The Styopa Plotnikov Gang headed by its namesake Russian national Stepan Plotnikov, who was later naturalized as a US citizen, is an Eurasian organized crime group based in Los Santos. Formerly a satellite faction of the Odessa Mafia, one of the most prominent post-Soviet criminal organizations that came to reside in America, it was decimated by a string of high profile indictments in 2005. Indictments that included Stepan Plotnikov in which he was mentioned by the prosecution's star witness, an alleged Plotnikov ally. It was claimed that Plotnikov planned to elevate tensions between rivalling clans in the Odessa Mafia in order to initiate a break-away attempt for the Los Santos group, which he headed, although no evidence came to light to prove this. He was ultimately convicted for money laundering along with two other Armenian co-conspirators and was rumoured to be denounced by his former mafia members, some rumours even suggesting that Plotnikov had a price on his head for the infraction.

In recent years because of these revelations, Plotnikov and his loyalists are considered a different organization by law enforcement. Severely weakened following the arrests, they have a diminished presence in Los Santos, with speculation that the group is defunct. Largely relying on the Odessa Mafia's backing, it is suggested that the group's operations are limited without their support, owing to the group's plethora of connections overseas and as a result cease to function. As of late 2019, Stepan and his two co-conspirators have been released from prison. Prior to the arrests, the group was well organized and collaborated with other Los Santos based groups. Drug dealing, money laundering, extortion, murder-for-hire and fraud are just some of the criminal activities that they have been implicated in. It is estimated that they possess no more than 10 members with under five having criminal roots to the Odessa Mafia, the mother organization.
