Fail RP / Refusing to RP

I kinda see that it's apart of Power Gaming but I feel like it should be more specific as power gaming can be a very general term. When you get in a car crash or a robbery and the other person involved isn't role playing it at all or minimally saying they are PG'ing can get very confusing very fast.

Adding a role play at all times rule sounds fair.

Added to rule 1 in late December. Moving to implemented. 

"Failing to roleplay a situation is strictly forbidden. You're expected to be roleplaying at all times, If a player breaks the rule during the situation you must finish the roleplay and report later."
