Vinewood, Downtown and South LS areas, Aliyev was arrested alongside many on the fifth of May, 2019 around 11:40 PM while entering a black 1984 Zion Classic on the San Andreas Avenue in Downtown LS.
 

The arresting officer reported that Aliyev’s eyes were red and glossy and that he seemed anxious. “You won’t like what you find,” he told the officers on scene after seeing K-9 units being deployed.


During a search of the Zion Classic, officers found various amounts of narcotics and paraphernalia, including 128 grams of PCP, nearly 122 grams of marijuana, 61 grams of MDMA pills, 90 individual pills positively identified as alprazolam, cannabis resin, 168 grams of a blackish brownish sticky substance that tested positive for heroin and a digital scale among other things. A fully loaded Skorpion vz. 61 E was also recovered from the vehicle.

 

Aliyev was booked into the Twin Towers Correctional Facility on charges of felony armed drug trafficking, possession of an explosive or illegal device and possession of various drugs with intent to distribute.
