Los Santos Lottery Emerges

As far as gambling projects go, Los Santos has seen it's fair share. From casinos to smaller-scale lottery projects, the fluidity behind the gambling laws in Los Santos, and indeed, the state itself, has given way to numerous projects dedicated to making someone a winner. Another project emerges from the dust of all of the rest, Samuel Birch, a firefighter turned gambling entrepreneur, has announced a Los Santos lottery that has already amassed a hefty $257,200 jackpot. The lottery has a three-tiered system, all paying out different rates of the jackpot, dependant of what is paid in.

 

We spoke to Samuel Birch, founder of the Los Santos Lottery, to find out more.

 

1. In terms of the legal scope, where does the Los Santos Lottery fit in?

 

The Los Santos Lottery is fully registered and licensed with the City of Los Santos. We hold a gaming license which allows us to run these lotteries online within the regulations and laws of Los Santos.

 

2. What gave you the idea for the lottery?


I mean, It’s not a unique idea that’s for sure! Look at every other state they all run lotteries in one way or another! If you actually look back at previous businesses in Los Santos there have been a few failed lottery attempts! The issue I saw in each of them was execution! They had long and tedious ways to purchase tickets and winners to be picked, so I made an efficient, easy to use system in the form of a website which can be found at https://lottery.gta.world. Safe to say it’s launched well with the people of Los Santos with a current jackpot of $256,400 and 440 tickets sold! (at the time of writing this).

 

Is the lottery a for-profit venture?

 

People may think oh he is walking away with a boatload of cash from this? Safe to say the profit isn’t all that! Per gold ticket I personally make $200 in profits, considering an advertisement is $250 and the licenses overall profit is there but not in the masses. Alongside this, any remaining jackpot leftover from a SILVER or BRONZE ticket winning will be either rolled over to the next draw or used for marketing and operational costs. And at the end of the day, we all have bills to pay and considering the website being made from scratch by myself, keeping the site up and running the lottery, profit is always a factor but also the enjoyment of the players is a big factor also!

 

To follow up - most other states have non-profit lotteries, what made you decide to go the other direction on this?

 

I saw the opportunity and I took it, work at home and focus on other more important things in life to me! Also as this lottery is privately run for now by myself I need to make sure it pays the bills to keep the site up and running and keep it legal within the City of Los Santos. However, I make sure most of the money does go towards the jackpot and to the players!

 

What are the 25% operating costs?


The operating costs consist of running the servers that host the lottery and store all the tickets and information, the gaming license which is $25,000 every 3 months and advertisements during the draws.

 

What Are The Legal Aspects?
 

Shockingly, there is absolutely nothing outside of the bare minimum required in the city of Los Santos for a gambling operation - for example, you can allow minors into a casino from infancy to adulthood, you can fix the odds to be virtually impossible, you don't have to disclose anything about the operations, odds, likelihoods or, essentially anything about the gambling. Neither the state nor city have any regulations on gambling.

 

While Mr Birch confirmed that the lottery requires all entries to be of the age of 18 years old at a minimum, there are no mechanisms in place on the website to support this, nor any sort of 'Terms of Conditions', to the extent where the website does not even have a Privacy Policy - a federal requirement if it takes information from minors, which there are no mechanisms to stop it doing so.
