Public transport - a vital industry for the helping hand it provides to people medically unable to drive, people unable to afford a vehicle, those visiting our city or those in the early days of living within it. An industry, perhaps, of growing importance as we move towards a world more conscious of our carbon footprint and the effects our day-to-day lives have on the environment. While a populous city, Los Santos has never had a successful long-term public transit system, with contractors pulling out of their contracts with the city for numerous reasons over the years and the infrastructure perhaps subpar for the needs of the city. Overall, contributing to smog, bad traffic and traffic incidents. We at LSNN sat down with John Pagano at the Los Santos Government to find out where the future of public transit lies. See below for the transcript of this interview.

 

Firstly, can I ask the current position of the government in regards to public transport? 

 

We are of course doing everything we can to establish and maintain a well-working public transport system. Public Transport is considered an important matter within my Department and I go as far as to say inside the whole government.  I will start with what has been done and come to the present efforts taken; our approach has been and is still, to contract a fitting company within Los Santos with it, for that, we have put up a notification to get the attention of public transport companies. In the past, a company by the name of SmartBus was contracted with this matter, however, sadly this company has suddenly closed. We have started several attempts to contact them and inquire about their state and their current capabilities, nothing resulted in any response.

 

In that event, why hasn't the government attempted to build their own infrastructure and capability to run public transit services, instead of relying on the private sector?

 

There are several reasons for this, the first and maybe obvious one is to encourage and assist local companies within the city of Los Santos. The second one is, that even though we have public workers who would technically be able to be re-trained for this, we want to rely on a company that can already provide a good vehicle-fleet and experienced employees in this field, that way, we can benefit from their experience in public transport and provide an overall better working system.

 

So the failure of the private sector in this role has not concerned you enough to switch tactics, then?

 

So far, there has been one failure, however, we don't intend to generalize all efforts in the private sector to the same outcome as SmartBus, however, we have set a deadline, it's not like we will wait for eternity until we take our own steps without the private sector, therefore, I encourage any company that fits the requirements and sees the terms inside the notification of the city fit to submit its bid.

 

The need for public transport is mostly focused on those who are visiting the city, are recent migrants into the city, and those from poorer backgrounds, does the city have any intention of supporting those groups in their transport needs in the meantime?

 

We intend to find a long-term solution for this, providing any transport in the meantime would be a risky venture, since we want to provide a stable system for it. I am familiar with the lack of public transport within the city, I also see this to be a problem for any person travelling to his or her work, as a good public transport system could replace the car that one takes to work. But in the meantime, there are no short-term plans to be expected.

The Los Santos City Government have asked for any interested entrepreneurs to get in touch with the government through their regular contact details and fill out an application here to kickstart the cities new future of public transport.

Comment: SmartBus, Inc. waited months for the city contracting office to hold their end of the bargain. From a plethora of attempted contacts to no-show's on the city government's behalf, SmartBus tried everything in its power to ensure the contract was completely executed. The contract was first applied for in November of 2019. It was not until January that the first "meeting" occurred. Afterward, no word was ever heard from the city again. Many phone calls and attempts to contact were made by SmartBus to no avail. The city should be ashamed of themselves for publicizing such a contract and failing to act as they say they would. SmartBus had a fleet ready to mobilize and employees on standby, however, they completely neglected their duties in finalizing the contract. Their interests must have been far too different than providing adequate transportation to the public. This would certainly expose the City of Los Santos' lack of coordination and clerical skills; certainly something our city government should be capable of managing. The people deserve to know that the city government is not efficient, for which they should be ashamed. 

 

Slight amendment.. The initial filing for the city contract has since been removed from public view. This comes at no surprise. I implore interested readers to request the documents from the city government so that they may see how poorly and untimely their handling of the public transport city contract was handled.
