Ninety-nine per cent of people riding motorcycles and the clubs they belong to are law-abiding, according to an oft-cited quote by the American Motorcyclist Association. It's only one per cent that are hard-partying, non-mainstream people, the organization said in the 1960s. The description gave birth to the moniker "one percenter," with some bikers donning patches proclaiming their "1%" status. But according to the Hells Angels Motorcycle Club, law-enforcement officials changed the meaning of "one percenter" in the 1980s so that the term referred to members of criminal gangs. It no longer referred only to those who refused to live by the rules of society. The Hells Angels, however, still proudly wear their one percenter patches and say they are a law-abiding organization whose members share a commitment to biking and brotherhood.

 

In today’s criminal landscape it has been common practice for the larger one percenter clubs to hide behind 'puppet' clubs. While it’s common for these clubs to butt heads with their overseeing club and switch allegiances on a regular basis, some clubs have completely rolled over in order to survive. One such club is the Red Devils. In 2014 the Canadian police forces in Toronto, Sudbury & Chatham managed to arrest and shut down all three of the club’s chapters in Ontario, Canada. However, recent reports from the public and police officials have made note that members are in fact flying colors again for the Red Devils Motorcycle Club. It is unknown what this resurgence means but it would be impossible for the club to re-open in their native Canada as Hells Angels charters now exist in almost every major city across Ontario. Following their heavy resurgence in Canada multiple sources have claimed that there are probationary chapters settling in the Los Santos region to help establish dominance in the western part of the country for the notorious HA.
