Doesn't the government pay you $5000 an hour regardless. Seems a bit unrealistic to be earning $9000 an hour?

I don't make $5,000 an hour. I make $500 an hour. Also, can't the same argument be made for any other workers getting paid the stipend? Coffee shop workers, food servers, they also make $5000 an hour under 40 hours, so why is it okay for them to get the stipend but not bartenders?

More of a direct question intended on sparking a discussion. I don't want to make a suggestion when clearly there is a reason behind bartenders not getting a stipend, even with the new changes. I'd like to hear why before jumping to conclusions.
