I'm not sure if this has been looked at already,

 

There is a current issue where the numbers of apartments massively outnumber the amount of houses. A lot of people want houses more then apartments because it fits their character better, and it's a status thing - however if you replaced some of the unbought apartments with houses in for example, Del Perro where there is a small sub-urbs, then people would form bigger communities all around and the whole housing crisis will essentially be sorted.
